Biden-Putin, colonial legacies, and the Middle East’s three great divides

US President Joe Biden and Russian President Vladimir Putin’s simultaneous visits to the Middle East last month dramatically remind us that little has changed here since Alexander the Great marched his armies to the east in the 4th Century BC. Foreign and regional powers still  compete for strategic advantage in the region to re-configure the political landscape in their own image and interests.

No wonder so many people are confused by what foreign and regional powers actually seek. Global and regional partnerships and confrontations evolve almost seasonally: are Turkey and Israel friends or adversaries? What about Egypt and Qatar, the UAE and Iran?

Various powers scurry around mending old disputes and concocting bizarre new alliances for fresh confrontations — all the while sending arms and troops around the region with abandon.

Leaders of smaller, vulnerable countries desperately seek a regional or global power — any power will do — to protect and finance them. They preach freedom, equality, and economic development, but support authoritarian dictators, pervasive waste and corruption, and massive arms sales.

When two world powers visit in the same week, it amplifies the contradictions and confusion. It also clarifies and perpetuates old colonial traditions that view Arab- and Muslim-majority societies as tools for more powerful states to manipulate at will, with full complicity of local elites that are ever more eager for money and protection to survive.

This is not new. The United Kingdom in the Balfour Declaration promised Palestine to the Jewish people in 1917, when London had no legal claim to that land. A century later, Trump, and now Biden, have effectively given Jerusalem to Israel, when Washington has no legal claim to East Jerusalem.

This colonial legacy of self-serving foreign interventions that disregard the rights and aspirations of the indigenous inhabitants has now mutated into a more sinister local variant: established regional powers, from Turkey to Iran, UAE and Saudi Arabia, intervene unilaterally in nominally sovereign Arab states to gain strategic advantages. They use muscle and money to thwart any popular democratic transitions and to reinforce authoritarian regimes.

The simultaneous Biden and Putin visits occurred at a moment when around 70 percent of Arabs are poor or vulnerable to lifelong poverty, and very few enjoy any power to reform their mostly moribund national policies, either through peaceful popular rebellion or democratic elections.

Governments now also monitor their thoughts and movements, usually with the technical or financial assistance of the same regional and international powers interfering in their domestic affairs.

This Biden-Putin moment highlights old colonial practices and clarifies three great divides that define today’s Middle East — divides that also explain much of the area’s violence, instability, and nonstop military and political interventions.

The first is the divide between most Arabs, their leaders, and the institutions of governance. Trust in Arab government performance has declined in recent decades, outside the small wealthy oil producing states, according to regular polling evidence.

These polls also show that most populations see corruption as rampant and the rule of law as not applied or favouring certain groups; unsurprisingly, nearly 50 percent of young Arabs wish to emigrate. The erratic but ongoing uprisings in several countries — Lebanon, Sudan, Iraq, Algeria, Tunisia, Syria, most prominently — also reveal public discontent with the state’s performance, and the demand for a democratic system.

The second is the long-standing divide between Arab people and the apartheid state of Israel, which polling evidence consistently reaffirms. Even in states that signed normalisation agreements, most Arab citizens shun close ties with Israelis, as was confirmed again this month.

The third is the divide between most Arabs, Iranians, and Turks against Western and Israeli colonial arrogance and direct interventions, including military action and economic sanctions. Polls remind us year after year that a majority of Arabs see Israel and the US as their main security threats, reaching 66 percent of respondents in the latest regional surveys.

American and a few Arab leaders ignore this overwhelming evidence and continue to force-feed us normalisation with Israel as if we were a herd of goats — which is exactly how colonial powers view their powerless local subjects.

The US has now expanded this into an attempt to form a coalition of Arab states with Israel and the US to curtail Iranian, Russian, and Chinese influence in the region. This runs against the grain of all three of these profound divides that have been among the most consistent characteristics of the modern Arab world.

American recurring dreams to create such Arab-Israeli-US coalitions have repeatedly failed to account for what drives Arab people’s identities, self-interest, and dignity. Almost all Middle Easterners know in their hearts — more importantly from their lived experiences — that over the past century their torments have come from the three main (linked) forces of Western colonial manipulation, Zionist-Israeli apartheid, and home-grown Arab autocracy.

Not only have these combined to leave most of the region the wreck it is today — mostly poor, vulnerable, and subjugated by regional and world powers — but these powers now also cooperate more closely to tighten their authoritarian grip on the lands, people, and resources of the region.

The lives, values, rights, and sentiments of nearly 700 million Arabs, Iranians, and Turks are totally absent from the minds of foreign and regional leaders who meet routinely to determine our fate. The colonial and authoritarian eye does not see these people. They are invisible, inconsequential. They do not exist.

What matters at the Biden or Putin meetings are Israel’s security and technology exports, American politicians’ incumbency, the self-preservation of regional autocrats, US war merchants’ income, and carving up the region into spheres of influence — just the way the British and French did a century ago.

No wonder a majority of Arabs feel more and more alienated from their own leaders and have tried to overthrow them, while fearing the motives of Israel, the US, and other powers.

Colonial predators must open their eyes and see the rotten fruits of their legacies — not celebrate them by trying again to rearrange the region for their own domestic purposes.

Stan Cox, “Three tons of fascism with a bull bar”

In the United States during 16 months in 2020 and 2021, vehicles rammed into groups of protesters at least 139 times, according to a Boston Globe analysis. Three victims died and at least 100 were injured. Consider that a new level of all-American barbarity, thanks to the growing toxicity of right-wing politics, empowered by its embrace of ever-larger, more menacing vehicles being cranked out by the auto industry.

And keep this in mind: attacks on street protests are just the most recent development in fossil-fuelized aggression. Especially in the red states of America, MAGA motorists have been driving our quality of life into the ground for years. My spouse Priti Gulati Cox and I live half a block south of Crawford Street, the central east-west artery in Salina, Kansas. Starting in the early Trump years, and ever more regularly during the pandemic, we’ve been plagued by the brain-rattling roar of diesel-powered pickup trucks as they peel out of side streets onto Crawford, spewing black exhaust and aiming to go from zero to sixty before reaching the traffic light at Broadway. By 2020, many of these drivers were regularly festooning their pickups, ISIS-style, with giant flags bearing slogans like “Trump 2020” and “Don’t Tread on Me,” as well as Confederate battle flags. Some still display them, often with “F*** Biden” flags as well.

If you live in flyover country as we do, you come to expect such performances. And don’t think that I’m just expressing my own personal annoyance about an aesthetic affront either. Fueled by diesel or gasoline, and supercharged by what political scientist Cara Daggett has labeled “petro-masculinity,” those men in big, loud vehicles serve as the shock troops for a white-right authoritarian movement that threatens to seize control of our political system. Recall the “Trump caravan” that tried to run a Biden campaign bus off the road in Texas just before Election Day 2020. Or the “Trump Trains” of pickups carrying men with paintball guns, one of which attacked Black Lives Matter protesters in Portland, Oregon.

Long forgotten now by most of us, those hapless North American truck convoys, some of which converged on Washington, D.C., last spring, might as well have been scripted by the writers of Seinfeld. To all appearances, they were protests about nothing — other than a vague sense of grievance personified (or truckified). Still, the drivers did manage to cause serious mayhem, assaulting the residents of two capitals, Ottawa and Washington, with diesel fumes, daylong horn blasting, and bellicose conduct. They paralyzed downtown Ottawa for almost a month (and cost the government there more than $36 million). Some drivers in the cross-country U.S. convoys physically assaulted counter-protesters, cyclists, and motorists. There was one bright spot, though: one day, a man on a cargo bike got in front of a line of semi-cabs and pickups and slow-pedaled through Washington’s narrow side streets, leaving the invaders no alternative but to creep along behind him for what seemed like forever and a day.

The convoy truckers, however, paid little price for the havoc they caused. Indeed, vehicular aggression and violence increasingly goes unpunished. On June 24th in Cedar Rapids, Iowa, a man aimed his pickup truck at a group of women protesting that morning’s Supreme Court decision reversing Roe v. Wade. When his vehicle first came into contact with them, the women stood fast, and grabbed its bull bar — the steel armoring designed to protect the grille against livestock, but used more often these days to intimidate humans. With a yell, he plowed ahead, driving over one woman’s ankle and giving another a concussion. When the police arrived, they interviewed the driver, but they have yet to charge him or even identify him publicly. He was probably shielded by a law the Iowa legislature passed in 2020 immunizing drivers who run into or over protesters, if they simply claim to have been fleeing in fear. Ominously enough, Florida and Oklahoma have passed similar laws essentially encouraging such acts.

Are you what you drive?

Here in the heartland, white nationalism feeds on gas, gunpowder, oil, and testosterone. Ranchers, wheat-growers, oilfield roughnecks, firefighters, loggers, hunters — in short, the very kinds of guys who populate today’s ads for pickup trucks — are widely viewed as the real Americans. Most pickups today, however, are found not out on the range but on city streets and Interstate highways, sporting empty beds and clean tires, with their drivers settled into cushy captain’s seats. For many of them, big pickups are no more than a non-utilitarian cultural statement and, in today’s culture, that means a political statement, too. (With so many luxury options on offer, a new truck can also be an extravagant statement, since their average price now exceeds $60,000.)

When I was reading High and Mighty, Keith Bradsher’s classic book on SUVs, in the early 2000s, there was as yet no correlation between the supersizing of personal vehicles and political preferences. It was mostly about armoring up against crashes and crime. A few years later, when even more bloated trucks and SUVs with abundant creature comforts started being advertised as “living rooms on wheels,” they still had no strong political associations. Over the past few years, however, manufacturers have begun capitalizing on MAGA-world belligerence by pumping up the road-ruling mystique of those vehicles. On this topic, I won’t even try to match the bracing prose of Angie Schmitt, the author of Right of Way: Race, Class, and the Silent Epidemic of Pedestrian Deaths in America, who wrote for Bloomberg News last year:

“Pickup truck front ends have warped into scowling brick walls, billboards for outwardly directed hostility… [T]he height of the truck’s front end may reach a grown man’s shoulders or neck… That aesthetic can be detected not only in the raised ‘militarized’ grille height of pickup trucks, but also the popularity of aftermarket modifications like blacked-out windows and ‘bull bars’ affixed to the front end.”

Some pickups and full-size SUVs now approach the dimensions of World War II-era tanks and are advertised accordingly. Ford used the term “military-grade, aluminum-alloy” five times in a single press release for its F-150 pickup. This supersizing, as well as armoring, has had predictable results. For example, in another article, Schmitt observed that

“passenger and driver deaths have remained mostly stable over the past decade while pedestrian fatalities have risen by about 50 percent. From 2019 to 2020, pedestrian deaths per vehicle miles traveled increased a record 21 percent, for a total of 6,721 fatalities. This astonishing death toll has multiple causes, but the scale of the front end of many pickup trucks and SUVs is part of the problem, and that’s been obvious for quite a while.”

The politicization of big-box personal vehicles is now almost complete. By the 2020 election campaign season, few drivers, left or right, needed bumper stickers to tell the world which candidates they supported. A month before the election, Forbes summarized survey data illustrating the relationship between party affiliation and vehicle ownership. Of the models most disproportionately preferred by Democrats, liberals, and progressives, 14 were sedans or crossovers, three were trucks or full-size SUVs, and two were hybrid or electric vehicles. The Honda Civic sedan topped the list.

I’m sure at this point you won’t be surprised to learn that the vehicle preferences for Republicans and other conservatives were almost exactly the reverse of that. Of their top model preferences, 14 were trucks or full-size SUVs while only three were sedans or crossovers. None were hybrids or electric vehicles. Those with the strongest Republican/conservative associations were the Ford F-250 and Ram 2500 pickups, both weighing in at more than 6,000 pounds.

“Pollution porn”

A couple of weeks before the 2020 election, Priti and I were cruising south along Santa Fe Avenue, the main street in downtown Salina. As we approached Crawford, we saw that a long, noisy Trump train was passing through the intersection, headed west. Decked out with flags, balloons, and other regalia, the parade of trucks stretched out of sight in both directions. When a temporary gap opened in the queue, we took a right turn toward home. In this way, our 2006 Civic hybrid (I know — too trite) involuntarily joined the procession. With a huge, flag-bedecked tailgate towering over our windshield, a five-foot-high bull bar looming in the rearview mirror, and a cacophony of horns drowning out our laughter, we crept home, where we bailed out of the parade. Though we faced no hostility ourselves, that was probably because the drivers on either side of us could barely see us.

Compared with many of the 2020 Trump trains, Salina’s version proved remarkably mild-mannered. But all such white-right parades, including the farcical “Boaters for Trump” regattas, also manage to do a remarkable job of making a relatively small number of Americans seem like a big crowd. There were far more people in Salina’s 2020 Black Lives Matter march than in that truck parade. But when you surround a modest number of people with tons of steel and aluminum propelled by loud internal-combustion engines, you’ve got an impressive spectacle in an ominous sort of way. The forests of flags only add to the fascist aura that surrounds the political use of such hulking vehicles.

Until James Alex Fields, Jr., drove his Dodge Challenger into a non-violent group of protesters in Charlottesville, Virginia, in 2017, killing Heather Heyer, the tactic of crashing into crowds was best known as a terror tool used by Islamic State sympathizers, primarily in Europe. At the time, the means of aggression preferred by American pick-up drivers was something called “rollin’ coal.” It involved modifying a truck’s fuel system so that the driver could blast large clouds of thick, black diesel smoke from its tailpipes or smokestacks.

Often, coal-rollin’ was pure performance, a display of rebellion against anything in the culture that smacked of concern for climate change. It was, as Vocativ labeled it in 2014, “pollution porn.” But even then, under the surface was the potential for so much worse. In recent years, more aggressive drivers have taken that stunt to its logical conclusion by engulfing pedestrians, cyclists, electric vehicle or hybrid drivers, and other perceived enemies in toxic black clouds.

As Cara Daggett put it:

“A lot of things are attached to fossil fuel culture because they are symbolically a part of a certain way of life or an identity. It’s no longer possible to operate in the world and not understand that fossil fuels are violent. [Rollin’ coal is] a kind of spectacular performance of power.”

Psychology professor Joshua Nelson suggests that such an extravagant, showy combustion of fuel represents an attempt by white male drivers in particular to compensate for two new realities – that men like them can no longer feel they’re part of an all-powerful American clan and that what awaits us all, however hard it may be to express, however much they may want to repress the very idea, is impending doom from fossil fuels destroying this planet. As Nelson puts it: “There is nothing more possibly traumatizing (and requiring psychologically defensive operations) than potential global destruction and annihilation, especially when one is forced to consider [his] own role in this impending apocalyptic disaster.” Whether such “psychologically defensive operations” grow out of a sense of guilt, inadequacy, or something else entirely, they play out the same way — as aggression against the rest of us.

Standing up to the men in trucks

One characteristic news photo from the violent conflicts of recent times — whether in Afghanistan, Libya, Nigeria, Syria, or elsewhere — has been of pickup trucks loaded with armed men. The U.S. hasn’t made it there — not yet anyway. But it’s hard to doubt that (thank you, Donald Trump!) ever since January 6, 2021, when so many right-wing militia members broke into the Capitol, some of them armed, we’ve been living through an attempted takeover of our country by members of one of the two major parties. And in 2022, it will hardly surprise you to know that its supporters own more guns and trucks than the rest of us.

This fits with trends pointed out by Rachel Kleinfeld, a senior fellow at the Carnegie Endowment for International Peace. She’s studied the use of violence by a growing number of political parties in a wide range of countries and is now tracking America’s upsurge in militia activity, too. She recently wrote, “Even if Trump passes from the scene, the embrace of violence and intimidation as a political tactic by a faction of the GOP will cause violence of all types to rise — against all Americans.”

Ultra-MAGA elements in legislatures and the courts are already gutting our right to preserve a livable climate, ensure reproductive rights, and vote, even as they create new rights to own weapons of war and put them to deadly use. Usually, those weapons are AR-15s or other firearms, but they can also be tank-scale personal vehicles wrapped in military-grade alloy, with an armored front end.

Big trucks, aggressively driven, straddle the borderline between a democracy in crisis and a country (and world) facing a climate emergency of the first order. They guzzle fuel, spew pollution, and degrade our quality of life. With the paramilitary wing of the anti-democracy, anti-Earth GOP at the wheel, such vehicles portend even worse environmental harm to come. If the far right prevails, its politicos will choke off any state or federal efforts to phase out fossil fuels. If, using means legal or not, they consolidate their power over the Supreme Court, Congress in 2022, and the White House in 2024, they will be spewing the political version of rollin’ coal and are guaranteed to smother the possibility of climate action, probably long enough to make runaway global heating inevitable.

Keeping the anti-democracy party out of power will require massive get-out-the-vote efforts in 2022 and 2024, and record-breaking turnouts in the streets will undoubtedly be needed as well. In truth, there are many more of us than of the fascist wannabes in this country. Like the brave women in Cedar Rapids, we must neither surrender the public square to the extremists nor allow them to bestow rights on vehicles and fossil fuels while revoking rights that belong to us and to the rest of nature.

William J. Astore, “The nasty voices in our heads”

I have a brother with chronic schizophrenia. He had his first severe catatonic episode when he was 16 years old and I was 10. Later, he suffered from auditory hallucinations and heard voices saying nasty things to him. I remember my father reassuring him that the voices weren’t real and asking him whether he could ignore them. Sadly, it’s not that simple.

That conversation between my father and brother has been on my mind, as I’ve been experiencing America’s increasingly divided, almost schizoid, version of social discourse. It’s as if this country were suffering from some set of collective auditory hallucinations whose lead feature was nastiness.

Take cover! We’re being threatened by a revived red(dish) menace from a “rogue” Russia! A “Yellow peril” from China! Iran with a nuke! And then there are the alleged threats at home. “Groomers”! MAGA kooks! And on and on.

Of course, America continues to face actual threats to its security and domestic tranquility. Here at home that would include regular mass shootings; controversial decisions by an openly partisan Supreme Court; the Capitol riot that the House January 6th select committee has repeatedly reminded us about; and growing uncertainty when it comes to what, if anything, still unifies these once United States. All this has Americans increasingly vexed and stressed.

Meanwhile, internationally, wars and rumors of war continue to be a constant plague, made worse by the exaggeration of threats to national security. History teaches us that such threats have sometimes not just been inflated but created ex nihilo. Those would, for instance, include the non-existent Gulf of Tonkin attack cited as the justification for a major military escalation of the war in Vietnam in 1965 or those non-existent weapons of mass destruction in Iraq used to justify the 2003 U.S. invasion of that country.

All this and more is combining to create a paranoid and increasingly violent country, an America deeply fearful and perpetually thinking about warring on other peoples as well as on itself.

My brother’s doctors treated him as best they could with various drugs and electroshock therapy. Crude as that treatment regimen was then (and remains today), it did help him cope. But what if his doctors, instead of trying to reduce his symptoms, had conspired to amplify them? Indeed, what if they had told him that he should listen to those voices and so aggravate his fears? What if they had advised him that sanity meant arming himself against those very voices? Wouldn’t we, then or now, have said that they were guilty of the worst form of medical malpractice?

And isn’t that, by analogy, true of America’s leaders in these years, as they’ve driven this society to be ever less trusting and more fearful in the name of protecting and advancing their wealth, power, and security?

Fear Is the mind-killer

If you’re plugged into the mental matrix that’s America in 2022, you’re constantly exposed to fear. Fear, as Frank Herbert wrote in Dune, is the mind-killer. The voices around us encourage it. Fear your MAGA-hat-wearing neighbor with his steroidal truck and his sizeable collection of guns as he supposedly plots a coup against America. Alternately, fear your “libtard” neighbor with her rainbow peace flag as she allegedly plots to confiscate your guns and brainwash your kids. Small wonder that more than 37 million Americans take antidepressants, roughly one in nine of us, or that, in 2016, this country accounted for 80% of the global market for opioid prescriptions.

A climate of fear has led to 43 million new guns being purchased by Americans in 2020 and 2021 in a land singularly awash in more than 400 million firearms, including more than 20 million assault rifles. A climate of fear has led to police forces being heavily militarized and fully funded rather than “defunded” (which actually would mean a bit less money going to the police and a bit more to non-violent options like counseling and mental-health services). A climate of fear has led Democrats and Republicans in the House of Representatives who can agree on little else to vote almost unanimously to fork over $840 billion to the Pentagon in Fiscal Year 2023 for yet more wars and murderous weaponry. (Of course, the true budget for what is still coyly called “national defense” will soar well above a trillion dollars then, as it often has since 9/11/2001 and the announcement of a “global war on terror.”)

The idea that enemies are everywhere is, of course, useful if you’re seeking to create a heavily armed and militarized form of insanity.

It’s summer and these days it just couldn’t be hotter, so perhaps you’ll allow me to riff briefly about a scene I’ve never forgotten from The Big Red One, a war film I saw in 1980. It involved a World War II firefight between American and German troops in a Belgian insane asylum during which one of the mental patients picks up a submachine gun and starts blasting away, shouting, “I am one of you. I am sane!” In 2022, sign him up and give him a battlefield commission.

Where fear is omnipresent and violence becomes routinized and normalized, what you end up with is dystopia, not democracy.

We must not be friends but enemies

At this point, consider us to be in a distinctly upside-down world. Reverse Abraham Lincoln’s moving plea to Southern secessionists in his first inaugural address in 1861 — “We must not be enemies but friends. We must not be enemies” — and you’ve summed up all too well our domestic and foreign policy today. No, we’re neither in a civil war nor a world war yet, but America’s national (in)security state does continue to insist that virtually every rival to our imperial being must be transformed into an enemy, whether it’s Russia, China, or much of the Middle East. Enemies are everywhere and must be feared, or so we’re repetitiously told anyway.

I remember well the time in 1991-1992 when the Soviet Union collapsed and America emerged as the sole victorious superpower of the Cold War. I was a captain then, teaching history at the U.S. Air Force Academy. Those were also the years when, even without the Soviet Union, the militarization of this society somehow never seemed to end. Not long after, in launching a conflict against Saddam Hussein’s Iraq, this country officially kicked ass in the Middle East and President George H.W. Bush assured Americans that, by going to war again, we had also kicked our “Vietnam Syndrome” once and for all. Little did we guess then that two deeply destructive and wasteful quagmire wars, entirely unnecessary for our national defense, awaited us in Afghanistan and Iraq in the century to come.

Never has a country squandered victory — and a genuinely global victory at that! — so completely as ours has over the last 30 years. And yet there are few in power who consider altering the fearful course we’re still on.

A significant culprit here is the military-industrial-congressional complex that President Dwight D. Eisenhower warned Americans about in his farewell address in 1961. But there’s more to it than that. The United States has, it seems, always reveled in violence, possibly as an antidote to being consumed by fear. Yet the intensity of both violence and fear seems to be soaring. Yes, our leaders clearly exaggerated the Soviet threat during the Cold War, but at least there was indeed a threat. Vladimir Putin’s Russia isn’t close to being in the same league, yet they’ve treated his war with Ukraine as if it were an attack on California or Texas. (That and the Pentagon budget may be the only things the two parties can mostly agree on.)

Recall that, after the collapse of the Soviet Union, Russia was in horrible shape, a toothless, clawless bear, suffering in its cage. Instead of trying to help, our leaders decided to mistreat it further. To shrink its cage by expanding NATO. To torment it through various forms of economic exploitation and financial appropriation. “Russia Is Finished” declared the cover article of the Atlantic Monthly in May 2001, and no one in America seemed faintly concerned. Mercy and compassion were in short supply as all seemed right with the “sole superpower” of Planet Earth.

Now the Russian Bear is back — more menacing than ever, we’re told. Marked as “finished” two decades ago, that country is supposedly on the march again, not just in its invasion of Ukraine but in President Vladimir Putin’s alleged quest for a new Russian empire. Instead of Peter the Great, we now have Putin the Great glowering at Europe — unless, that is, America stands firm and fights bravely to the last Ukrainian.

Add to that ever-fiercer warnings about a resurgent China that echo the racist “Yellow Peril” tropes of more than a century ago. Why, for example, must President Joe Biden speak of China as a competitor and threat rather than as a trade partner and potential ally? Even anti-communist zealot Richard Nixon went to China during his presidency and made nice with Chairman Mao, if only to complicate matters for the Soviet Union.

If imperial America were willing to share the world on roughly equal terms, Russia and China could be “near-peer” friends instead of, in the Pentagon phrase of the moment, “near-peer adversaries.” Perhaps they could even be allies of a kind, rather than rivals always on the cusp of what might potentially become a world-ending war. But the voices that seek access to our heads prefer to whisper sneakily of enemies rather than calmly of potential allies in creating a better planet.

And yet, guess what, whether anyone in Washington admits it or not: we’re already rather friendly with (as well as heavily dependent on) China. Here are just two recent examples from my own mundane life. I ordered a fan — it’s hot as I type these words in my decidedly unairconditioned office — from AAFES, a department store of sorts that serves members of the military, in service or retired, and their families. It came a few days later at an affordable price. As I put it together, I saw the label: “Made in China.” Thank you for the cooling breeze, Xi Jinping!

Then I decided to order a Henley shirt from Jockey, a name with a thoroughly American pedigree. You guessed it! That shirt was plainly marked “Made in China.” (Jockey, to its credit, does have a “Made in America” collection and I got two white cotton t-shirts from it.) You get my point: the American consumer would be lost without China, the present workhouse for the world.

You’d think a war, or even a new Cold War, with America’s number-one provider of stuff of every sort would be dumb, but no one is going to lose any bets by underestimating how dumb Americans can be. Otherwise, how can you explain Donald Trump? And not just his presidency either. What about his “Trump steaks,” “Trump university,” even “Trump vodka”? After all, who could be relied upon to know more about the quality of vodka than a man who refuses to drink it?

Learning from Charlie Brown

Returning to fears and psychiatric help, one of my favorite scenes is from “A Charlie Brown Christmas.” In that classic 1965 cartoon holiday special, Lucy ostensibly tries to help Charlie with his seasonal depression by labeling what ails him. The wannabe shrink goes through a short list of phobias until she lands on “pantophobia,” which she defines as “the fear of everything.” Charlie Brown shouts, “That’s it!”

Deep down, he knows perfectly well that he isn’t afraid of everything. What he doesn’t know, however, and what that cartoon is eager to show us, is how he can snap out of his mental funk. All that he needs is a little love, a little hands-on kindness from the other children.

America writ large today is, to my mind, a little like Charlie Brown — down in the dumps, bedraggled, having lost a clear sense of what life in our country should be all about. We need to come together and share a measure of compassion and love. Except our Lucys aren’t trying to lend a hand at the “psychiatric help” stand. They’re trying to persuade us that pantophobia, the fear of everything, is normal, even laudable. Their voices keep telling us to fear — and fear some more.

It’s not easy, America, to tune those voices out. My brother could tell you that. At times, he needed an asylum to escape them. What he needed most, though, was love or at least some good will and understanding from his fellow humans. What he didn’t need was more fear and neither do we. We — most of us anyway — still believe ourselves to be the “sane” ones. So why do we continue to tolerate leaders, institutions, and whole political parties intent on eroding our sanity and exploiting our fears in service of their own power and perks?

Remember that mental patient in The Big Red One, who picks up a gun and starts blasting people while crying that he’s “sane”? We’ll know we’re on the path to sanity when we finally master our fear, put down our guns, and stop eternally preparing to blast people at home and abroad.

Michael Klare, “The enduring tyranny of oil”

It may seem hard to believe, but only 15 years ago many of us were talking confidently about “peak oil” — the moment of maximum global oil output after which, with world reserves dwindling, its use would begin an irreversible decline. Then along came hydraulic fracturing, or fracking, and the very notion of peak oil largely vanished. Instead, some analysts began speaking of “peak oil demand” — a moment, not so far away, when electric vehicle (EV) ownership would be so widespread that the need for petroleum would largely disappear, even if there was still plenty of it to frack or drill. However, in 2020, EVs made up less than 1% of the global light-vehicle fleet and are only expected to reach 20% of the total by 2040. So peak-oil demand remains a distant mirage, leaving us deeply beholden to the tyranny of petroleum, with all its perilous consequences.

For some perspective on this, recall that, in those pre-fracking days at the start of the century, many experts were convinced that world petroleum output would hit a daily peak of perhaps 90 million barrels in 2010, dropping to 70 or 80 million barrels by the end of that decade. In other words, we would have little choice but to begin converting our transportation systems to electricity, pronto. That would have caused a lot of disruption at first, but by now we would be well on our way to a green-energy future, with far less carbon emissions and a slowing pace of global warming.

Now, compare those hopeful scenarios to the latest data from the U.S. Energy Information Administration (EIA). At the moment, world oil production is hovering at around 100 million barrels daily and is projected to reach 109 million barrels by 2030, 117 million by 2040, and a jaw-dropping 126 million by 2050. So much, in other words, for “peak oil” and a swift transition to green energy.

Why global oil consumption is expected to hit such heights remains a complex tale. Foremost among the key factors, however, has certainly been the introduction of fracking technology, permitting the exploitation of mammoth shale reserves once considered inaccessible. On the demand side, there was (and remains) a worldwide preference — spearheaded by American consumers — for large, gas-guzzling SUVs and pickup trucks. In the developing world, it’s accompanied by an ever-expanding market for diesel-powered trucks and buses. Then there’s the global growth in air travel, sharply increasing the demand for jet fuel. Add to that the relentless efforts by the oil industry itself to deny climate-change science and obstruct global efforts to curb fossil-fuel consumption.

The question now facing us is this: What are the consequences of such a worrisome equation for our future, beginning with the environment?

More Oil Use = More Carbon Emissions = Rising World Temperatures

We all know — at least, those of us who believe in science — that carbon-dioxide emissions are the leading source of the greenhouse gases (GHGs) responsible for global warming and the combustion of fossil fuels is responsible for the lion’s share of those CO2 emissions. Scientists have also warned us that, without a sharp and immediate decline in such combustion — aimed at keeping global warming from exceeding 1.5 degrees Celsius above the pre-industrial era — genuinely catastrophic consequences will ensue. Those will include the complete desertification of the American West (already experiencing the worst drought in 1,200 years) and the flooding of major coastal cities, including New York, Boston, Miami, and Los Angeles.

Now consider this: in 2020, oil accounted for more global energy consumption than any other source — approximately 30% — and the EIA projects that, on our present course, it will remain the world’s number-one source of energy, possibly until as late as 2050. Because it’s such a carbon-intensive fuel (though less so than coal), oil was responsible for 34% of global carbon emissions in 2020 and that share is projected to rise to 37% by 2040. At that point, oil combustion will be responsible for the release of 14.7 million metric tons of heat-trapping GHGs into the atmosphere, ensuring even higher average world temperatures.

With CO2 emissions from oil use continuing to rise, there’s zero chance of staying within that 1.5 degrees Celsius limit or of preventing the catastrophic warming of this planet, with all it portends. Think of it this way: the stunning heatwaves experienced so far this year from China to India, Europe to the Horn of Africa, and this country to Brazil are only a mild foretaste of our future.

Oil and the war in Ukraine

Nor are heat waves the only perilous consequence of our still growing reliance on petroleum. Because of its vital role in transportation, industry, and agriculture, oil has always possessed immense geopolitical significance. There have, in fact, been scores of wars and internal conflicts over its ownership — and the colossal revenues it generates. The roots of every recent conflict in the Middle East, for example, can be traced back to such disputes. Despite much speculation about how peak-oil-demand scenarios could theoretically end all that, petroleum continues to shape world political and military affairs in a critical fashion.

To appreciate its enduring influence, just consider the multiple connections between oil and the ongoing war in Ukraine.

To begin with, it’s unlikely that Vladimir Putin would have ever been in a position to order the invasion of another well-armed country if Russia weren’t one of the planet’s top oil producers. Following the implosion of the Soviet Union in 1991, what remained of the Red Army was in shambles, barely capable of crushing an ethnic insurgency in Chechnya. However, after becoming Russia’s president in 2000, Vladimir Putin imposed state control over much of the nation’s oil and gas industry and used the proceeds from energy exports to finance the rehabilitation and modernization of that military. According to the Energy Information Administration, revenue from oil and natural gas production provided, on average, 43% of the Russian government’s total annual revenue between 2011 and 2020. In other words, it allowed Putin’s forces to build up the vast stocks of the guns, tanks, and missiles that it’s been using so mercilessly in Ukraine.

No less important, after his military’s failure to take Kyiv, the Ukrainian capital, Putin would certainly have lacked the ability to continue the fight without the cash he receives every day from foreign oil sales. Although Russian petroleum exports have declined somewhat due to Western sanctions imposed after the war began, Moscow has been able to find clients in Asia — notably China and India — willing to buy up its excess crude oil once destined for Europe. Even if Russia is selling that oil at discounted prices, the undiscounted price has risen so sharply since the war began — with Brent crude, the industry standard, soaring from $80 a barrel in early February to $128 a barrel in March — that Russia is making more money now than when its invasion began. Indeed, economists at the Helsinki-based Center for Research on Energy and Clean Air have determined that, during the first 100 days of the war, Russia earned approximately $60 billion from its oil exports — more than enough to pay for its ongoing military operations in Ukraine.

To further punish Moscow, the 27 members of the European Union (EU) have agreed to ban all tanker-delivered Russian oil by the end of 2022 and cease its pipeline imports by the end of 2023 (a concession to Viktor Orbán of Hungary, which gets most of its crude oil via a Russian pipeline). This, in turn, would eliminate the monthly $23 billion that EU countries have been spending on those imports, but could, in the process, drive global prices higher yet, an obvious boon to Moscow. Unless China, India, and other non-Western buyers can be persuaded (or somehow compelled) to eliminate Russian imports, oil will continue to finance the war against Ukraine.

Oil, Ukraine, and the global inflationary tsunami

The connections between oil and the war in Ukraine don’t end there. In fact, the two have combined to produce a global crisis unlike any in recent history. Because humanity has become so thoroughly reliant on petroleum products, any significant rise in the price of oil ripples through the global economy, affecting nearly every aspect of industry and commerce. Naturally, transportation takes the biggest hit, with all forms of it — from daily commuting to airline travel — becoming ever more costly. And because we’re so thoroughly dependent on oil-powered machines to grow our crops, any increase in the price of oil also automatically translates into increased food costs — a devastating phenomenon now occurring worldwide, with dire consequences for poor and working people.

The price data tell it all: From 2015 to 2021, Brent crude averaged around $50 to $60 a barrel, helping to spur automobile purchases while keeping inflation rates low. Prices started rising a year ago, driven by growing geopolitical tensions, including sanctions on Iran and Venezuela, as well as internal unrest in Libya and Nigeria — all major oil producers. Nevertheless, the price of crude only reached $75 per barrel as 2021 ended. Once the Ukraine crisis kicked in early this year, however, the price shot up rapidly, reaching $100 per barrel on February 14th and finally stabilizing (if such a word can even be used under the circumstances) at the current rate of approximately $115. This huge price spike, a doubling of the 2015 to 2021 average, has substantially increased travel, food, and shipping costs, only compounding the supply-chain problems sparked by the Covid-19 pandemic and fueling an inflation tsunami.

An inflationary tide of this sort can only cause distress and hardship, particularly for less affluent populations across the planet, leading to widespread unrest and public protest. For many, such hardships have only been compounded by Russia’s blockade of Ukrainian grain exports, which has contributed significantly to rising food prices and increasing starvation in already troubled parts of the world. In Sri Lanka, for instance, anger over high food and fuel prices combined with disdain for the country’s inept governing elite sparked weeks of mass protests that culminated in the flight and resignation of that country’s president. Angry protests against high fuel and food prices have swept through other countries as well. Ecuador’s capital, Quito, was paralyzed for a week in late June by just such an upheaval, leaving at least three people dead and nearly 100 wounded.

In the United States, distress over rising food and fuel prices is widely seen as a major liability for President Joe Biden and the Democrats as the 2022 congressional elections approach. The Republicans clearly intend to exploit public anger over soaring inflation and gas prices in their campaigns. In response, Biden, who promised while running for president to make climate change a major White House priority, has recently been scouring the planet for additional sources of petroleum in a desperate drive to lower prices at the gas pump. At home, he released 180 million barrels of oil from the national strategic petroleum reserve, a vast underground reservoir created after the “oil shocks” of the 1970s to provide a cushion against a time like this, and lifted environmental regulations prohibiting the summer use of an ethanol-based blend known as E15, which contributes to smog during warmer months. Abroad, he’s sought to renew contacts with the previously pariah regime of Venezuela’s President Nicolás Maduro, once a major oil exporter to the United States. In March, two senior White House officials met with Maduro in what was widely viewed as an attempt to restore those exports.

In the most controversial expression of this drive, in July the president traveled to Saudi Arabia — the world’s leading oil exporter — to meet its de facto leader, Crown Prince Mohammed bin Salman. MBS, as he’s known, was viewed by many, including analysts at the Central Intelligence Agency (and Biden himself), as the person ultimately responsible for the October 2018 murder in Turkey of Jamal Khashoggi, a U.S.-based Saudi dissident and Washington Post columnist.

The president insisted that his principal motives for meeting MBS were to bolster regional defenses against Iran and counter Russian and Chinese influence in the Middle East. “This trip is about once again positioning America in this region for the future,” he told reporters in the Saudi city of Jeddah on July 15th. “We are not going to leave a vacuum in the Middle East for Russia or China to fill.”

But most independent analysts suggest that his primary objective was to secure a Saudi promise to substantially increase that country’s daily oil output — a move they only acceded to after Biden agreed to meet MBS, terminating his pariah status in Washington. According to press accounts, the Saudis did indeed agree to boost their rate of production, but also promised to delay announcing the increase for several weeks to avoid embarrassing Biden.

Ending the enduring tyranny of oil

It’s telling that the “climate” president was so willing to meet the Saudi leader to obtain the short-term political benefit of lower gas prices before American voters go to the polls this November. In truth, though, oil still plays a far deeper role in White House calculations. Although the United States no longer relies on Middle Eastern oil imports for a large share of its own energy needs, many of its allies — as well as China — do. In other words, from a geopolitical perspective, control of the Middle East remains no less important than it did in 1990 when President George H.W. Bush launched Operation Desert Storm, this country’s first Persian Gulf war, or in 2003, when his son, President George W. Bush, invaded Iraq.

Indeed, the government’s own projections suggest that, if anything, by 2050 (yes, that distant year again!), Middle Eastern members of the Organization of Petroleum Exporting Countries, or OPEC, could actually command a larger share of global crude oil production than they do now. This helps explain Biden’s comments about not leaving a vacuum in the Middle East “for Russia or China to fill.” The same line of reasoning is bound to shape U.S. policy towards other oil-producing areas, including in West Africa, Latin America, and the offshore regions of Asia.

It doesn’t take much imagination to suggest, then, that oil is likely to play a crucial role in American foreign and domestic policies for years to come, despite the hopes of so many of us that declining petroleum demand would foster a green-energy transition. No doubt Joe Biden had every intention of moving us in that direction when he assumed office, but it’s clear that — thank you, Joe Manchin! — he’s been overpowered by the tyranny of oil. Worse yet, those who do the bidding of the fossil-fuel industry, including virtually every Republican in Congress, are determined to perpetuate that tyranny at whatever cost to the planet and its inhabitants.

Overcoming such a global phalanx of oil-industry defenders will require far more political muscle than the environmental camp has yet been able to muster. To save the planet from an all-too-literal hell on earth and protect the lives of billions of its inhabitants — including every child alive today or to be born in the years to come — petroleum tyranny must be resisted with the same ferocity that anti-abortion forces have employed in their campaign to protect (or so they claim) unborn fetuses. We must, like them, work tirelessly to elect like-minded politicians and advance our legislative agenda. Only by fighting to reduce carbon emissions today can we be sure that our children and grandchildren will live in an unscorched, habitable planet.

William deBuys, “New Mexico’s megafires mark a turning point”

Firefighters don’t normally allude to early English epics, but in a briefing on the massive Hermits Peak/Calf Canyon Fire in northern New Mexico, a top field chief said, “It’s like Beowulf: it’s not the thing you fear, it is the mother of the thing you fear.” He meant that the flames you face may be terrifying, but scarier yet are the conditions that spawned them, perhaps enabling new flames to erupt behind you with no escape possible. The lesson is a good one and can be taken further. If tinder-dry forests and high winds are the mother of the thing we fear, then climate change is the grandmother.

The Hermits Peak/Calf Canyon Fire blazed across 534 square miles of the Sangre de Cristo Mountains, the southernmost extension of the Rockies. Although the fire was the largest in New Mexico’s history, it had competition even as it burned. This spring, the Black Fire, a megafire of nearly equal size, devoured forests in the southern part of the state. The combined area of the two fires is roughly equal to that of Rhode Island, the American standard for landscape disasters on a colossal scale.

Records amassed by the Forest Service indicate that, at the fire’s peak, 27,562 people were evacuated from their homes. Four hundred and thirty-three of those homes were destroyed and more damaged, while an even greater number of barns, garages, sheds, and other outbuildings were also lost. The unquantified property damage, including destroyed power lines, water systems, and other infrastructure, will surely exceed the nearly billion dollars in damages arising from the Cerro Grande fire of 2000, which torched more than 200 residential structures in the city of Los Alamos. Meanwhile, the heartbreak resulting not just from destroyed homes but lost landscapes — arenas of work, play, and spiritual renewal, home in the broadest sense — is immeasurable.

The Hermits Peak fire began April 6th with the escape of a prescribed fire ignited by the U.S. Forest Service in the mountains immediately west of Las Vegas, New Mexico. A few days later and not far away, a second, “sleeper” fire, which the Forest Service had originally ignited in January to burn waste wood from a forest-thinning operation, sprang back to life. It had smoldered undetected through successive snowfalls and the coldest weather of the year. This was the Calf Canyon fire. Driven by unprecedented winds, the two fires soon merged into a single cauldron of flame, which stormed through settled valleys and wild forests alike, sometimes consuming 30,000 acres a day.

The blaze marks a turning point in the lives of all who experienced the fire. It also marks a transformative change in the ecological character of the region and in the turbulent history of the alternately inept and valiant federal agency that both started and fought it.

The turning of a climate tide

Two and a half decades ago, a long-running wet spell came to an end in the Southwest. Reservoirs were full, rivers were meeting water needs, and skiers and irrigators alike gazed with satisfaction on deep mountain snowpacks. The region’s forests were stable, if overgrown.

Then came a dry winter and, on April 26, 1996, an unextinguished campfire in New Mexico’s Jemez Mountains flared into a major conflagration that came to be known as the Dome Fire. I vividly remember the startling whiteness of its mushroom-shaped smoke plume surging into the sky, a sight all the more unnerving because the fire was burning within rifle shot of Los Alamos National Lab, the birthplace of the atomic bomb.

It engulfed much of Bandelier National Monument and stunned observers in two ways. The first surprise was that it erupted so early in the year, before fire season should properly have begun. The second was that it grew to what was then considered immense size: 16,516 acres. How times have changed.

The outbreak of the Hermits Peak and Calf Canyon fires, weeks earlier than the Dome, shows yet again that fire season is much longer than it used to be. The size of the burned area speaks for itself. A day when the combined fire consumed only as much land as the Dome did in its entirety sometimes felt like a good day.

Meanwhile, the news on water here in the Southwest is hardly less worrisome. Arizona’s Lake Mead, the nation’s largest reservoir, was full in 2000. Today, it’s at 27% of capacity, as is its younger and slightly smaller sibling, Lake Powell, which is also on the Colorado River. Plummeting water levels jeopardize the capacity of both lakes to produce hydroelectricity, which bodes ill for the region’s electrical grid.

On the Rio Grande in New Mexico, Elephant Butte reservoir, the state’s largest, is down to 10% of capacity and New Mexico’s inability to meet its water delivery obligations to Texas reveals the absurdity of interstate water compacts based on outdated assumptions about streamflow.

Then came the Hermits Peak and Calf Canyon fires, both sparked by Forest Service land treatments intended, ironically enough, to reduce the risk of rampant wildfire. Both projects were executed in accordance with the existing management rulebook, but the rules are rooted in a past more stable than the bone-dry, wind-fickle, and imperious present.

Chief Forester Randy Moore, who ordered a review of all actions relating to the prescribed fire that exploded into the Hermits Peak disaster, captured the essence of his agency’s failure this way: “Climate change is leading to conditions on the ground we have never encountered… Fires are outpacing our models, and… we need to better understand how megadrought and climate change are affecting our actions.”

To say that macro conditions have rendered the Forest Service’s procedures obsolete should not obscure the issue of human fallibility. The chief’s review uncovered a host of minor bungles (80 pages worth, in fact) that cumulatively unleashed the catastrophe. The bottom line: setting prescriptive fires is inherently dangerous, and the extremes of heat, dryness, and wind brought on by climate change leave only a razor-thin margin for error.

Being behind the curve of change this time around has been a replay of the agency’s formerly nearsighted view of fire itself. The Forest Service was born in fire. It was a young, struggling agency until the heroics of fighting the “Big Blowup” of 1910 in the northern Rockies established its identity in the national consciousness. PR campaigns exploiting the anti-fire icon of Smokey Bear helped complete its branding.

The agency’s fierce stance against fire in all forms crystallized its identity and mission, while also blinding it to important ecological realities. Many forest systems require periodic doses of “light fire” that burns along the ground consuming underbrush, seedlings, and saplings. In its absence, the forest becomes overcrowded, choked with fuel, and vulnerable to a potentially disastrous “crown fire” that storms through the treetops, killing the entire stand. The ponderosa and “mixed conifer” forests that dominated a large part of the area consumed by the Hermits Peak/Calf Canyon Fire were overstocked in exactly that way. The Forest Service rightly deserves criticism for more than a century of all-out fire suppression, which led to unnaturally dense, fuel-heavy forests.

But that’s just one part of the story. Climate change is writing the rest.

The fire service

The Southwest is now in the midst of its second-worst drought in the last 1,200 years. Less publicized is the news that, were it not for greenhouse-gas pollution, the current dry spell would be rather ordinary. Nor is the forecast encouraging: given the warming of the regional climate, by perhaps 2050, coniferous forests in the Southwest — the majestic stands of ponderosa pine, Douglas fir, Englemann spruce, and subalpine fir that clothe the region’s blue mountains — will be, if not extinct, then rare indeed.

Fire, insects, drought, and outright heat, all driven by rising temperatures, will deliver a flurry of blows to doom the forests. However, it is (if, under the circumstances, I can even use the term) cold comfort to realize that, along the way, the ecological impact of the Forest Service’s misconceived ideology of all-out fire suppression will be — and already is being — erased by the implacable dynamics of a changing climate.

Having recognized its error on fire and having also been weaned by endless litigation from its post-World War II subservience to the timber industry, the Forest Service has attempted to recast itself as the nation’s premier steward of our wild lands. The Hermits Peak/Calf Canyon Fire, unleashed by the Forest Service itself, appears to have brought that process of reinvention to an inglorious conclusion.

But all is not lost, for the Forest Service is actually two agencies, and only one of them has failed. The portion of the Forest Service committed to day-to-day custodianship of the national forest system may be underfunded, uninspired, and (despite many outstanding individuals in its workforce) poorly led, but its fire-fighting sibling is thriving. Some people call this portion of the agency the Fire Service.

In an era of global warming, fire-fighting is a growth industry and the Fire Service has managed to outfit itself accordingly. It sports the organizational coherence and high morale of a crack military outfit, while possessing equipment and funding to match its mission. Its infantry consists of fire crews recruited across the West that rotate in and out of action like combat troops.

The “armor” of the Fire Service consists of bulldozers, pumper trucks, masticators (that grind trees to pulp), feller-bunchers (that cut and stack trees), and other heavy equipment that clear fire lines scores of miles long. For air support, it commands not just spotter planes, slurry bombers (which douse fires with retardant), and bucket-wielding helicopters, but drones and state-of-the-art “Super Scoopers” that can skim the surface of a lake to fill their capacious cargo tanks with thousands of gallons of water. Then they head for the burning edge of the fire and, assisted by infrared guidance systems, drop their loads where the heat is fiercest.

Like any modern military unit, the Fire Service also uses satellite imagery, advanced communications, and specialists in logistics and intelligence (who predict fire behavior). Against the Hermits Peak/Calf Canyon Fire, it deployed more than 3,000 personnel around a 648-mile fire periphery. For a time, the nation’s entire fleet of eight Super Scoopers was based at the Santa Fe airport.

You don’t need a weatherman

The trouble with low-altitude air support is that bad weather can keep planes, choppers, and even drones on the ground. In fire-fighting parlance, it’s a “red-flag day” when the weather service issues a red-flag warning (RFW) signaling that winds are strong enough to produce explosive fire behavior. Such a warning also leaves the Fire Service’s air fleet grounded.

In April and May, in the area of our recent fires, more than half the days — 32, to be exact — warranted red flags, a record since such warnings were first counted in 2006. That included nine straight days of RFWs — April 9th to 17th — when the fire-fighting air force was largely grounded and the flames raged.

I remember those blustery days. I live in a village on the west side of the Sangre de Cristo mountains. The fire was on the east side. Most afternoons, I climbed a ridge to watch its immense smoke plumes boil into the sky. A fire volatilizes the water in the trees and other vegetation it combusts, dry though they may be. The vapor ascends the smoke column, crystallizing to ice as it reaches the frosty altitudes where jetliners fly. There, it condenses into blinding white cottony clouds that dwarf the mountains below them. A terrible sight to behold, those pyrocumulus clouds embody the energy released when our oxygen planet flaunts its power.

Wind may be the most neglected subject in the science of climate change. Nevertheless, it appears that the strength and distribution of wind phenomena may be changing. For example, derechos — massive, dust-filled weather fronts of violent wind — are now materializing in places where they were once little known. In their vehemence and duration, the gales that drove the Hermits Peak/Calf Canyon Fire seem to have been no less unusual.

Making people whole

In multiethnic New Mexico, history and culture color every calamity. The vast majority of the people evacuated from the path of the Hermits Peak/Calf Canyon Fire were Hispanic, most of them descendants of families that settled the region prior to its conquest by the United States in the war against Mexico of 1846 to 1848.

The Forest Service arrived relatively late on the scene as the colonizing arm of an Anglo-Protestant government centered 2,000 miles away. It assumed control of mountain expanses that had previously functioned as a de facto commons vital to local farmers and ranchers. Some of the commons were de jure as well, consisting of Spanish and Mexican land grants that were spirited away from their rightful heirs by unscrupulous land speculators, most of them Anglo.

The Forest Service may not have wrenched those lands from the people who owned them, but because many such lands were later incorporated into national forests, the agency inherited the animosity that such dispossession engendered. Restrictions the Forest Service subsequently imposed on grazing, logging, and other uses of the land only added to those bad feelings.

The Hermits Peak/Calf Canyon catastrophe has understandably rekindled old resentments. Many of those who lost their homes or other property lacked insurance. (A typical house had been in the family for generations, was never mortgaged, and relied on wood stoves for heat.) Compensation, if it materializes, will have to come from Congress or, failing that, a class-action lawsuit which would grind on for years.

So far, the federal government has provided funding for emergency supplies, shelters, and public safety, but nothing to reimburse individuals for lost property. The four Democrats in New Mexico’s congressional delegation — a fifth member is Republican — have jointly introduced legislation to help the fire’s victims, but its prospects are, at best, unclear and expectations are low since, to state the obvious, the willingness of the Senate to conduct the people’s business is ever more in doubt.

Given that this country has so far done little to protect its citizens from the dangers of climate change, the damage and suffering in northern New Mexico will now show whether it is willing to take the next step and care for the victims of that growing nightmare.

If the thunder don’t getcha…

We prayed for rain to stop the fire and ease the record-breaking dryness. When the rain finally came, it filled us with dread as much as gratitude. Severe burns produce “hydrophobic” soils, which absorb a downpour no better than a parking lot. The resulting floods can be orders of magnitude greater than normal runoff. In addition, sometimes the detritus of the fire — downed trees, mud, ash, and unmoored boulders — mixes into a “debris flow,” a sort of gooey, fast-moving landslide.

Thousands of people living below the fire’s charred slopes now worry for their safety. Already, following a recent cloudburst, the village of Rociada (which means “dew-laden”) was inundated by a flow of hail and ash two feet deep. Like their neighbors throughout the burned area, its residents are likely to be living behind sandbags for years. Many others beyond the fire’s periphery, including the 13,000 residents of Las Vegas, New Mexico, depend on water drawn from valleys now choked with ash. The taste of the fire, both literally and metaphorically, will be with us indefinitely.

And thanks to climate change, there will be plenty more fire. Our dawning new age, shaped by human-wrought conditions, has been called the Anthropocene, but historian Steve Pyne offers yet another name: the Pyrocene, the epoch of fire. This year, it was New Mexico’s turn to burn. Last year, an entire Greek island combusted, along with swaths of Italy, Turkey and large chunks of the Pacific Northwest and California. Fires in Siberia, meanwhile, consumed more forest than all the other areas combined. When it comes to ever more powerful fires, we New Mexicans are hardly alone.

On my side of the mountains, the county sheriff ordered us to prepare to evacuate. Fortunately, the flames halted a few miles away. We never had to leave. But packing our “go” bags and securing our houses now seems to have been a useful dress rehearsal. The drought and winds will be back. A bolt of lightning, a fool with a cigarette, a downed power line, or… goodness knows… the ham-fisted Forest Service will eventually provide the necessary spark, and then our oxygen planet, warmer and drier than ever, will strut its stuff again.

My neighbors and I know that this time we were lucky. We also know our luck can’t last forever. We may have dodged a bullet, but climate change has unlimited ammo.

Don’t be fooled: Biden’s trip was no boon to the Arab people

President Joe Biden often notes that he has 40 years of experience in dealing with global affairs, but he and Washington seem to be poor learners.

The four days he just spent in the Middle East confirm that his own views and U.S. policies there remain confused, contradictory, and often counter-productive — though very profitable for Israel, Arab autocrats and their cronies, and American arms manufacturers.

The amateurish nature of Biden’s trip was best encapsulated by the media attention focusing on whether he shook hands or bumped fists with Saudi Arabian Crown Prince Mohammad Bin Salman, whom the CIA said was responsible for the murder of Washington Post journalist Jamal Khashoggi, a Saudi dissident.

Biden had no issues of substance to discuss with Israeli and Arab leaders that could possibly break new ground because of the many limiting factors that have been built into U.S.-Mideast policies for half a century. Even Biden’s easy request for greater Arab oil output to ease inflation in the West got nowhere because OPEC+ producers have very limited extra capacity to export oil right now, and most Arab leaders have been hesitant to line up with the U.S. against Russia when they are exploring closer ties with Russia themselves.

Biden’s overall agenda for this trip never had a chance, frankly, because of the five policy constraints that have shaped the violent modern legacy of American involvement in the region:

— supporting Israel over Palestinian and Arab rights, both in the region and for gains in domestic U.S. politics;

— using military power to try to achieve political goals;

— seeing Arab energy and cash surpluses as the main focus of U.S. engagement;

— promoting strategic links with Arab states mainly to contain undesirable powers in the region, and,

— totally ignoring the conditions and rights of the hundreds of millions of Arab, Iranian, and Turkish men and women in this predominantly Muslim region, while cementing links with handfuls of autocratic leaders who engage the U.S. on the basis of the first four principles above.

The Biden trip deepened these legacies, offering glib throwaway comments that purported to express Washington’s commitment to peace, security, democracy, and prosperity for all the people of the region. But does anyone take that commitment seriously today — particularly after decades of hearing Washington speak of rights and values while implementing policies that helped send the Arab region and most of its people into cycles of economic stagnation and regression (except for about 20 percent of the region’s citizens who are wealthy)? Most feel they remain as unofficial colonial subjects ruled by compliant satraps who see American and Israeli interests as superior to their own.

Ordinary Arab men and women recognize that American interventions in the Middle East have mostly promoted dynamics that ravage their lives: non-stop wars, extremism, authoritarian rule, runaway corruption, massive neglect of international law, fragmenting states, and, most recently, mass povertyimpacting a majority of people in Arab states today. UN other analyses in recent years show that multidimensional poverty and family vulnerability impact some 67 percent of Arabs, and conditions have worsened further due to Covid, the Ukraine war, and climate change. Arab Center regional surveys show that over 70 percent of families either cannot meet their basic monthly needs or can just meet needs with no income left for savings.

Most Arab economies are deeply indebted and unable to generate balanced productive economies (beyond the few energy producers). Several countries like Lebanon, Iraq, Jordan, Syria, and Yemen are running out of water, and sometimes even electricity. Most governments appear to have forfeited their sovereignty to some extent because they can only make major decisions on buying arms or importing electricity and water after they get the green light from a foreign-power patron (the main ones being the U.S., Russia, and Iran, but also Turkey, Israel, and even Saudi Arabia.

This is why the majority of ordinary Arabs, were they allowed to express themselves freely, would cringe at Biden’s declaration to the Arab leaders’ summit in Jeddah Saturday that, “The United States is not going anywhere. We will not walk away to leave a vacuum to be filled by China, Russia or Iran. We will seek to build on this moment with active, principled American leadership.”

Say what? But Iran, Russia, and China keep expanding their relations with Arab and other Mideast parties, while the U.S. has tried to contain them. Some of those Arab leaders in Jeddah last weekend are even conducting their own bilateral talks to lower tensions with Iran, or even depend heavily on open or illicit trade with Iran.

Biden’s attempt to muster Arab and Israeli support to contain powers like Iran, Russia, and China is the latest twist in an established American pattern of trying to coordinate with local countries to push back perceived enemies of the U.S. or its Mideast allies. Such enemies have included the Soviet Union, the Muslim Brotherhood, Nasserism, Baathist Iraq and Syria, Palestinian guerrilla movements, Hamas, Hezbollah, ISIS, and — today’s flavor of the decade — Iran, Russia and China.

Why do Russia, Iran, and China keep expanding their relations in Arab lands? Any honest analysis would show it is the impact of American policies that have turned a blind eye or directly promoted the structural threats in the Arab region: greater Arab corruption and state incompetence, popular anger and often desperation, and a sense of hopelessness among hundreds of millions of people that causes many of them to want to emigrate. This opens the doors to any party that preaches to remedy their ailments.

American presidents have never grasped that it is impossible to get very far in trying to promote Israeli relations with Arab states, or serious Arab-Israeli-American coalitions to confront a third party, as long as Washington passively watches Israel continue its colonial annexation of occupied Palestinian lands and keeps offering cash and technology to maintain Israel’s military superiority in the region.

While many Arab leaders desperately seek U.S. and Israeli support to survive, the majority of Arab citizens still see Israel and the U.S. as their main security threats, 89 percent and 81 percent respectively. Another recent poll shows that the majority of Arabs surveyed in UAE, Saudi Arabia, and Bahrain now view normalizing relations under the Abraham Accords unfavorably.

So many in the Middle East worry when Biden says, as he did this weekend, “Let me state clearly that the United States is going to remain an active and engaged partner in the Middle East.” Many worry because active engagement and non-stop militarism by the U.S. have been a main contributor to turning the Arab region into a wreck.

Liz Theoharis, “Controlling bodies and subverting democracy”

When I was the age that my daughter is now, my favorite sweatshirt had the words “Choice, Choice, Choice, Choice” in rainbow letters across its front. My mom got me that sweatshirt at a 1989 rally in response to Webster v. Reproductive Health Services. In that case, the Supreme Court upheld a Missouri law restricting the use of state funds and facilities for abortion, an early attempt to eat away at Roe v. Wade. And though many adults in the Wisconsin neighborhood where I grew up thought that message inappropriate for a 13 year old, I wore it proudly. Even then, I understood that it spoke not just to a person’s right to an abortion, but also to the respect and dignity that should be afforded every human being.

Since then, it has become increasingly clear that our society does not confer rights and dignity on we the people — as seen in the slashing of school food programs, the denial of Medicaid expansion in states that need it most, attacks on Black, Brown, and Native bodies by the police and border patrol, as well as the Supreme Court’s recent decisions to put fossil-fuel companies ahead of the rest of us, guns above kids, and deny sovereignty to indigenous people and tribes, while failing to protect our voting rights and ending the constitutional right to abortion.

For millions of us, the Dobbs v. Jackson decision on abortion means that life in America has just grown distinctly more dangerous. The seismic aftershocks of that ruling are already being felt across the country: 22 states have laws or constitutional amendments on the books now poised to severely limit access to abortion or ban it outright. Even before the Supremes issued their decision, states with more restrictive abortion laws had higher maternal-mortality and infant-mortality rates. Now, experts are predicting at least a 21% increase in pregnancy-related deaths across the country.

As is always the case with public-health crises in America — the only industrialized country without some form of universal healthcare — it’s the poor who will suffer the most. Survey data shows that nearly 50% of women who seek abortions live under the federal poverty line, while many more hover precariously above it. In states that limit or ban abortion, poor women and others will now face an immediate threat of heightened health complications, as well as the long-term damage associated with abortion restrictions.

Indeed, data collected by economists in the decades after Roe v. Wade indicates that the greater the limits on abortion, the more poverty for parents and the less education for their children. Worse yet, the 13 states that had trigger laws designed to outlaw abortion in the event of a Roe reversal were already among the poorest in the country. Now, poor people in poor states will be on the punishing spear tip of our post-Roe world.

While the Supreme Court’s grim decision means more pain and hardship for women, transgender, and gender non-confirming people, it signals even more: the validation of a half-century-old strategy by Christian nationalists to remake the very fabric of this nation. For the businessmen, pastors, and politicians who laid the foundations for the Dobbs ruling, this was never just about abortion.

The multi-decade campaign to reverse Roe v. Wade has always been about building a political movement to seize and wield political power. For decades, it’s championed a vision of “family values” grounded in the nuclear family and a version of community life meant to tightly control sex and sexuality, while sanctioning attacks on women and LGBTQIA people. Thanks to its militant and disciplined fight to bring down Roe, this Christian nationalist movement has positioned itself to advance a full-spectrum extremist agenda that is not only patriarchal and sexist, but racist, anti-poor, and anti-democratic. Consider the Dobbs decision the crown jewel in a power-building strategy years in the making. Consider it as well the coronation of a movement ready to flex its power in ever larger, more violent, and more audacious ways.

In that context, bear in mind that, in his concurring opinion, Justice Clarence Thomas suggested that the Dobbs decision gives the Supreme Court legal precedent to strike down other previously settled landmark civil rights jurisprudence, including Griswold v. Connecticut (access to contraception), Lawrence v. Texas (protection of same-sex relationships), and Obergefell v. Hodges (protection of same-sex marriage). Whether or not these fundamental protections ultimately fall, the Supreme Court majority’s justification for Dobbs certainly raises the possibility that any due-process rights not guaranteed by and included in the Constitution before the passage of the 14th Amendment in 1868 could be called into question.

The Christian nationalist movement long ago identified control of the Supreme Court as decisive for its agenda of rolling back all the twentieth-century progressive reforms from the New Deal of the 1930s through the Great Society of the 1960s. Less than a week after the Dobbs decision, in fact, that court overturned Massachusetts v. EPA, the 2007 ruling that set a precedent when it came to the government’s ability to regulate greenhouse gas emissions by polluting industries. May Boeve, head of the environmental group 350.org, put it this way:

Overturning Roe v. Wade means the Supreme Court isn’t just coming for abortion — they’re coming for the right to privacy and other legal precedents that Roe rests on, even the United States government’s ability to tackle the climate crisis.

To fully grasp the meaning of this moment, it’s important to recognize just how inextricably the assault on abortion is connected to a larger urge: to assault democracy itself, including the rights of citizens to vote and to have decent healthcare and housing, a public-school education, living wages, and a clean environment. And it’s no less important to grasp just how a movement of Christian nationalists used the issue of abortion to begin rolling back the hard-won gains of the Second Reconstruction era of the 1950s and 1960s and achieve political power that found its clearest and most extreme expression in the Trump years and has no interest in turning back now.

Abortion and the architecture of a movement

Throughout American history, a current of anti-abortion sentiment, especially on religious grounds, has been apparent. Some traditional Roman Catholics, for instance, long resisted the advance of abortion rights, including a church-led dissent during the Great Depression, when economic disaster doubled the number of abortions (then still illegal in every state). Some rank-and-file evangelicals were also against it in the pre-Roe years, their opposition baked into a theological and moral understanding of life and death that ran deeper than politics.

Before all this, however, abortion was legal in this country. As a scholar of the subject has explained, in the 1800s, “Protestant clergy were notably resistant to denouncing abortion — they feared losing congregants if they came out against the common practice.” In fact, the Victorian-era campaign to make abortion illegal was driven as much by physicians and the American Medical Association, then intent on exerting its professional power over midwives (mainly women who regularly and safely carried out abortions), as by the Catholic Church.

Moreover, even in the middle decades of the twentieth century, anti-abortionism was not a consensus position in evangelical Protestantism. For example, the Southern Baptist Convention, evangelicalism’s most significant denomination, took moderate positions on abortion in the 1950s and 1960s, while leading Baptist pastors and theologians rarely preached or wrote on the issue. In fact, a 1970 poll by the Baptist Sunday School Board found that “70% of Southern Baptist pastors supported abortion to protect the mental or physical health of the mother, 64% supported abortion in cases of fetal deformity, and 71% in cases of rape.”

So what changed for those who became the power-brokers of a more extremist America? For one thing, the fight for the right to abortion in the years leading up to Roe was deeply intertwined with an upsurge of progressive gender, racial, and class politics. At the time, the Black freedom struggle was breaking the iron grip of Jim Crow in the South, as well as segregation and discrimination across the country; new movements of women and LGBTQ people were fighting for expanded legal protection, while challenging the bounds of repressive gender and sexual norms; the increasingly unpopular war in Vietnam had catalyzed a robust antiwar movement; organized labor retained a tenuous but important seat at the economic bargaining table; and new movements of the poor were forcing Washington to turn once again to the issues of poverty and economic inequality.

For a group of reactionary clergy and well-funded right-wing political activists, the essence of what it was to be American seemed under attack. Well-known figures like Phyllis Schlafly and Paul Weyrich, who would found the Moral Majority (alongside Jerry Falwell, Sr.), began decrying the supposed rising threat of communism and the dissolution of American capitalism, as well as what they saw as the rupture of the nuclear family and of white Christian community life through forced desegregation. (Note that Jerry Falwell didn’t preach his first anti-abortion sermon until six years after the Roe decision.)

Such leaders would form the core of what came to be called the “New Right.” They began working closely with influential Christian pastors and the apostles of neoliberal economics to build a new political movement that could “take back the country.” Katherine Stewart, author of The Power Worshippers: Inside the Dangerous Rise of Religious Nationalism, often cites this Paul Weyrich quote about the movement’s goals:

We are radicals who want to change the existing power structure. We are not conservatives in the sense that conservative means accepting the status quo. We want change — we are the forces of change.

Indeed, what united these reactionaries above all else was their opposition to desegregation. Later, they would conveniently change their origin story from overt racism to a more palatable anti-abortion, anti-choice struggle. As historian Randall Balmer put it:

Opposition to abortion, therefore, was a godsend for leaders of the Religious Right because it allowed them to distract attention from the real genesis of their movement: defense of racial segregation in evangelical institutions.

Many of the movement’s leaders first converged around their fear that segregated Christian schools would be stripped of public vouchers. As Balmer points out, however, they soon recognized that championing racial segregation was not a winning strategy when it came to building a movement with a mass base. So they looked elsewhere. What they discovered was that, in the wake of the Roe decision, a dislike of legalized abortion had unsettled some Protestant and Catholic evangelicals. In other words, these operatives didn’t actually manufacture a growing evangelical hostility to abortion, but they did harness and encourage it as a political vehicle for radical change.

Looking back in the wake of the recent Dobbs decision obliterating Roe v. Wade, Katherine Stewart put it this way:

Abortion turned out to be the critical unifying issue for two fundamentally political reasons. First, it brought together conservative Catholics who supplied much of the intellectual leadership of the movement with conservative Protestants and evangelicals. Second, by tying abortion to the perceived social ills of the age — the sexual revolution, the civil rights movement, and women’s liberation — the issue became a focal point for the anxieties about social change welling up from the base.

What this movement and its allies also discovered was that they could build and exert tremendous power through a long-term political strategy that initially focused on Southern elections and then their ability to take over the courts, including most recently the Supreme Court. Abortion became just one potent weapon in an arsenal whose impact we’re feeling in a devastating fashion today.

A fusion movement from below?

As Reverend William Barber, co-chair of the Poor People’s Campaign, has pointed out, check out a map of the states in this country that have banned abortion and you’ll find that you’re dealing with the same legislators and courts denying voting rights, refusing to raise municipal minimum wages, and failing to protect immigrants, LGBTQIA people, and the planet itself. As the Economic Policy Institute described the situation after Supreme Court justice Samuel Alito’s leaked draft opinion on abortion hit the news in May:

It is no coincidence that the states that will ban abortion first are also largely the states with the lowest minimum wages, states less likely to have expanded Medicaid, states more likely to be anti-union ‘Right-to-Work’ states, and states with higher-than-average incarceration rates… Environments in which abortion is legal and accessible have lower rates of teen first births and marriages. Abortion legalization has also been associated with reduced maternal mortality for Black women. The ability to delay having a child has been found to translate to significantly increased wages and labor earnings, especially among Black women, as well as increased likelihood of educational attainment.

Indeed, the right to abortion should be considered a bellwether issue when judging the health of American democracy, one that guarantees equal protection under the law for everyone. Fortunately, the most recent Supreme Court rulings, including Dobbs, are being met with growing resistance and organizing. Just weeks ago, thousands upon thousands of us came together on Pennsylvania Avenue for a Mass Poor People and Low Wage Worker’s Assembly and Moral March on Washington and to the Polls. On the very day of the Dobbs decision and ever since, protests against that ruling, including acts of nonviolent civil disobedience, have been growing.

In a similar fashion, striking numbers of us have begun mobilizing against gun violence and the climate crisis. At this moment as well, we seem to be witnessing the rise of a new labor movement with workers already organizing at Starbucks, Dollar General stores, and Walmart, among other places. The Christian nationalist movement relies on a divide-and-conquer strategy and single-issue organizing. A pro-democracy and justice movement must resist that approach.

As a Christian theologian and pastor myself, I’ve been deeply disturbed by the growth of the Christian nationalist movement. We would do well, however, to heed their focus and fury. Its leaders were very clear about how necessary it was, if they were ever to gain real power in this country, to build a national political movement. In response, the 140 million poor and low-wealth Americans, pro-choice and pro-earth activists, and those of us concerned about the future of our democracy must do the same, building a moral movement from below. And such a movement must not be afraid of power, but ready to fight for it. Only then can we truly begin to reconstruct this country from the bottom up.

Well before the House select committee’s January 6th investigation began, trust in the classic American system of checks and balances as reliable protection against executive (or, more recently, Supreme Court) abuses of power had already fallen into a state of disgrace. A domestically shackled Biden presidency, a Congress unable to act, and a Supreme Court that seems ever more like an autocratic governing body has left American “democracy” looking grim indeed.

Now, those hearings are offering the country (and the Justice Department) what could be a last chance to begin restoring the kind of governance that once underlay a functioning democracy. There is, however, a deeply worrisome trend lurking just under this moment’s attempt to garner accountability — namely, the way loyalty to institutional Washington (even outside the law) perpetuates a flight from accountability that’s become a crucial part of American political life.

So far, the January 6th hearings have inspired a cascade of takeaways. With each televised session, new evidence about the acts of Donald Trump and crew have come to light, among them that the former president was all too tight with the far right and that he knew the crowd approaching the Capitol on January 6, 2021, was armed and dangerous. So, too, those watching have learned about witness tampering and also the lengths White House lawyers and others went to in trying to restrain the former president’s engagement with the January 6th rioters. Overall, many Americans (though not so many Republicans) have learned that January 6th was part of a far larger Trumpian effort to negate the results of the 2020 presidential election, no matter the facts or the law.

Beyond chronicling what happened and assigning blame, something else in those hearings is worth noting: namely, they are exposing the ever-growing contradiction between Washington institutionalists, whose first loyalty is to the agencies and departments they served or are serving, and the supposed purpose or mission of those very institutions. And all of this will take the U.S. even further from the democracy it still claims to be, if those who have served in them and in the White House can’t be held accountable for their abuses of power and violations of law.

Over the cliff of false institutionalism

For a long time now, the mechanisms of our democratic system of government meant to ensure accountability have been at the edge of collapse, if not obliteration. Who could forget how — something I’ve written about over the years at TomDispatch — the government officials who, in the wake of the 9/11 attacks, led us into the Global War on Terror found myriad ways to evade or defang the checks and balances of the courts and Congress? In the process, they managed to escape all accountability for their crimes. To offer a striking example: the top officials in the administration of President George W. Bush lied about Iraqi autocrat Saddam Hussein having weapons of mass destruction, which was their main excuse for their assault on his country in 2003.

According to the invaluable Costs of War Project, a year and a half after invading Afghanistan in 2001, the top officials of the Bush administration took this country into a war in Iraq that would cost the lives of more than 4,500 American service members and nearly as many U.S. military contractors. Almost 200 journalists and aid workers would also die in that conflict, not to mention hundreds of thousands of Iraqis.

The Costs of War Project estimates that the overall war on terror those officials launched will, in the end, have a price tag of nearly eight trillion dollars. Add to that the impossible-to-calculate costs of their acts to the rule of law, since they dismantled individual liberties and made a mockery of human rights. After all, the top officials of that administration oversaw the secret rewriting of the law to make torture at CIA “black sites” legal, while imprisoning individuals, including Americans, without access to lawyers, due process, or the courts at a prison they built in Guantánamo Bay, Cuba, a system distinctly offshore of what until then had been known as American justice.

When Barack Obama took over the White House in 2009, his administration failed either to mount a course correction or punish any of the torturers or jailers and those who gave them the green light to do so. As the president put it then, he chose to “look forward as opposed to looking backwards.” He refused even to hold an investigation into the misdeeds of Bush administration policymakers and lawyers who had rendered us a nation of torture, while secretly implementing warrantless surveillance policies on a mass scale, keeping Guantánamo open, and failing to bring the disastrous American presences in Afghanistan and Iraq to an end.

Ironically, in explaining his reasons for not shining a light into those CIA black sites or so much else that preceded him, Obama pointed to the importance of honoring institutionalism. It was crucial, he argued, for the Agency to be able to continue to function in ways that an investigation might impede. “And part of my job,” the president explained, “is to make sure that, for example at the CIA, you’ve got extraordinarily talented people who are working very hard to keep Americans safe. I don’t want them to suddenly feel like they’ve got to spend all their time looking over their shoulders and lawyering.”

Consider that an early sign of a toxic default to the version of institutionalism that threatens us today.

In the Trump years, Special Counsel Robert Mueller’s report on the 2016 presidential elections stopped short of indicting the former president. Mueller’s task was to investigate potential Russian interference with that election and possible coordination with Trump in that endeavor. Mueller ultimately backed away from indicting the president for obstruction of justice, despite the evidence he had, citing an obscure 1973 Department of Justice memo from the Watergate era (reaffirmed in 2000). The memo argued that such an act would distract the president from the pressing affairs of his office. “The spectacle of an indicted president still trying to serve as Chief Executive boggles the imagination,” the memo said, and Mueller’s mind was evidently still boggled when it came to Donald Trump and the coming 2020 election.

And then there was the failure to investigate the institutional problems that accompanied the country’s initial handling of the Covid pandemic. There has never been the slightest accountability for the denialism that greeted its initial stages, nor any attempt to document what went wrong then. In June 2021, Senators Bob Menendez (D-NJ) and Susan Collins (R-Maine) called for the creation of “an independent 9/11-style commission” to understand how the public had been left so unprotected by the Trump administration in those early pandemic months and to discuss what lessons should be drawn from it for a future pandemic. Senator Dianne Feinstein (D-CA) sponsored such an approach in the Senate, but nothing ever happened.

Such a narrative of accountability and blame might have exposed “the vulnerabilities of our public health system and issue[d] guidance for how we as a nation can better protect the American people.” But no such luck. The institutionalists prevailed and the bills are still lying dormant in Congress.

In these years, a continual distaste for self-examination and institutional reform has eviscerated notions of accountability, while leaving the nation unprepared and unprotected not only from future pandemics, but from abuses of power aimed directly at our democracy. So far, Donald Trump, in particular, has paid no price for his attacks on democracy, as the January 6th committee has made all too clear.

Institutionalists vs. Accountability

The January 6th hearings have only underscored the reticence of Attorney General Merrick Garland when it came to mounting a case against Donald Trump or any of his top officials. As former Acting Solicitor General Neal Katyal has written, “[W]e’ve seen no signs of such an investigation. Ordinarily, 17 months after a crime, one would expect to see some signs of an inquiry.” And yet Department of Justice (DOJ) veterans continue to attest to their faith that the institution and Attorney General Garland will rise to the occasion.

Harvard law professor and former DOJ official Jack Goldsmith recently asked readers to sympathize with the difficult decisions the attorney general has to deal with. Garland “arguably faces a conflict of interest,” Goldsmith wrote. He then added that Garland would not only have to be convinced that he had enough evidence to get a conviction in federal court, but would have to ask himself “whether the national interest would be served by prosecuting Mr. Trump.” Goldsmith does recognize that a failure to indict could send a message that the president, even Donald Trump, “is literally above the law.” Yet he still ends his piece with a plea for trust in the AG’s decision-making.

And Goldsmith is anything but alone in putting his faith in the institution above the dire necessity of holding top officials accountable. Eric Holder, Obama’s attorney general, a 10-year DOJ veteran, has, in the end, weighed in similarly. “I’m an institutionalist,” he told Margaret Brennan on Face the Nation, signaling his credentials as a trusting servant of that department. “My initial thought was not to indict the former president out of concern [for] how divisive it would be. But given what we have learned, I think that he probably has to be held accountable.” A mere two weeks later he, too, had backtracked, saying “we should have faith” in Garland and the prospect of future indictments of Trump and top members of his administration.

In reality, this embrace of institutionalism, far from being a badge of honor, has become a millstone around the neck of the Department of Justice and the nation as a whole. Throughout the tenure of William Barr as Trump’s attorney general, veterans of that department and career officials there assuaged the fears of those worried that he would contribute to its further politicization. As department veteran Harry Litman reassured Americans on NPR, “That would never be Bill Barr. He’s a[n] institutionalist. He understands the important values of the Department of Justice. He has integrity. He has stature. He’s nobody’s toady.”

As it turned out, until the very end of Trump’s presidency, Barr proved to be an institutionalist bent on twisting the definition to fit his needs. His numerous stints in the White House, going back to the early 1990s, turned his form of institutionalism into an embrace of loyalty to the president over any form of accountability. Before the report of Special Counsel Mueller was even released, Barr provided his own spin, contrary to its findings. As he told NPR:

After carefully reviewing the facts and legal theories outlined in the report… the deputy attorney general and I concluded that the evidence developed by the special counsel is not sufficient to establish that the president committed an obstruction of justice offense.

This, despite the fact that, as Mueller testified, he had concluded otherwise.

Such shout-outs to institutionalism have become an essential part of the post-Trump political scene as well, extending to the very nature of America’s governing principles. For example, institutionalists who oppose expansion of the Supreme Court argue that such a move would constitute “serious violations of norms” and ultimately “undermin[e] the democratic system” and “diminish [the court’s] independence and legitimacy,” or so a report on potential Supreme Court reform, commissioned by Biden in 2021, concluded. And even after the disastrous Supreme Court decisions repealing abortion rights and expanding gun rights, President Biden, the consummate self-declared institutionalist, indicated that expanding the court “is not something that he wants to do,” as if the traditions of our institutions are more important than fairness, the representation of the majority, or even justice itself.

Biden has similarly shown an impassioned reluctance to challenge Congress, refusing, for instance, to lead the way when it comes to ending the filibuster in the Senate. Earlier this year he did finally (and unsucessfully) support a carve-out from the filibuster in order to try to get a voting rights bill passed and more recently in support of passing abortion-rights legislation. But his belated and tepid words were at best mere gestures and utterly without effect.

Could the January 6th hearings be a game-changer?

The House select committee investigating January 6th has been making its case directly to a remarkably substantial audience (mainly of Democrats and independents) — 20 million viewers for its opening evening session and 13 million for the daytime testimony of former White House aide to chief of staff Mark Meadows, Cassidy Hutchinson, who attracted the largest daytime audience yet for the hearings, far exceeding even the most watched cable news shows at that hour. And keep in mind that those viewers are, of course, potential voters this November.

In addition to the public, the Department of Justice has been a target audience for those hearings. As Congresswoman and Vice Chairperson of the committee Liz Cheney has said, “The Justice Department doesn’t have to wait for the committee to make a criminal referral. There could be more than one criminal referral.”

There’s another target audience, too: American history and the possibility that the integrity of our institutions can someday be restored. The hearings themselves project the hope that, despite the disastrous failures of American democracy and institutional Washington in this century, there are still guardrails capable of protecting us and fortifying the mechanisms of accountability.

Congressman Adam Schiff (D-CA), a member of the select committee, has summed up the matter this way:

[F]or four years, the Justice Department took the position that you can’t indict a sitting president. If the Department were now to take the position that you can’t investigate or indict a former president, then, a president becomes above the law. That’s a very dangerous idea that the founders would have never subscribed to.

Given Washington’s reliance in these years on loyalty to institutions rather than to democracy, it’s little wonder that polls of Americans show a waning trust in those very institutions. A recent Gallup poll typically “marks new lows in confidence for all three branches of the federal government — the Supreme Court (25%), the presidency (23%) and Congress” which ranked at a truly dismal 7%.

The question is: Can a revival of accountability as a cherished element of governance help to rebuild those institutions and trust in them or are we headed for a far grimmer America in the near future?

The January 6th hearings offer a certain hope that accountability might put institutionalism in its place. Restoring it (and so the faith of the American people in our democracy) should be the sine qua non for a post-Trumpist future. Whatever virtues our institutions may have, their true value can only persist if they are accountable to the principles of democracy they were created to uphold.

Frida Berrigan, “This is my song”

It’s hot and hazy as July rolls around. Growing up in the Baltimore swamplands, we used to say, “It’s not the heat, it’s the humidity.” Meaning that the humidity was harder to deal with than the feverish temperatures. At some point in my family, the phrase morphed into: “It’s not the heat, it’s the stupidity.” At the time, we meant the antics of people when it gets hot, including public drunkenness, mishaps with fireworks, and fights over slights. (These days, sadly enough, you’d have to add to that list slaughtering people at a July 4th celebration with an AR-15-style rifle.)

Worse yet, in 2022, it’s emblematic of a far larger picture of life on earth: the stupidity of trying to stay cool while burning carbon; the stupidity of the Supreme Court tying the collective hands of the Environmental Protection Agency when it comes to regulating the emissions of coal-fired power plants; the stupidity of blaming mental illness rather than assault rifles for massacres; the stupidity of a pro-life movement that seems to care about nothing but fetuses. And, of course, the list only goes on and on… and on.

And now, I think I’m breaking into a sweat even though I’m sitting still. The novelist Barbara Kingsolver posted this on Facebook recently:

There are days when I can’t live in this country. Not the whole thing at once, including the hateful parts, the misogyny, the brutal disregard of the powerful for the powerless. Sometimes I can only be a citizen of these trees, this rainy day, the family I can hold safe, the garden I can grow. A fire that refuses to go out.

So, in these hazy, humid days laced with commercial patriotism and an upbeat jingoism shaken loose from the daily struggles of most people, I’m trying to take her words to heart. I am a citizen of the trees, particularly the two plum trees I planted this spring. I am a citizen of the rainy day. (May it come soon!) I am a citizen of my family of five, of eight, of 16, of 150 (the number of people anthropologist Robin Dunbar says we can meaningfully connect with). Yes, it really does seem like that’s what it takes to go on these days — committing yourself to what matters, to what you still do love in this ever more disturbed America of ours.

Above all, I am a citizen of what I love! I resolve to be a citizen of goodness and generosity, competence and kindness. I pledge allegiance, above all, to libraries, used bookstores, community gardens, and the mutual-aid network of my local “Buy Nothing” group. This, sadly enough, is as much of my country, America, that I seem capable of loving in the age of Donald Trump and an all-too-extreme Supreme Court.

So, in an America in which Roe has gone down and gun sales only continue to rise (thank you so much, Supremes!), let me tell you a little about the things I still truly do love in America.

Used books stores

I recently ruined a library book! I spilled coffee all over it and there was no way to fix it. When I contacted the library, I was told that there would be a $30 fine to replace it. There was, however, another option: I could find a new copy and bring it in instead. Well, I have more time than money, so I set off to replace the State of Terror by Hillary Clinton and Louise Penny (a propulsive guilty pleasure of a summer read) that I had caffeinated to the hilt.

After checking out three brick-and-mortar used bookstores in my area I found that novel in no time at all for $1.50 (plus $4.00 shipping) at Alibris, an online used bookstore. But don’t feel bad for the stores that didn’t have a copy of State of Terror. I still spent at least $30 in them, picking up a couple of survival guides, an Octavia Butler novel (another kind of survival guide), graphic novels for my kids, and a few other books that caught my eye — but hopefully won’t catch my next cup of coffee.

There’s something so wholesome about used bookstores. If the $25 billion-plus publishing industry is a slick, cutthroat insider’s game riven with racism and inequity, then used bookstores are its antithesis. They’re all about the pleasure of knowledge, craft, and the word! Nearest to us here in New London, Connecticut, is the Book Barn in Niantic, a network of three stores loosely organized by theme and covered in cat hair. Their haphazard nature rewards curiosity and perseverance. The mismatched chairs and overturned milk crates invite you to pause, peruse, and dive in. When I go there with my family, we chant “five books are enough” before we get out of the car. Then we revise it to five books each (for a total of twenty-five) and, in the end, are likely to buy as many as we can carry. Given such frenzies, we can only afford to go once every few months even though many of the books are only a dollar each and most are less than five dollars. Honestly, how could you not love it?

Libraries

Excuse me for being so book focused, but that’s who I am, I guess. In between trips to used bookstores, we can always go to the library, where you can borrow 50 titles per card at a time! My kids, 8, 10, and 15, are so well known there that the librarian calls us when they leave behind a favorite stuffed animal or jacket (which is like every week).

The New London library is within walking distance of our house. In addition to books, it has a job-search support center, a recently redesigned teen center, and meeting rooms for local groups and events. Patrons can check out free museum passes, use the free services of a notary, and pose any question under the sun to members of its calm, helpful staff. In addition, our library has a couple of surprising offerings, including Memory Kits for people developing dementia and quite a variety of cake pans shaped like cartoon characters, animals, or castles that can be borrowed like any book.

In this way, our library is very trendy. Like ever more libraries, it’s no longer just focused on lending out books. It’s a multi-use facility that hosts community events, serves as a free or low-priced Staples or a WeWork suite with computers, printers, and study carrels. It lends out Roku devices and laptops, while maintaining catalogs of diverse offerings. My sister-in-law, for instance, borrowed catering equipment like chafing trays and large casserole dishes for her son’s graduation party. At some libraries, you can even borrow lawn mowers, weed whackers, and pruning equipment for your garden and lawn. During prom season, some of them are opening dress-lending libraries to help cash-strapped families get strapless!

It’s all so wholesome and delightful that it’s easy to forget just how underfunded and under attack our libraries are. This in a country where, if you love books, you’ve instantly got financial problems, but if you love the military-industrial complex you’re guaranteed to have more money than you know what to do with. In a nearby town, a first selectman demanded that the library remove a copy of Who Is RuPaul? from its collection in response to a parental complaint.

The book, part of a popular series of biographies, tells the story of the performer, producer, personality, and queer icon whose groundbreaking talent has turned drag-queening into mainstream magic. In Indiana, North Carolina, Texas, and elsewhere, members of the right-wing armed hate group Proud Boys have tried to interrupt children’s story hours with vitriol and threats of violence. And yet, despite all the hate, librarians just carry on! The library, a bright, functional, welcoming space meant to exist outside of commerce and to be open to all, is one of the last true public spaces in this country, an enduring part of a shrinking commons!

“Buy nothing” Facebook groups

I know. I know. Facebook (now Meta) is big, bad tech. Our every cursor move is tracked, our every “like” logged. I should go on a total social-media fast, but I’m not on Instagram or TikTok and I do love to “like” my friends’ cat pictures! Above all, though, I love “Buy Nothing.” That site-specific network — there are groups everywhere — is built around asking, gifting, and gratitude. It’s online neighborliness personified, demonstrating, in the words of its founders, that “true wealth is the web of connections formed between people who are real-life neighbors.”

The New London Buy Nothing Group on Facebook has more than 1,500 people. It’s administered by a handful of souls who moderate the page to make sure, among other things, that no one feels badgered into choosing certain people for gifts. In the last few days, some members have offered up cats, organic plant fertilizer, and a toilet seat, while others have asked for vintage drinking glasses, a dog crate, and an old cellphone so a nephew can access the Internet.

People respond to all these queries by asking to be chosen, sometimes sharing why they want whatever’s been asked for and how they’ll use it. The gifters get to choose who to give items to and then they make arrangements to pass them on. When I see someone asking for something that I have in excess, I’ll post a picture of it and invite them to reach out and make a plan to pick it up. Things move pretty quickly then. The only time I had no takers, I was offering used school backpacks the same week that the local Rotary Club was giving out brand new ones filled with school supplies. We’re a friendly, dynamic group that stretches from the nicest homes in New London to the Red Roof Inn, a place people stay when they’re experiencing homelessness.

I love thinking about my front porch as a place where people can come to have their needs and wants met. In the last few months, I’ve shared a women’s history puzzle, a pair of kids’ boxing gloves, a mini-pool full of hostas, jars of sourdough starter, and vegetable stock, while collecting yoga mats, chicken wire, rosary beads, an aquarium, and small jam jars from porches and front steps all over town.

When I refer to “the city” of New London, Connecticut, which was founded in the 1600s and burned down by American traitor turned British Brigadier General Benedict Arnold in 1781, it sounds grand indeed. As it happens, though, we’re now actually a small community of about 28,000 people living in a six-square-mile area. In other words, we’re the size of a town.

New London has been known for lots of things, including its arts scene, bar scene, sugar-sand beach, and being the childhood home of playwright Eugene O’Neill. It’s long and thin like a jalapeño pepper and so small that sometimes it feels like I know everyone. Then I find myself driving down a street I’ve never noticed before, searching for the address of the nice person who’s left me a copy of Dean Spade’s Mutual Aid: Building Solidarity During This Crisis (and the Next) on their porch in a brown paper bag.

Only 2,882 people voted in our last election, but it seems as if twice that many were actively searching for infant formula during the recent shortage. There’s a level of engagement, gratitude, and celebration on New London’s Buy Nothing Facebook page that I always find moving and delightful, sometimes overwhelmingly so.

Community gardens

A little head of organic lettuce costs almost $3 these days at my local grocery store. A pound of organic strawberries, imported from Mexico, is about $8. Inflation is the word of the day, week, and year. And nowhere is it more obvious than at the checkout counter of my local grocery store. Like so much in this interconnected, fragile, unequal world of ours, we can blame the soaring cost of food on war and the greed of the corporations that call the tune in the global economy.

But far away from such overwhelming disasters is a modest set of raised garden boxes just up the block from my house. They burst with lettuce, strawberries, and a dozen other easy to harvest “snack” crops. And they’re free for the picking! Hand-painted signs in English, Spanish, French, and Arabic encourage passersby to harvest there and eat the food. The “snack boxes” were built and are maintained by a local food justice and youth empowerment organization called FRESH New London. Passersby can harvest the lettuce and strawberries and bring them home to wash and enjoy. They can pick snap peas, okra pods, and a little later in the summer sweet peppers and blackberries, too.

There are also boxes at the community garden where people can grow their own lettuce, peppers, tomatoes, and whatever else they want after accessing water and tools. While they’re at it, they can ask staff members and other gardeners for advice and help.

There are community gardens like ours all over the country, organized by groups of neighbors, non-profit organizations, or even towns and cities. Community gardens are places where we can get our fingernails dirty and our bellies filled with veggies and fruit, while connecting with neighbors, celebrating the beauty of nature, and even providing food for bees and other pollinators.

Of course, people like me can’t grow all our food this way, especially in places like urban Connecticut. Still, producing some of it in such a communal way reminds us that we have the power to feed ourselves and one another. And in these dispiriting times, that should be a strong message of hope!

A (small) world free of nationalism?

“My country’s skies are bluer than the ocean and sunlight beams on clover leaf and pine,” we sometimes sing when our Unitarian Universalist congregation meets. Finnish composer Jean Sibelius wrote the music more than 100 years ago, while American poet Lloyd Stone provided the words in 1934 to what became the hymn “This Is My Song.” It continues, “But other lands have sunlight too, and clover, and skies are everywhere as blue as mine.” It’s a beautiful piece of music, poignant and full of a love of home that’s somehow radically and beautifully free of nationalism.

The sunlight beams down on used bookstores, libraries, community gardens, and even, however metaphorically, into the dark universe of Meta where there are still people who reject our click-and-buy culture, opting for mutual aid instead. “Buy Nothing!” is the thought lurking there, even if all of this can’t quite stave off the despair that circulates whenever I tune into the wider world of Supreme Court rulings and House January 6th hearings or contemplate why the heat and humidity and stupidity is rising all at once in this forlorn world of ours.

In my own small version of the world, “This Is My Song” is so beloved that my husband and I made it the entrance march at our wedding. It always reminds me that this planet is bigger and more beautiful than nationalism and militarism allow us to see. It reminds me that curiosity and connection form a web that can be stronger than border walls and xenophobia. It reminds me that the small bits of joy and hope that gardens and the gift economy give me is a seed that, with time, nurturing, and hard work, could grow into a more just and equitable future for us all.

So, that’s what I need to remind myself of with each new Supreme Court decision, each crazed statement from Donald Trump or so many other Republicans, each new Cold War moment in our embattled world. It’s good to know that there’s still something I truly do love about this country.

Andrew Bacevich, “Imperial detritus”

“The American Century Is Over.” So claims the July 2022 cover of Harper’s Magazine, adding an all-too-pertinent question: “What’s Next?”

What, indeed? Eighty years after the United States embarked upon the Great Crusade of World War II, a generation after it laid claim to the status of sole superpower following the fall of the Berlin Wall, and two decades after the Global War on Terror was to remove any lingering doubts about who calls the shots on Planet Earth, the question could hardly be more timely.

“Empire Burlesque,” Daniel Bessner’s Harper’s cover story, provides a useful, if preliminary, answer to a question most members of our political class, preoccupied with other matters, would prefer to ignore. Yet the title of the essay contains a touch of genius, capturing as it does in a single concise phrase the essence of the American Century in its waning days.

On the one hand, given Washington’s freewheeling penchant for using force to impose its claimed prerogatives abroad, the imperial nature of the American project has become self-evident. When the U.S. invades and occupies distant lands or subjects them to punishment, concepts like freedom, democracy, and human rights rarely figure as more than afterthoughts. Submission, not liberation defines the underlying, if rarely acknowledged, motivation behind Washington’s military actions, actual or threatened, direct or through proxies.

On the other hand, the reckless squandering of American power in recent decades suggests that those who preside over the American imperium are either stunningly incompetent or simply mad as hatters. Intent on perpetuating some form of global hegemony, they have accelerated trends toward national decline, while seemingly oblivious to the actual results of their handiwork.

Consider the January 6, 2021, assault on the Capitol. It has rightly prompted a thorough congressional investigation aimed at establishing accountability. All of us should be grateful for the conscientious efforts of the House Select Committee to expose the criminality of the Trump presidency. Meanwhile, however, the trillions of dollars wasted and the hundreds of thousands of lives lost during our post-9/11 wars have been essentially written off as the cost of doing business. Here we glimpse the essence of twenty-first-century bipartisanship, both parties colluding to ignore disasters for which they share joint responsibility, while effectively consigning the vast majority of ordinary citizens to the status of passive accomplices.

Bessner, who teaches at the University of Washington, is appropriately tough on the (mis)managers of the contemporary American empire. And he does a good job of tracing the ideological underpinnings of that empire back to their point of origin. On that score, the key date is not 1776, but 1941. That was the year when the case for American global primacy swept into the marketplace of ideas, making a mark that persists to the present day.

God on our side

The marketing began with the February 17, 1941, issue of Life magazine, which contained a simply and elegantly titled essay by Henry Luce, its founder and publisher. With the American public then sharply divided over the question of whether to intervene on behalf of Great Britain in its war against Nazi Germany — this was 10 months before Pearl Harbor — Luce weighed in with a definitive answer: he was all in for war. Through war, he believed, the United States would not only overcome evil but inaugurate a golden age of American global dominion.

Life was then, in the heyday of the print media, the most influential mass-circulation publication in the United States. As the impresario who presided over the rapidly expanding Time-Life publishing empire, Luce himself was perhaps the most influential press baron of his age. Less colorful than his flamboyant contemporary William Randolph Hearst, he was politically more astute. And yet nothing Luce would say or do over the course of a long career promoting causes (mostly conservative) and candidates (mostly Republican) would come close to matching the legacy left by that one perfectly timed editorial in Life’spages.

When it hit the newsstands, “The American Century” did nothing to resolve public ambivalence about how to deal with Adolf Hitler. Events did that, above all Japan’s December 7th attack on Pearl Harbor. Yet once the United States did enter the war, the evocative title of Luce’s essay formed the basis for expectations destined to transcend World War II and become a fixture in American political discourse.

During the war years, government propaganda offered copious instruction on “Why We Fight.” So, too, did a torrent of posters, books, radio programs, hit songs, and Hollywood movies, not to speak of publications produced by Luce’s fellow press moguls. Yet when it came to crispness, durability, and poignancy, none held a candle to “The American Century.” Before the age was fully launched, Luce had named it.

Even today, in attenuated form, expectations Luce articulated in 1941 persist. Peel back the clichéd phrases that senior officials in the White House, the State Department, and the Pentagon routinely utter in the Biden years — “American global leadership” and “the rules-based international order” are favorites — and you encounter their unspoken purpose: to perpetuate unchallengeable American global primacy until the end of time.

To put it another way, whatever the ”rules” of global life, the United States will devise them. And if ensuring compliance with those rules should entail a resort to violence, justifications articulated in Washington will suffice to legitimize the use of force.

In other words, Luce’s essay marks the point of departure for what was, in remarkably short order, to become an era when American primacy would be a birthright. It stands in relation to the American empire as the Declaration of Independence once did to the American republic. It remains the urtext, even if some of its breathtakingly bombastic passages are now difficult to read with a straight face.

Using that 1941 issue of Life as his bully pulpit, Luce summoned his fellow citizens to “accept wholeheartedly our duty and our opportunity as the most powerful and vital nation in the world” to assert “the full impact of our influence, for such purposes as we see fit and by such means as we see fit.” (Emphasis added.) For the United States duty, opportunity, and destiny aligned. That American purposes and the means employed to fulfill them were benign, indeed enlightened, was simply self-evident. How could they be otherwise?

Crucially — and this point Bessner overlooks — the duty and opportunity to which Luce alluded expressed God’s will. Born in China where his parents were serving as Protestant missionaries and himself a convert to Roman Catholicism, Luce saw America’s imperial calling as a Judeo-Christian religious obligation. God, he wrote, had summoned the United States to become “the Good Samaritan to the entire world.” Here was the nation’s true vocation: to fulfill the “mysterious work of lifting the life of mankind from the level of the beasts to what the Psalmist called a little lower than the angels.”

In the present day, such towering ambition, drenched in religious imagery, invites mockery. Yet it actually offers a reasonably accurate (if overripe) depiction of how American elites have conceived of the nation’s purpose in the decades since.

Today, the explicitly religious frame has largely faded from view. Even so, the insistence on American singularity persists. Indeed, in the face of mounting evidence to the contrary — did someone mention China? — it may be stronger than ever.

In no way should my reference to a moral consensus imply moral superiority. Indeed, the list of sins to which Americans were susceptible, even at the outset of the American Century, was long. With the passage of time, it has only evolved, even as our awareness of our nation’s historical flaws, particularly in the realm of race, gender, and ethnicity, has grown more acute. Still, the religiosity inherent in Luce’s initial call to arms resonated then and survives today, even if in subdued form.

While anything but an original thinker, Luce possessed a notable gift for packaging and promotion. Life’s unspoken purpose was to sell a way of life based on values that he believed his fellow citizens should embrace, even if his own personal adherence to those values was, at best, spotty.

The American Century was the ultimate expression of that ambitious undertaking. So even as growing numbers of citizens in subsequent decades concluded that God might be otherwise occupied, something of a killjoy, or simply dead, the conviction that U.S. global primacy grew out of a divinely inspired covenant took deep root. Our presence at the top of the heap testified to some cosmic purpose. It was meant to be. In that regard, imbuing the American Century with a sacred veneer was a stroke of pure genius.

In God We Trust?

By the time Life ended its run as a weekly magazine in 1972, the American Century, as a phrase and as an expectation, had etched itself into the nation’s collective consciousness. Yet today, Luce’s America — the America that once cast itself as the protagonist in a Christian parable — has ceased to exist. And it’s not likely to return anytime soon.

At the outset of that American Century, Luce could confidently expound on the nation’s role in furthering God’s purposes, taking for granted a generic religious sensibility to which the vast majority of Americans subscribed. Back then, especially during the presidencies of Franklin Roosevelt, Harry Truman, and Dwight D. Eisenhower, most of those not personally endorsing that consensus at least found it expedient to play along. After all, except among hipsters, beatniks, dropouts, and other renegades, doing so was a precondition for getting by or getting ahead.

As Eisenhower famously declared shortly after being elected president, “Our form of government has no sense unless it is founded in a deeply felt religious faith, and I don’t care what it is.” Today, however, Ike’s ecumenical 11th commandment no longer garners anything like universal assent, whether authentic or feigned. As defining elements of the American way of life, consumption, lifestyle, and expectations of unhindered mobility persist, much as they did when he occupied the White House. But a deeply felt religious faith melded with a similarly deep faith in an open-ended American Century has become, at best, optional. Those nursing the hope that the American Century may yet make a comeback are more likely to put their trust in AI than in God.

Occurring in tandem with this country’s global decline has been a fracturing of the contemporary moral landscape. For evidence, look no further than the furies unleashed by recent Supreme Court decisions related to guns and abortion. Or contemplate Donald Trump’s place in the American political landscape — twice impeached, yet adored by tens of millions, even while held in utter contempt by tens of millions more. That Trump or another similarly divisive figure could succeed Joe Biden in the White House looms as a real, if baffling, possibility.

More broadly still, take stock of the prevailing American conception of personal freedom, big on privileges, disdainful of obligations, awash with self-indulgence, and tinged with nihilism. If you think our collective culture is healthy, you haven’t been paying attention.

For “a nation with the soul of a church,” to cite British writer G.K. Chesterton’s famed description of the United States, Luce’s proposal of a marriage between a generic Judeo-Christianity and national purpose seemed eminently plausible. But plausible is not inevitable, nor irreversible. A union rocked by recurring quarrels and trial separations has today ended in divorce. The full implications of that divorce for American policy abroad remain to be seen, but at a minimum suggest that anyone proposing to unveil a “New American Century” is living in a dreamworld.

Bessner concludes his essay by suggesting that the American Century should give way to a “Global Century… in which U.S. power is not only restrained but reduced, and in which every nation is dedicated to solving the problems that threaten us all.” Such a proposal strikes me as broadly appealing, assuming that the world’s other 190-plus nations, especially the richer, more powerful ones, sign on. That, of course, is a very large assumption, indeed. Negotiating the terms that will define such a Global Century, including reapportioning wealth and privileges between haves and have-nots, promises to be a daunting proposition.

Meanwhile, what fate awaits the American Century itself? Some in the upper reaches of the establishment will, of course, exert themselves to avert its passing by advocating more bouts of military muscle-flexing, as if a repetition of Afghanistan and Iraq or deepening involvement in Ukraine will impart to our threadbare empire a new lease on life. That Americans in significant numbers will more willingly die for Kyiv than they did for Kabul seems improbable.

Better in my estimation to give up entirely the pretensions Henry Luce articulated back in 1941. Rather than attempting to resurrect the American Century, perhaps it’s time to focus on the more modest goal of salvaging a unified American republic. One glance at the contemporary political landscape suggests that such a goal alone is a tall order. On that score, however, reconstituting a common moral framework would surely be the place to begin.
