Danny Sjursen, “The future of war, American-style”

Hard as it is to believe in this time of record pandemic deaths, insurrection, and an unprecedented encore impeachment, Joe Biden is now officially at the helm of the U.S. war machine. He is, in other words, the fourth president to oversee America’s unending and unsuccessful post-9/11 military campaigns. In terms of active U.S. combat, that’s only happened once before, in the Philippines, America’s second-longest (if often forgotten) overseas combat campaign.

Yet that conflict was limited to a single Pacific archipelago. Biden inherits a global war — and burgeoning new Cold War — spanning four continents and a military mired in active operations in dozens of countries, combat in some 14 of them, and bombing in at least seven. That sort of scope has been standard fare for American presidents for almost two decades now. Still, while this country’s post-9/11 war presidents have more in common than their partisan divisions might suggest, distinctions do matter, especially at a time when the White House almost unilaterally drives foreign policy.

So, what can we expect from commander-in-chief Biden? In other words, what’s the forecast for U.S. service-members who have invested their lives and limbs in future conflict, as well as for the speculators in the military-industrial complex and anxious foreigners in the countries still engulfed in America’s war on terror who usually stand to lose it all?

Many Trumpsters, and some libertarians, foresee disaster: that the man who, as a leading senator facilitated and cheered on the disastrous Iraq War, will surely escalate American adventurism abroad. On the other hand, establishment Democrats and most liberals, who are desperately (and understandably) relieved to see Donald Trump go, find that prediction preposterous. Clearly, Biden must have learned from past mistakes, changed his tune, and should responsibly bring U.S. wars to a close, even if at a time still to be determined.

In a sense, both may prove right — and in another sense, both wrong. The guess of this long-time war-watcher (and one-time war fighter) reading the tea leaves: expect Biden to both eschew big new wars and avoid fully ending existing ones. At the margins (think Iran), he may improve matters some; in certain rather risky areas (Russian relations, for instance), he could worsen them; but in most cases (the rest of the Greater Middle East, Africa, and China), he’s likely to remain squarely on the status-quo spectrum. And mind you, there’s nothing reassuring about that.

It hardly requires clairvoyance to offer such guesswork. That’s because Biden basically is who he says he is and who he’s always been, and the man’s simply never been transformational. One need look no further than his long and generally interventionist past record or the nature of his current national-security picks to know that the safe money is on more of the same. Whether the issues are war, race, crime, or economics, Uncle Joe has made a career of bending with the prevailing political winds and it’s unlikely this old dog can truly learn any new tricks. Furthermore, he’s filled his foreign policy squad with Obama-Clinton retreads, a number of whom were architects of — if not the initial Iraq and Afghan debacles — then disasters in Libya, Syria, West Africa, Yemen, and the Afghan surge of 2009. In other words, Biden is putting the former arsonists in charge of the forever-war fire brigade.

There’s further reason to fear that he may even reject Trump’s “If Obama was for it, I’m against it” brand of war-on-terror policy-making and thereby reverse The Donald’s very late, very modest troop withdrawals in Afghanistan, Iraq, and Somalia. Yet even if this new old hand of a president evades potentially existential escalation with nuclear Russia or China and offers only an Obama reboot when it comes to persistent low-intensity warfare, what he does will still matter — most of all to the global citizens who are too often its victims. So, here’s a brief region-by-region flyover tour of what Joe’s squad may have in store for both the world and the American military sent to police that world.

The Middle East: old prescriptions for old business It’s increasingly clear that Washington’s legacy wars in the Greater Middle East — Iraq and Afghanistan, in particular — are generally no longer on the public’s radar. Enter an elected old man who’s charged with handling old business that, at least to most civilians, is old news. Odds are that Biden’s ancient tricks will amount to safe bets in a region that past U.S. policies essentially destroyed. Joe is likely to take a middle path in the region between large-scale military intervention of the Bush or Obama kind and more prudent full-scale withdrawal.

As a result, such wars will probably drag on just below the threshold of American public awareness, while avoiding Pentagon or partisan charges that his version of cutting-and-running endangered U.S. security. The prospect of “victory” won’t even factor into the equation (after all, Biden’s squad members aren’t stupid), but political survival certainly will. Here’s what such a Biden-era future might then look like in a few such sub-theaters.

The war in Afghanistan is hopeless and has long been failing by every one of the U.S. military’s own measurable metrics, so much so that the Pentagon and the Kabul government classified them all as secret information a few years back. Actually dealing with the Taliban and swiftly exiting a disastrous war likely to lead to a disastrous future with Washington’s tail between its legs is, in fact, the only remaining option. The question is when and how many more Americans will kill or be killed in that “graveyard of empires” before the U.S. accepts the inevitable. Toward the end of his tenure, Trump signaled a serious, if cynical, intent to so. And since Trump was by definition a monster and the other team’s monsters can’t even occasionally be right, a coalition of establishment Democrats and Lincoln-esque Republicans (and Pentagon officials) decided that the war must indeed go on. That culminated in last July’s obscenity in which Congress officially withheld the funds necessary to end it. As vice president, Biden was better than most in his Afghan War skepticism, but his incoming advisers weren’t, and Joe’s nothing if not politically malleable. Besides, since Trump didn’t pull enough troops out faintly fast enough or render the withdrawal irreversible over Pentagon objections, expect a trademark Biden hedge here.

Syria has always been a boondoggle, with the justifications for America’s peculiar military presence there constantly shifting from pressuring the regime of Bashar al-Assad, to fighting the Islamic State, to backing the Kurds, to balancing Iran and Russia in the region, to (in Trump’s case) securing that country’s meager oil supplies. As with so much else, there’s a troubling possibility that, in the Biden years, personnel once again may become destiny. Many of the new president’s advisers were bullish on Syrian intervention in the Obama years, even wanting to take it further and topple Assad. Furthermore, when it comes time for them to convince Biden to agree to stay put in Syria, there’s a dangerous existing mix of motives to do just that: the emotive sympathy for the Kurds of known gut-player Joe; his susceptibility to revived Islamic State (ISIS) fear-mongering; and perceptions of a toughness-testing proxy contest with Russia.

When it comes to Iran, expect Biden to be better than the Iran-phobic Trump administration, but to stay shackled “inside the box.” First of all, despite Joe’s long-expressed desire to reenter the Obama-era nuclear deal with Iran that Trump so disastrously pulled out of, doing so may prove harder than he thinks. After all, why should Tehran trust a political basket case of a negotiating partner prone to significant partisan policy-pendulum swings, especially given the way Washington has waged nearly 70 years of interventions against Iran’s politicians and people? In addition, Trump left Biden the Trojan horse of Tehran’s hardliners, empowered by dint of The Donald’s pugnacious policies. If the new president wishes to really undercut Iranian intransigence and fortify the moderates there, he should go big and be transformational — in other words, see Obama’s tension-thawing nuclear deal and raise it with the carrot of full-blown diplomatic and economic normalization. Unfortunately, status-quo Joe has never been a transformational type.

Keep an eye on Africa Though it garners far less public interest than the U.S. military’s long-favored Middle Eastern playground, Africa figures significantly in the minds of those at the Pentagon, in the Capitol, and in Washington’s influential think-tanks. For interventionist hawks, including liberal ones, that continent has been both a petri dish and a proving ground for the development of a limited power-projection paradigm of drones, Special Operations forces, military advisers, local proxies, and clandestine intelligence missions.

It mattered little that over eight years of the Obama administration — from Libya to the West African Sahel to the Horn of East Africa — the war on terror proved, at best, problematic indeed, and even worse in the Trump years. There remains a worrisome possibility that the Biden posse might prove amenable yet again to the alarmism of U.S. Africa Command (AFRICOM) about the rebirth of ISIS and the spread of other al-Qaeda-linked groups there, bolstered by fear-mongering nonsense masquerading as sophisticated scholarship from West Point’s Combating Terrorism Center, and the Pentagon’s perennial promises of low-investment, low-risk, and high-reward opportunities on the continent. So, a savvy betting man might place chips on a Biden escalation in West Africa’s Sahel and the Horn of East Africa, even if for different reasons.

American Special Forces and military advisors have been in and out of the remote borderlands between Mali and Niger since at least 2004 and these days seem there to stay. The French seized and suppressed sections of the Sahel region beginning in 1892, and, despite granting nominal independence to those countries in 1960, were back by 2013 and have been stuck in their own forever wars there ever since. American war-on-terror(izing) and French neo-colonizing have only inflamed regional resistance movements, increased violence, and lent local grievances an Islamist resonance. Recently, France’s lead role there has truly begun to disintegrate — with five of its troops killed in just the first few days of 2021 and allegations that it had bombed another wedding party. (Already such a war-on-terror cliché!)

Don’t be surprised if French President Emmanuel Macron asks for help and Biden agrees to bail him out. Despite their obvious age gap, Joe and Emmanuel could prove the newest and best of chums. (What’s a few hundred extra troops between friends?)

Especially since Obama-era Secretary of State Hillary Clinton and her then-favored errand boy, inbound national security adviser Jake Sullivan, could be said to have founded the current coalition of jihadis in Mali and Niger. That’s because when the two of them championed a heavy-handed regime-change intervention against Libyan autocrat Muammar Gaddafi in 2011, thousands of his Tuareg fighters blew back into that region in a big way with more than just the clothes on their backs. They streamed from post-Gaddafi Libya into their Sahel homelands loaded with arms and anger. It’s no accident, in other words, that Mali’s latest round of insurgency kicked off in 2012. Now, Sullivan might push new boss Biden to attempt to clean up his old mess.

On the other side of the continent, in Somalia, where Trump began an eleventh-hour withdrawal of a long-failing and aimless U.S. troop presence (sending most of those soldiers to neighboring countries), there’s a real risk that Biden could double-down in the region, adding soldiers, special operators, and drones. After all, if Trump was against it, even after exponentially increasing bombing in the area, then any good Democrat should be for it, especially since the Pentagon has, for some time now, been banging the drum about Somalia’s al-Shabaab Islamist outfit being the biggest threat to the homeland.

However, the real selling point for Biden might be the fantasy that Russia and China are flooding into the region. Ever since the 2018 National Defense Strategy decisively shifted the Pentagon’s focus from counterterror wars to “great power competition,” or GPC, AFRICOM has opportunistically altered its own campaign plan to align with the new threat of the moment, honing in on Russian and Chinese influence in the Horn region. As a result, AFRICOM’S come-back-to-the-Horn pitch could prove a relatively easy Biden sell.

Toughness traps: poking Russian bears, ramming Chinese (sea) dragons With that new GPC national security obsession likely to be one Trump-era policy that remains firmly in place, however ill-advised it may be, perhaps the biggest Biden risk is the possibility of stoking up a “new,” two-theater, twenty-first-century version of the Cold War (with the possibility that, at any moment, it could turn into a hot one). After making everything all about Russia in the Trump years, the ascendant Democrats might just feel obliged to follow through and escalate tensions with Moscow that Trump himself already brought to the brink (of nuclear catastrophe). Here, too, personnel may prove a key policy-driver.

Biden’s nominee for secretary of state, Anthony Blinken, is a resident Russia hawk and was an early “arm-Ukraine” enthusiast. Jake Sullivan already has a tendency to make mountains out of molehills on the subject, as when he described a minor road-rage incident as constituting “a Russian force in Syria aggressively attack[ing] an American force and actually injur[ing] American service members.” Then there’s the troubling signal of Victoria Nuland, the recent nominee for undersecretary of state for political affairs, a pick that itself should be considered a road-rage-style provocation. Nuland has a history of hawkish antagonism toward Moscow and is reportedly despised by Russian President Vladimir Putin. Her confirmation will surely serve as a conflict accelerant.

Nevertheless, China may be the lead antagonist in the Biden crew’s race to risk a foolhardy cataclysm. Throughout the election campaign, the new president seemed set on out-hawking Trump in the Western Pacific, explicitly writing about “getting tough” on China in a March 2020 piece he penned in Foreign Affairs. Joe had also previously called Chinese President Xi Jinping “a thug.” And while Michèle Flournoy may (mercifully) have been passed over for secretary of defense, her aggressive posture toward Beijing still infuses the thinking of her fellow Obama alums on Biden’s team.

As TomDispatch regular Andrew Bacevich pointed out last September, a Flournoy Foreign Affairs article illuminated the sort of absurdity she (and assumedly various Biden appointees) think necessary to effectively deter China. She called for “enhancing U.S. military capabilities so that the United States can credibly threaten to sink all of China’s military vessels, submarines, and merchant ships in the South China Sea within 72 hours.” Consider that Dr. Strangelove-style strategizing retooled for an inbound urbane imperial presidency.

Endgame: war as abstraction Historically, foreign-policy paradigm shifts are exceedingly rare, especially when they tack toward peace. Such pivots appear almost impossible once the immense power of America’s military-industrial complex, invested in every way in endless war, as well as endless preparations for future Cold Wars, has reached today’s grotesque level. This is especially so when each and every one of Biden’s archetypal national security nominees has, metaphorically speaking, had his or her mortgage paid by some offshoot of that war industry. In other words, as the muckraking novelist Upton Sinclair used to say: “It is difficult to get a man to understand something when his salary depends upon his not understanding it!”

Count on tactics including drones, commandos, CIA spooks, and a mostly amenable media to help the Biden administration make war yet more invisible — at least to Americans. Most Trump-detesting, and domestically focused citizens will find that just dandy, even if exhausted troopers, military families, and bombed or blockaded foreigners won’t. More than anything, Biden wishes to avoid overseas embarrassments like unexpected American casualties or scandalous volumes of foreign civilian deaths — anything, that is, that might derail his domestic agenda or hoped-for restorative leadership legacy.

That, unfortunately, may prove to be a pipe dream and leads me to two final predictions: formulaic forever war will never cease boomeranging back home to rot our republican institutions, and neither a celestial God nor secular History will judge Biden-the-war-president kindly.

Rebecca Gordon, “The rubble of empire”

How can you tell when your empire is crumbling? Some signs are actually visible from my own front window here in San Francisco.

Directly across the street, I can see a collection of tarps and poles (along with one of my own garbage cans) that were used to construct a makeshift home on the sidewalk. Beside that edifice stands a wooden cross decorated with a string of white Christmas lights and a red ribbon — a memorial to the woman who built that structure and died inside it earlier this week. We don’t know — and probably never will — what killed her: the pandemic raging across California? A heart attack? An overdose of heroin or fentanyl?

Behind her home and similar ones is a chain-link fence surrounding the empty playground of the Horace Mann/Buena Vista elementary and middle school. Like that home, the school, too, is now empty, closed because of the pandemic. I don’t know where the families of the 20 children who attended that school and lived in one of its gyms as an alternative to the streets have gone. They used to eat breakfast and dinner there every day, served on the same sidewalk by a pair of older Latina women who apparently had a contract from the school district to cook for the families using that school-cum-shelter. I don’t know, either, what any of them are now doing for money or food.

Just down the block, I can see the line of people that has formed every weekday since early December. Masked and socially distanced, they wait patiently to cross the street, one at a time, for a Covid test at a center run by the San Francisco Department of Health. My little street seems an odd choice for such a service, since — especially now that the school has closed — it gets little foot traffic. Indeed, a representative of the Latino Task Force, an organization created to inform the city’s Latinx population about Covid resources told our neighborhood paper Mission Local that

Small public health clinics such as this one ‘will say they want to do more outreach, but I actually think they don’t want to.’ He believes they chose a low-trafficked street like Bartlett to stay under the radar. ‘They don’t want to blow the spot up, because it does not have a large capacity.’

What do any of these very local sights have to do with a crumbling empire? They’re signs that some of the same factors that fractured the Roman empire back in 476 CE (and others since) are distinctly present in this country today — even in California, one of its richest states. I’m talking about phenomena like gross economic inequality; over-spending on military expansion; political corruption; deep cultural and political fissures; and, oh yes, the barbarians at the gates. I’ll turn to those factors in a moment, but first let me offer a brief defense of the very suggestion that U.S. imperialism and an American empire actually exist.

Imperialism? What’s that supposed to mean? What better source for a definition of imperialism than the Encyclopedia Britannica, that compendium of knowledge first printed in 1768 in the country that became the great empire of the nineteenth and first part of the twentieth centuries? According to the Encyclopedia, “imperialism” denotes “state policy, practice, or advocacy of extending power and dominion, especially by direct territorial acquisition or by gaining political and economic control of other areas.” Furthermore, imperialism “always involves the use of power, whether military or economic or some subtler form.” In other words, the word indicates a country’s attempts to control and reap economic benefit from lands outside its borders.

In that context, “imperialism” is an accurate description of the trajectory of U.S. history, starting with the country’s expansion across North America, stealing territory and resources from Indian nations and decimating their populations. The newly independent United States would quickly expand, beginning with the 1803 Louisiana Purchase from France. That deal, which effectively doubled its territory, included most of what would become the state of Louisiana, together with some or all of the present-day states of New Mexico, Texas, Arkansas, Missouri, Oklahoma, Kansas, Colorado, Iowa, Nebraska, Wyoming, Minnesota, North and South Dakota, Montana, and even small parts of what are today the Canadian provinces of Alberta and Saskatchewan.

Of course, France didn’t actually control most of that land, apart from the port city of New Orleans and its immediate environs. What Washington bought was the “right” to take the rest of that vast area from the native peoples who lived there, whether by treaty, population transfers, or wars of conquest and extermination. The first objective of that deal was to settle land on which to expand the already hugely lucrative cotton business, that economic engine of early American history fueled, of course, by slave labor. It then supplied raw materials to the rapidly industrializing textile industry of England, which drove that country’s own imperial expansion.

U.S. territorial expansion continued as, in 1819, Florida was acquired from Spain and, in 1845, Texas was forcibly annexed from Mexico (as well as various parts of California a year later). All of those acquisitions accorded with what newspaper editor John O’Sullivan would soon call the country’s manifest — that is, clear and obvious — destiny to control the entire continent.

Eventually, such expansionism escaped even those continental borders, as the country went on to gobble up the Philippines, Hawaii, the Panama Canal Zone, the Virgin Islands, Puerto Rico, Guam, American Samoa, and the Mariana Islands, the last five of which remain U.S. territories to this day. (Inhabitants of the nation’s capital, where I grew up, were only partly right when we used to refer to Washington, D.C., as “the last colony.”)

American doctrines from Monroe to Truman to (G.W.) Bush U.S. economic, military, and political influence has long extended far beyond those internationally recognized possessions and various presidents have enunciated a series of “doctrines” to legitimate such an imperial reach.

Monroe: The first of these was the Monroe Doctrine, introduced in 1823 in President James Monroe’s penultimate State of the Union address. He warned the nations of Europe that, while the United States recognized existing colonial possessions in the Americas, it would not permit the establishment of any new ones.

President Teddy Roosevelt would later add a corollary to Monroe’s doctrine by establishing Washington’s right to intercede in any country in the Americas that, in the view of its leaders, was not being properly run. “Chronic wrongdoing,” he said in a 1904 message to Congress, “may in America, as elsewhere, ultimately require intervention by some civilized nation.” The United States, he suggested, might find itself forced, “however reluctantly, in flagrant cases of such wrongdoing or impotence, to the exercise of an international police power.” In the first quarter of the twentieth century, that Roosevelt Corollary would be used to justify U.S. occupations of Cuba, the Dominican Republic, Haiti, and Nicaragua.

Truman: Teddy’s cousin, President Franklin D. Roosevelt, publicly renounced the Monroe Doctrine and promised a hands-off attitude towards Latin America, which came to be known as the Good Neighbor Policy. It didn’t last long, however. In a 1947 address to Congress, the next president, Harry S. Truman, laid out what came to be known as the Truman Doctrine, which would underlie the country’s foreign policy at least until the collapse of the Soviet Union in 1991. It held that U.S. national security interests required the “containment” of existing Communist states and the prevention of the further spread of Communism anywhere on Earth.

It almost immediately led to interventions in the internal struggles of Greece and Turkey and would eventually underpin Washington’s support for dictators and repressive regimes from El Salvador to Indonesia. It would justify U.S.-backed coups in places like Iran, Guatemala, and Chile. It would lead this country into a futile war in Korea and a disastrous defeat in Vietnam.

That post-World War II turn to anticommunism would be accompanied by a new kind of colonialism. Rather than directly annexing territories to extract cheap labor and cheaper natural resources, under this new “neocolonial” model, the United States — and soon the great multilateral institutions of the post-war era, the World Bank and the International Monetary Fund — would gain control over the economies of poor nations. In return for aid — or loans often pocketed by local elites and repaid by the poor — those nations would accede to demands for the “structural adjustment” of their economic systems: the privatization of public services like water and utilities and the defunding of human services like health and education, usually by American or multinational corporations. Such “adjustments,” in turn, allowed the recipients to service the loans, extracting scarce hard currency from already deeply impoverished nations.

Bush: You might have thought that the fall of the Soviet empire and the end of the Cold War would have provided Washington with an opportunity to step away from resource extraction and the seemingly endless military and CIA interventions that accompanied it. You might have imagined that the country then being referred to as the “last superpower” would finally consider establishing new and different relationships with the other countries on this little planet of ours. However, just in time to prevent even the faint possibility of any such conversion came the terrorist attacks of 9/11, which gave President George W. Bush the chance to promote his very own doctrine.

In a break from postwar multilateralism, the Bush Doctrine outlined the neoconservative belief that, as the only superpower in a now supposedly “unipolar” world, the United States had the right to take unilateral military action any time it believed it faced external threat of any imaginable sort. The result: almost 20 years of disastrous “forever wars” and a military-industrial complex deeply embedded in our national economy.  Although Donald Trump’s foreign policy occasionally feinted in the direction of isolationism in its rejection of international treaties, protocols, and organizational responsibilities, it still proved itself a direct descendant of the Bush Doctrine. After all, it was Bush who first took the United States out of the Anti-Ballistic Missile Treaty and rejected the Kyoto Protocol to fight climate change.

His doctrine instantly set the stage for the disastrous invasion and occupation of Afghanistan, the even more disastrous Iraq War, and the present-day over-expansion of the U.S. military presence, overt and covert, in practically every corner of the world. And now, to fulfill Donald Trump’s Star Trek fantasies, even in outer space.

An empire in decay If you need proof that the last superpower, our very own empire, is indeed crumbling, consider the year we’ve just lived through, not to mention the first few weeks of 2021. I mentioned above some of the factors that contributed to the collapse of the famed Roman empire in the fifth century. It’s fair to say that some of those same things are now evident in twenty-first-century America. Here are four obvious candidates:

Grotesque Economic Inequality: Ever since President Ronald Reagan began the Republican Party’s long war on unions and working people, economic inequality has steadily increased in this country, punctuated by terrible shocks like the Great Recession of 2007-2008 and, of course, by the Covid-19 disaster. We’ve seen 40 years of tax reductions for the wealthy, stagnant wages for the rest of us (including a federal minimum wage that hasn’t changed since 2009), and attacks on programs like TANF (welfare) and SNAP (food stamps) that literally keep poor people alive.

The Romans relied on slave labor for basics like food and clothing. This country relies on super-exploited farm and food-factory workers, many of whom are unlikely to demand more or better because they came here without authorization. Our (extraordinarily cheap) clothes are mostly produced by exploited people in other countries.

The pandemic has only exposed what so many people already knew: that the lives of the millions of working poor in this country are growing ever more precarious and desperate. The gulf between rich and poor widens by the day to unprecedented levels. Indeed, as millions have descended into poverty since the pandemic began, the Guardian reports that this country’s 651 billionaires have increased their collective wealth by $1.1 trillion. That’s more than the $900 billion Congress appropriated for pandemic aid in the omnibus spending bill it passed at the end of December 2020.

An economy like ours, which depends so heavily on consumer spending, cannot survive the deep impoverishment of so many people. Those 651 billionaires are not going to buy enough toys to dig us out of this hole.

Wild Overspending on the Military: At the end of 2020, Congress overrode Trump’s veto of the annual National Defense Authorization Act, which provided a stunning $741 billion to the military this fiscal year. (That veto, by the way, wasn’t in response to the vast sums being appropriated in the midst of a devastating pandemic, but to the bill’s provisions for renaming military bases currently honoring Confederate generals, among other extraneous things.) A week later, Congress passed that omnibus pandemic spending bill and it contained an additional $696 billion for the Defense Department.

All that money for “security” might be justified, if it actually made our lives more secure. In fact, our federal priorities virtually take food out of the mouths of children to feed the maw of the military-industrial complex and the never-ending wars that go with it. Even before the pandemic, more than 10% of U.S. families regularly experienced food insecurity. Now, it’s a quarter of the population.

Corruption So Deep It Undermines the Political System: Suffice it to say that the man who came to Washington promising to “drain the swamp” has presided over one of the most corrupt administrations in U.S. history. Whether it’s been blatant self-dealing (like funneling government money to his own businesses); employing government resources to forward his reelection (including using the White House as a staging ground for parts of the Republican National Convention and his acceptance speech); tolerating corrupt subordinates like Secretary of Commerce Wilbur Ross; or contemplating a self-pardon, the Trump administration has set the bar high indeed for any future aspirants to the title of “most corrupt president.”

One problem with such corruption is that it undermines the legitimacy of government in the minds of the governed. It makes citizens less willing to obey laws, pay taxes, or act for the common good by, for example, wearing masks and socially distancing during a pandemic. It rips apart social cohesion from top to bottom.

Of course, Trump’s most dangerous corrupt behavior — one in which he’s been joined by the most prominent elected and appointed members of his government and much of his party — has been his campaign to reject the results of the 2020 general election. The concerted and cynical promotion of the big lie that the Democrats stole that election has so corrupted faith in the legitimacy of government that up to 68% of Republicans now believe the vote was rigged to elect Joe Biden. At “best,” Trump has set the stage for increased Republican suppression of the vote in communities of color. At worst, he has so poisoned the electoral process that a substantial minority of Americans will never again accept as free and fair an election in which their candidate loses.

A Country in Ever-Deepening Conflict: White supremacy has infected the entire history of this country, beginning with the near-extermination of its native peoples. The Constitution, while guaranteeing many rights to white men, proceeded to codify the enslavement of Africans and their descendants. In order to maintain that enslavement, the southern states seceded and fought a civil war. After a short-lived period of Reconstruction in which Black men were briefly enfranchised, white supremacy regained direct legal control in the South, and flourished in a de facto fashion in the rest of the country.

In 1858, two years before that civil war began, Abraham Lincoln addressed the Illinois Republican State Convention, reminding those present that

‘A house divided against itself cannot stand.’ I believe this government cannot endure, permanently half slave and half free. I do not expect the Union to be dissolved — I do not expect the house to fall – but I do expect it will cease to be divided. It will become all one thing, or all the other.

More than 160 years later, the United States clearly not only remains but has become ever more divided. If you doubt that the Civil War is still being fought today, look no farther than the Confederate battle flags proudly displayed by members of the insurrectionary mob that overran the Capitol on January 6th.

Oh, and the barbarians? They are not just at the gate; they have literally breached it, as we saw in Washington when they burst through the doors and windows of the center of government.

Building a country from the rubble of empire Human beings have long built new habitations quite literally from the rubble — the fallen stones and timbers — of earlier ones. Perhaps it’s time to think about what kind of a country this place — so rich in natural resources and human resourcefulness — might become if we were to take the stones and timbers of empire and construct a nation dedicated to the genuine security of all its people. Suppose we really chose, in the words of the preamble to the Constitution, “to promote the general welfare, and to secure the blessings of liberty to ourselves and our posterity.”

Suppose we found a way to convert the desperate hunger for ever more, which is both the fuel of empires and the engine of their eventual destruction, into a new contentment with “enough”? What would a United States whose people have enough look like? It would not be one in which tiny numbers of the staggeringly wealthy made hundreds of billions more dollars and the country’s military-industrial complex thrived in a pandemic, while so many others went down in disaster.

This empire will fall sooner or later. They all do. So, this crisis, just at the start of the Biden and Harris years, is a fine time to begin thinking about what might be built in its place. What would any of us like to see from our front windows next year?

History whispers to blockading Arab states as GCC rift is resolved

The recent agreement to end the boycott of Qatar by the UAE, Saudi Arabia, Egypt, and Bahrain is a welcomed development that also hides some uncomfortable realities about the past, the present, and the future. It reflects a striking combination of failed old ways and promising new realities in inter-Arab foreign policy and diplomacy, but its most important lesson might prove to be the peak it gives us into internal decision-making in the states involved.

It is noteworthy above all for being the first formal, if silent, validation of the failed policies that the United Arab Emirates and Saudi Arabia have pursued in the region in the past seven years or so. Some other Arab states often followed in tow for their own domestic or economic reasons, so the abrupt about-face by the boycott leaders might also suggest slow changes in the worldviews of the followers. The reconciliation accord is a positive development that all should welcome, particularly in view of the disasters that resulted from the more dynamic, often politically and militarily aggressive, regional actions they took since their two crown princes effectively assumed control of policymaking.

The blockade of Qatar was the most flamboyant and bizarre move by the Emirati-Saudi duo, largely because it was based on fabricated accusations against Qatar that in turn emanated from slightly hysterical Emirati/Saudi fears about how the region was evolving in political and geo-strategic directions they feared. These fears were well captured in the original list of 13 demands they made from Qatar in summer 2017, which were widely seen as a fantastic, rather than a credible, list of actionable political concerns.

This proved to be the correct assessment in view of the UAE’s foreign policy spokesman’s admission last week that these 13 points were more like maximalist negotiating demands than realistic moves Qatar could make. The logical conclusion is that the UAE-Saudi duo and their supporters were as incompetent in negotiating as they were in foreign policymaking. This is also evident since no meaningful international party supported the boycott, and many leading countries, like Kuwait, the USA, Germany, and others, tried repeatedly to end it.

The agreement silently affirms the failure of the boycott, in the typical Middle Eastern manner of admitting your mistake but not admitting it explicitly. Whether this is an honorable face-saving technique or the consequence of weak statecraft will be for history to determine. For now, we can only say that the underlying and real political tensions among the Gulf Cooperation Council (GCC) states that triggered the boycott, along with the earlier episode of tensions in 2013, have not been resolved, but they can be addressed through serious dialogue instead of impetuous temper-tantrums.

Most of the complaints against Qatar reflect differences in political values and national ideologies which Qatar feels serve it well, but which the boycotters fear threaten their own wellbeing. The most practical include issues like allowing freewheeling coverage, analysis, and commentary on Al Jazeera television and other Qatari-backed media outlets in Arabic and English; good working relations with Turkey and Iran; and supporting Islamist political movement across the Middle East, some of which have won free elections. The recurring incompetence  in  UAE-Saudi foreign policymaking, even a tendency to backfire on their aims, is evident in how Iran and Turkey have stronger political and strategic links across the Arab region than they did three and a half years ago, Qatari-backed media continue to flourish, and Qatar is much less vulnerable today to crude political bullying by its neighbors.

Yet ending the boycott policy without evidence of resolving any of the underlying issues the boycotters raised repeats the enduring old way of inter-Arab diplomacy that has largely failed to achieve stability or security. It perpetuates the danger that future policy follies could occur again, only later to be swept under the rug. Such a never-ending cycle of failed and impulsive decision-making by unaccountable powerful men has ravaged the lives of tens of millions of innocent people in the past half-century, and this boycott-ending agreement does not signal any end to it.

Nevertheless, this positive agreement offers a glimmer of hope for fewer Saudi-Emirati joint ventures in regional overreach and militarism that has usually backfired, most notably, in Libya, Yemen, Lebanon, Syria, and Somalia. We do not know what caused the Emirati and Saudi leaderships to agree to end their blockade. Speculation includes most notably the Saudi king’s desire to relieve pressure on his son Crown Prince Mohammad Bin Salman before President Donald Trump retires in disgrace and President Joe Biden assumes power — given the Biden pledge to hold Saudi and other regions accountable for their actions, whether in Yemen, Qatar, Libya, or elsewhere.

Qatar’s response to the boycott, on the other hand, shows again how national resolve and steadfastness can triumph over lies backed by aggression. It helps Qatar that it is a small and wealthy country that could quickly enjoy support from powerful friends across the world. Yet standing up to the potentially grave dangers it faced required a measure of self-assuredness that is not common among Arab leaderships. Qatar’s energetic economic adjustments to foster greater self-reliance also hold out promise for reducing its vulnerabilities — offering lessons that many others can benefit from.

Many unanswered questions about the agreement remain, related to what Qatar offered to make the deal work, the role of the USA, Donald Trump’s eviction from the White House, and the shadows of Iran and Joe Biden hovering over the region. Did Gulf states’ expanding ties with Israel play a role, perhaps making them feel more secure in case the USA starts pressuring them or Iran keeps meddling in the region? Time will tell.

But time is also important here in another dimension — the past. The location of the GCC summit in Al-Ula in northwestern Saudi Arabia should remind any Arab leaders who pay attention to history that we have much to learn from what happened in the area around Al-Ula some 2300 years ago. That was when the Nabataean Arab kingdom flourished for around four centuries, in the land of northern Saudi Arabia and southern Jordan today. The Nabataean capital at Petra remains one of the wonders of the ancient world, and its rock-carved monuments are also well preserved in the region of Madain Salah near Al-Ula.

The Nabateans still whisper to us today secrets about how small and vulnerable countries can survive and thrive, which should interest both small countries and bigger, more aggressive, ones. These secrets are about preserving one’s delicate natural resources (especially water), balancing one’s economy among trade, agriculture, and industrial/mineral production, leaders serving their people with dignity and humility, and — most importantly — maintaining peaceful and negotiated relationships with potentially threatening bigger foreign powers.

The Nabataeans survived and thrived for centuries in the face of stronger empires that eyed their resources because they usually evaded war, occupation, or destruction by negotiating agreements to allow the flow of international trade that was a main source of their wealth. Boycotts on fabricated grounds? No thanks, that’s the fool’s tool. War and sanctions? No siree, that rarely achieves desired results, and usually worsens conditions for all. Negotiate a sharing of resources and wealth — and security — for all? Yessiree, I’ll take that!

The next time the Saudi and Emirati crown princes — or any other Arab leaders — travel around Saudi Arabia they might peek into the past and remember what its ancient civilizations bequeathed to us in the timeless arenas of diplomacy and statecraft. These are more relevant than ever in view of important relationships that must be negotiated one day soon among Arabs, Iranians, Turks, and Israelis, and which can only be negotiated on the basis of mutual and equal rights, rather than hallucinatory accusations that are humiliatingly reversed when they fall flat.

Liz Theoharis, “Martin Luther King, Jr.’s true legacy”

2020 will go down as the deadliest year in American history, significantly due to the devastation delivered by the coronavirus pandemic. In addition, count in nearly two trillion dollars in damage from climate events (many caused by, or heightened by, intensifying global warming), a surge of incidents of police violence inflicted on Black and Native peoples, and millions more Americans joining the ranks of the poor even as small numbers of billionaires soared ever further into the financial heavens. And it’s already obvious that 2021 is likely to prove another harrowing year.

In the first weeks of January alone, Covid-19 deaths have risen to unprecedented levels; record turnout elected Georgia’s first Black and Jewish Senators in a runoff where race-baiting, red-baiting, and voter suppression were still alive and well; and a racist, white nationalist mob swarmed the Capitol emboldened by the president, as well as senators, representatives, and other officials, in an attempt to subvert and possibly take down our democratic system. The January 6th attack on that building was by no means a singular event (in a country where local officials have in recent years been similarly threatened). It did, however, highlight dramatically the growing menace of illiberal and anti-democratic forces building in power. And one thing is guaranteed: its impact will hit the poor and people of color most strikingly. Social media and news reports suggest that, with an emboldened white supremacist movement on the rise, more such attacks are being planned.

Many have claimed that those rioters (and the president’s infamous “base” more generally) were all, in essence, poor, working-class white people. In reality, however, among those who have led such racist attacks are business leaders, executives, and multimillionaires. As author Sarah Smash writes, “’Poor uneducated whites’ are neither the base/majority nor the explanation for Trumpism: stories now abound of middle-class and even affluent white insurrectionists leading and joining the hateful charge at the U.S. Capitol.”

Indeed, it would be better to take a more careful look at the rich and powerful, as the storming of the Capitol on January 6th once again exposes the Make America Great Again movement for the sort of fake populism that has, in these years, served elites all too “richly.” And the more we learn about that coordinated astroturf assault, the more the dark money that lay behind its origins all these years comes to light.

Questions must be raised Eleven months into the pandemic, we are living through the most unequal recession in modern American history. For the poor and precarious, this last year was a nightmare that dwarfed the 2007-2008 recession. Between March and October, nearly 67 million people lost work. This month alone about 20 million of them are collecting unemployment. By the end of 2020, one in five adults with children reported that, at times, they didn’t have enough to eat, while one in five renters were behind on their payments and faced the threat of eviction during the winter months of a still rampant virus.

At the same time, the wealth of America’s 651 billionaires increased by more than $1 trillion to a total of about $4 trillion. At the start of 2020, Jeff Bezos was the only American with a net worth of more than $100 billion. By the end of the year, he was joined by Mark Zuckerberg, Bill Gates, and Elon Musk — and just last week Elon Musk passed Bezos as the richest person in the world.

A look at the wealthiest of wealthy Americans reveals a cross-section of industry — from the leaders of tech companies like Amazon and Facebook to the top executives of financial institutions like Berkshire Hathaway and Quicken Loans to those heading retail giants like Walmart and Nike, all of which collectively employ millions of workers. At Amazon, where the median pay is about $35,000 a year, Bezos could have distributed the $71.4 billion he made in the last pandemic year to his own endangered workers and he would still have had well more than $100 billion left.

A recent report by the Institute for Policy Studies and Americans for Tax Fairness put it this way:

Never before has America seen such an accumulation of wealth in so few hands. As tens of millions of Americans suffer from the health and economic ravages of this pandemic, a few hundred billionaires add to their massive fortunes. Their profits are so immense that America’s billionaires could pay for a major Covid relief bill and still not lose a dime of their pre-virus riches.

This last point is especially damning since the first and largest Covid-19 relief bill, the CARES Act, handed out billions of dollars worth of benefits to the upper-middle-class, the rich, and corporations. Most of us will only remember the $1,200 checks that went to some of those in need, but the bill also included provisions that favored the already well-off, including higher corporate interest deductions, flexible corporate loss rules, increased charitable tax deductions, and big tax breaks for the super-rich. Other parts of the CARES Act like the Paycheck Protection Program, as well as significant allocations to universities and hospitals, gave generously to large corporations and the wealthiest of institutions.

Direct payments and other measures in that bill did help many everyday people for a short period of time and yet Senate Republicans stonewalled long after those benefits had expired. When they finally relented in December, Mitch McConnell, knowing full well all that he had secured for the rich in the spring, craftily shot down proposed $2,000 checks for individuals as “socialism for the rich,” even though they would have disproportionately benefited low-and-middle-income Americans. Now, as the Biden transition team lays the groundwork for another major relief bill, conservative Democrat Joe Manchin of West Virginia has already threatened that he would “absolutely not” vote for such $2,000 checks.

Of course, the acceleration of inequality and tepid policy solutions to poverty are hardly unique to the United States. This year, the Bloomberg Billionaires Index recorded a 31% increase in wealth among the 500 richest people in the world, the largest single-year gain in the list’s history. Meanwhile, the United Nations Development Programme projected that the long-term effects of Covid-19 could force 207 million more people across the globe into extreme poverty. That, in turn, would bring the official U.N. count of those making less than two dollars a day to more than a billion, or a little less than one-seventh of the world’s population — and, mind you, that’s at the onset of a decade that promises escalating economic dislocation, mass migration, and climate crisis.

A world of superfluous wealth and deadening poverty This week, President-elect Joe Biden will be sworn into office and inherit a crisis that demands bold action. He has already said that on day one he will commit his administration to confronting the pandemic, the recession, systemic racism, and climate change. Four months ago, during an event with the Poor People’s Campaign, he also told an audience of more than a million people that “together we can carry on Dr. King’s Poor People’s Campaign, which is based on a simple, moral truth: that we’re all created in the image of God and everyone is entitled to be treated with dignity and respect.” He concluded by promising that “ending poverty will not just be an aspiration, it will be a theory of change to build a new economy that includes everyone.”

For this to be possible, however, the Biden administration will need to reject the supremacy of austerity and the ideology of scarcity. It will instead have to invest in an economy that guarantees health care, housing, food, water, and decent work for all its citizens. This will, of course, require imagining the sort of restructuring of our society that would, no doubt, be the work of a generation or more. But it could at least begin with an honest accounting of the actual abundance so unequally hoarded in the bank accounts, stock, and real estate holdings of this country’s richest people and the coffers of the Pentagon and the industrial complex that engulfs it, followed naturally by a plan to share it all so much more fairly.

On the anniversary of the birthday of Martin Luther King, Jr. (who, had he not been assassinated, would have been 92 years old this January 15th), it is only fitting to share these still timely and prophetic words of his:

God has left enough (and to spare) in this world for all of his children to have the basic necessities of life, and God never intended for some of his children to live in inordinate superfluous wealth while others live in abject, deadening poverty. And somehow, I believe that God made it all… I believe firmly that the earth is the Lord’s and the fullness thereof. I don’t think it belongs to Mr. Rockefeller. I don’t think it belongs to Mr. Ford. I think the earth is the Lord’s, and since we didn’t make these things by ourselves, we must share them with each other. And I think this is the only way we are going to solve the basic problems and the restructuring of our society which I think is so desperately needed.

Exchange Mr. Musk and Mr. Bezos for Mr. Rockefeller and Mr. Ford, and King’s words couldn’t be more timely, could they?

Honoring Dr. King After all, every January, students, workers, and community members sign up for service projects to celebrate King’s birthday. In fact, MLK Day is the only federal holiday designated as a national day of service, when people paint schools, clean up trash, serve lunch to the hungry, and so much more. Over the last few decades, the spirit of volunteerism has become inextricably linked in the American imagination to King’s life and this year will be no exception. Today, amid unprecedented social, political, economic, and health upheaval, and the need to mask and social distance, even President-elect Biden’s inaugural committee is organizing a day of service.

In October 1983, as Congress considered the creation of MLK Day, Meldrim Thompson, Jr., the former Republican governor of New Hampshire, privately pleaded with President Ronald Reagan to veto any such legislation, calling Dr. King a “man of immoral character” with “well established” communist connections. Reagan (in what today would be true Trumpian fashion) replied, “On the national holiday you mentioned, I have the reservations you have, but here the perception of too many people is based on an image, not reality. Indeed, to them, the perception is reality.”

Reagan’s noxious remarks remind us that Dr. King was once considered a profound threat to the established order. The reality of Dr. King’s radical life has over time been almost unrecognizably smoothed over into an image that, so many years later, even Reagan, even Trump, might applaud. By casting Dr. King as an apolitical champion of charity, however, Americans have whitewashed not just his legacy, but that of the Black freedom struggle he helped lead, which broke Jim Crow, thanks to the most militant kinds of organizing.

Through a wicked transmutation of history, those with the most money and power in society are now allowed to use his name as a bulwark against the collective action of poor and dispossessed people, propping themselves up instead. Today, with carefully excerpted texts like “everyone can be great, because everyone can serve” as proof, King’s words are all too often manipulated to sanctify a truly superficial response to the burning crises of systemic racism, poverty, homelessness, hunger, and so much more. Yet even a cursory glance at the historical record should remind us all that King represented an incendiary reality in terms of the America of his time (and, sadly, of ours, too) and that there was nothing corporate-friendly about his image.

Fifty-three years ago, in his sermon “Where Do We Go from Here,” he spoke clearly to the question of corporate service, charity, and the kind of truth-telling action he had committed his life to:

We are called upon to help the discouraged beggars in life’s marketplace. But one day we must come to see that an edifice which produces beggars needs restructuring. It means that questions must be raised. And you see, my friends, when you deal with this you begin to ask the question, ‘Who owns the oil?’ You begin to ask the question, ‘Who owns the iron ore?’ You begin to ask the question, ‘Why is it that people have to pay water bills in a world that’s two-thirds water?’ These are the words that must be said.

On the anniversary of his birth, may others keep asking such questions and remind us, as the Biden era begins, that the Earth does not belong to Jeff Bezos, Elon Musk, or the white supremacists who laid siege to the U.S. Capitol. The nation must have the moral courage to carry on the work of Reverend King. After all, the best hope of successfully navigating the crises of 2021 and beyond must involve King’s dream of building a multi-racial fusion movement to reconstruct society from the bottom up.

Michael Klare, “President Biden’s China conundrum”

Soon-to-be President Joe Biden will instantly face a set of extraordinary domestic crises — a runaway pandemic, a stalled economy, and raw political wounds, especially from the recent Trumpian assault on the Capitol — but few challenges are likely to prove more severe than managing U.S. relations with China. While generally viewed as a distant foreign-policy concern, that relationship actually looms over nearly everything, including the economy, the coronavirus, climate change, science and technology, popular culture, and cyberspace. If the new administration follows the course set by the preceding one, you can count on one thing: the United States will be drawn into an insidious new Cold War with that country, impeding progress in almost every significant field. To achieve any true breakthroughs in the present global mess, the Biden team must, above all else, avert that future conflict and find ways to collaborate with its powerful challenger. Count on one thing: discovering a way to navigate this already mine-laden path will prove demanding beyond words for the most experienced policymakers in Biden’s leadership ensemble.

Even without the corrosive impacts of Donald Trump’s hostile diplomacy of recent years, China would pose an enormous challenge to any new administration. It boasts the world’s second-largest economy and, some analysts say, will soon overtake the United States to become number one. Though there are many reasons to condemn Beijing’s handling of the coronavirus, its tough nationwide clampdown (following its initial failure to acknowledge the very existence of the virus, no less the extent of its spread) allowed the country to recover from Covid-19 faster than most other nations. As a result, Beijing has already reported strong economic growth in the second half of the year, the only major economy on the planet to do so. This means that China is in a more powerful position than ever to dictate the rules of the world economy, a situation confirmed by the European Union’s recent decision to sign a major trade and investment deal with Beijing, symbolically sidelining the United States just before the Biden administration enters office.

After years of increasing its defense expenditures, China now also possesses the second most powerful military in the world, replete with modern weaponry of every sort. Although not capable of confronting the United States on the high seas or in far-flung locales, its military — the People’s Liberation Army, or PLA — is now in a position to challenge America’s longstanding supremacy in areas closer to home like the far western Pacific. Not since Japan’s imperial expansion in the 1930s and early 1940s has Washington faced such a formidable foe in that part of the world.

In critical areas — scientific and technological prowess, diplomatic outreach, and international finance, among others — China is already challenging, if not overtaking America’s long-assumed global primacy. On so many fronts, in other words, dealing with China poses an enormous conundrum for America’s new leadership team. Worse yet, the destructive China policies of the Trump administration, combined with the authoritarian and militaristic policies of Chinese President Xi Jinping, pose immediate challenges to Biden when it comes to managing U.S.-China relations.

Trump’s toxic legacy Donald Trump campaigned for office pledging to punish China for what he claimed was its systemic drive to build its economy by looting the American one. In 2016, he vowed that, if elected president, he would use the power of trade to halt that country’s nefarious practices and restore American global primacy. Once ensconced in the White House, he did indeed impose a series of tariffs on what now amounts to about $360 billion in Chinese imports — a significant barrier to improved relations with Beijing that Biden must decide whether to retain, loosen, or eliminate altogether.

Even more threatening to future cordial relations are the restrictions Trump placed on the access of Chinese companies to U.S. technology, especially the advanced software and computer chips needed for future developments in fifth generation (5G) telecommunications. In May 2019, claiming that leading Chinese telecom firms like Huawei and ZTE Corporation had links to the PLA and so represented a threat to American national security, Trump issued an executive order effectively barring those companies from purchasing American computer chips and other high-tech equipment. A series of further executive orders and other moves followed that were aimed at restricting Chinese companies from gaining access to U.S. technology.

In these and related actions, President Trump and his senior associates, notably Secretary of State Mike Pompeo and top trade adviser Peter Navarro, claimed that they were acting to protect national security from the risk of intelligence operations by the PLA. From their statements at the time, however, it was evident that their real intent was to impede China’s technological progress in order to weaken its long-term economic competitiveness. Here, too, Biden and his team will have to decide whether to retain the restrictions imposed by Trump, further straining Sino-American ties, or to reverse course in an effort to enhance relations.

The China crisis: military and diplomatic dimensions An even greater challenge for President Biden will be the aggressive military and diplomatic initiatives undertaken by the Trump administration. In 2018, his secretary of defense, Jim Mattis, issued a new military doctrine under the label “great power competition” that was meant to govern future planning by the Department of Defense. As spelled out in the Pentagon’s official National Defense Policy of that year, the doctrine held that U.S. forces should now switch their focus from combatting Islamic terrorists in remote Third World locations to combatting China and Russia in Eurasia. “Although the Department continues to prosecute the campaign against terrorists,” Mattis told the Senate Armed Services Committee that April, “long-term strategic competition — not terrorism — is now the primary focus of U.S. national security.”

In line with this policy, in the years that followed, the entire military establishment has been substantially refocused and reengineered from acting as a counterterror and counterinsurgency force into one armed, equipped, and focused on fighting the Chinese and Russian militaries on the peripheries of those very countries. “Today, in this era of great power competition, the Department of Defense has prioritized China, then Russia, as our top strategic competitors,” Secretary of Defense Mark Esper declared this past September, shortly before he was ousted by the president for, among other things, supporting a call to redub U.S. military bases now named after Confederate Civil War generals. Significantly, while still in power, Esper identified China as America’s number one strategic competitor — a distinction Mattis had failed to make.

To ensure Washington’s primacy in that competition, Esper highlighted three main strategic priorities: the weaponization of advanced technologies, the further “modernization” and enhancement of the country’s nuclear arsenal, and the strengthening of military ties with friendly nations surrounding China. “To modernize our capabilities,” he declared, “we have successfully secured funding for game-changing technologies such as artificial intelligence, hypersonics, directed energy, and 5G networks.” Significant progress, he claimed, had also been made in “recapitalizing our strategic nuclear triad,” this country’s vast, redundant arsenal of land-based intercontinental ballistic missiles (ICBMs), submarine-launched ballistic missiles (SLBMs), and long-range nuclear bombers. In addition, with the goal of encircling China with a hostile U.S.-oriented alliance system, he bragged that “we are implementing a coordinated plan, the first of its kind, to strengthen allies and build partners.”

For Chinese leaders, the fact that Washington’s military policy now called for just such a tripartite program of non-nuclear weapons modernization, nuclear weapons modernization, and military encirclement meant one obvious thing: they now face a long-term strategic threat that will require a major mobilization of military, economic, and technological capabilities in response — which is, of course, the very definition of a new Cold War competition. And the Chinese leadership made it all too clear that they would resist any such U.S. initiatives by taking whatever steps they deemed necessary to defend China’s sovereignty and national interests. You undoubtedly won’t be surprised to learn then, that, like the U.S., they are in the process of acquiring a wide array of modern nuclear and non-nuclear weaponry, while weaponizing emerging technologies to ensure success or at least some semblance of parity in any future encounters with American forces.

Alongside such military initiatives, the Trump administration sought to hobble China and curb its rise through a coordinated strategy of diplomatic warfare — efforts that most notably included increased support for the island of Taiwan (claimed by China as a breakaway province), ever closer military ties with India, and the promotion of joint Australian, Indian, Japanese, and U.S. military ties, an arrangement known as “the Quad.”

An upgrade in ties with Taiwan was a particular objective of the Trump administration (and a particular provocation to Beijing). Ever since President Jimmy Carter agreed to recognize the Communist regime in Beijing in 1978, and not the Taiwanese, as the legitimate government of China, U.S. administrations of every sort have sought to avoid the appearance of engaging in a high-level official relationship with that island’s leadership in Taipei, even as it continued to sell them arms and conduct other forms of intergovernmental relations.

In the Trump years, however, Washington has engaged in a number of high-profile actions specifically intended to show support for the Taiwanese government and, in the process, rile the Chinese leadership. These included a visit to Taipei this past August by Secretary of Health and Human Services Alex Azar II, the first of its kind by a cabinet secretary since 1979. In yet another provocative move, the U.S. ambassador to the U.N., Kelly Craft, has just met with top Taiwanese officials in Taipei. The administration also sought to secure Taiwan observer status at the World Health Organization and other international bodies to help bolster its image as a nation unto itself. Of equal concern to Beijing, the administration authorized $16.6 billion in new top-grade arms sales to Taiwan over the past two years, including a record-breaking $8-billion sale of 66 advanced F-16C/D fighter planes.

Enhanced U.S. ties with India and other members of the Quad proved to be a top Trump administration foreign-policy priority as well. In October 2020, Mike Pompeo traveled to India for the third time as secretary of state and used the occasion to denounce China while promoting closer Indo-American military ties. He pointedly referred to the 20 Indian soldiers killed in a border clash with Chinese forces last June, insisting that, “the United States will stand with the people of India as they confront threats to their sovereignty and to their liberty.” Defense Secretary Esper, who accompanied Pompeo on that trip to New Delhi, spoke of increasing defense cooperation with India, including prospective sales of fighter aircraft and unmanned aerial systems.

Both officials praised the country for its future participation in “Malabar,” the Quad’s joint naval exercises to be held that November in the Bay of Bengal. Without anyone saying so explicitly, that exercise was widely viewed as the debut performance of the burgeoning military alliance aimed at containing China. “A collaborative approach toward regional security and stability is important now more than ever, to deter all who challenge a free and open Indo-Pacific,” commented Ryan Easterday, commanding officer of the guided-missile destroyer USS John S. McCain, one of the participating vessels.

Needless to say, all this represents a complex and formidable legacy for President Biden to overcome as he seeks to establish a less hostile relationship with the Chinese.

President Biden’s Xi Jinping problem Clearly, Trump’s disruptive legacy will make it hard for President Biden to halt the downward slide in Sino-American relations and the Xi Jinping regime in Beijing will make it no easier for him. This is not the place for a detailed analysis of Xi’s turn towards authoritarianism over the past few years or his growing reliance on a militaristic outlook to ensure loyalty (or submission) from the Chinese people. Much has been written about the suppression of civil liberties in China and the silencing of all forms of dissent. Equally disturbing is the adoption of a new national security law for Hong Kong, now being used to round up critics of the mainland government and independent political voices of all sorts. And nothing quite compares to the attempted brutal extinction of Uighur Muslim identity in the Xinjiang Autonomous Region in China’s far west, involving the incarceration of a million or more people in what amounts to concentration camps.

The suppression of civil liberties and human rights in China will make it particularly difficult for the Biden administration to mend ties with Beijing, as he has long been a strong advocate of civil rights in the U.S., as has Vice President Kamala Harris and many of their close associates. It will be almost impossible for them to negotiate with the Xi regime on any issue without raising the matter of human rights — and that, in turn, is bound to elicit hostility from the Chinese leadership.

Xi has also recentralized economic power in the hands of the state, reversing a trend towards greater economic liberalization under his immediate predecessors. State-owned enterprises continue to receive the lion’s share of government loans and other financial benefits, putting private firms at a disadvantage. In addition, Xi has sought to hobble large private firms like the Ant Group, the hugely successful digital-payments enterprise founded by Jack Ma, China’s most celebrated private entrepreneur.

While consolidating economic power at home, the Chinese president has scored considerable success in building economic and trade ties with other countries. In November, China and 14 nations, including Australia, Japan, New Zealand, and South Korea (but not the United States), signed one of the world’s largest free-trade pacts, the Regional Comprehensive Economic Partnership, or RCEP. Largely viewed as a successor to the ill-fated Trans-Pacific Partnership from which President Trump withdrew soon after taking office, the RCEP will facilitate trade among countries representing more of humanity (some 2.2 billion people) than any previous agreement of its kind. And then there’s that just-initialed investment agreement between the European Union and China, another mega-deal that excludes the United States, as does China’s ambitious trillion-dollar-plus Belt and Road Initiative, meant to link the economies of countries in Eurasia and Africa ever more closely to Beijing.

In other words, it will be that much more difficult for the Biden administration to bring economic leverage to bear on China or enable large American companies to act as partners in pressing for change in that country, as they might have in the past.

President Biden’s options Biden himself has not said a great deal about what he has in mind for U.S.-China relations, but the little he has suggests a great deal of ambivalence about his top priorities. In his most explicit statement on foreign policy, an article that appeared in the March/April issue of Foreign Affairs, he spoke about “getting tough” on China when it comes to trade and human rights, while seeking common ground on key issues like North Korea and climate change.

While criticizing the Trump administration for alienating U.S. allies like Canada and the NATO powers, he affirmed that “the United States does need to get tough with China.” If China has its way, he continued, “it will keep robbing the United States and American companies of their technology and intellectual property [and] keep using subsidies to give its state-owned enterprises an unfair advantage.” The most effective approach to meet that challenge, he wrote, “is to build a united front of U.S. allies and partners to confront China’s abusive behaviors and human rights violations, even as we seek to cooperate with Beijing on issues where our interests converge, such as climate change, [nuclear] nonproliferation, and global health security.”

That makes for a good sound bite, but it’s an inherently contradictory posture. If there’s anything that the Chinese leadership dreads — and will resist with the full weight of its powers — it’s the formation of a “united front of U.S. allies and partners to confront China’s abusive behaviors.” That, more or less, is what the Trump administration tried to do without producing any significant benefits for the United States. Biden will have to decide where his main priority lies. Is it in curbing China’s abusive behaviors and human-rights violations or in gaining cooperation from the planet’s other great power on the most pressing and potentially devastating issues on the global agenda at the moment: climate change before the planet desperately overheats; the nonproliferation of nuclear, hypersonic, and other kinds of advanced weaponry before they spiral out of control; and health security in a pandemic world?

As in so many other areas he will have to deal with after January 20th, to make progress on any issue, Biden will first have to overcome the destabilizing legacies of his predecessor. This will mean, above all, scaling back punitive and self-defeating tariffs and technological barriers, slowing the arms race with China, and abandoning efforts to encircle the mainland with a hostile ring of military alliances. Short of that, progress of any sort is likely to prove next to impossible and the twenty-first-century world could find itself drawn into a Cold War even more intractable than the one that dominated the second half of the last century. If so, god save us all, we could end up facing nuclear hot war or the climate-change version of the same on a failing planet.

Nomi Prins, “War of the (financial) worlds”

Sometimes things only make sense when seen through a magnifying lens. As it happens, I’m thinking about reality, the very American and global reality clearly repeating itself as 2021 begins.

We all know, of course, that we’re living through a once-in-a-century-style pandemic; that millions of people have lost their jobs, a portion of which will never return; that the poorest among us, who can withstand such acute economic hardship the least, have been slammed the hardest; and that the global economy has been kneecapped, thanks to a battery of lockdowns, shutdowns, restrictions of various sorts, and health-related concerns. More sobering than all of this: more than 360,000 Americans (and counting) have already lost their lives as a result of Covid-19 with, according to public health experts, far more to come.

And yet, as if in some galaxy far, far away, there also turns out to be another, so much more upbeat side to this equation. As Covid-19 grew ever worse while 2020 ended, the stock market reached heights that hadn’t been seen before.

Ever.

Meanwhile, again in the thoroughly cheery news column, banks in 2021 will be able to resume their march toward billions of dollars in share buybacks, courtesy of the Federal Reserve opting to support such a bank-and-stock-market stimulus. The Fed’s green light for this activity on December 18th will allow mega-banks to return to those share buybacks (which constitute 70% of the capital payout that they provide shareholders). In June 2020, the Fed had banned the practice ostensibly to help them better navigate risks caused by the pandemic.

Those very financial institutions can now pour money into purchasing their own stocks again rather than, say, into loans to struggling small businesses endangered by pandemic-instigated economic disaster. As soon as Wall Street got the good news from the Fed as 2020 ended, JPMorgan Chase, the nation’s biggest bank, wasted no time in announcing its intent to buy a staggering $30 billion of its own shares in the new year. And as if by magic, those shares leapt 5% that very day. Other mega-banks followed suit, as did their share prices.

Now, for reasons you’ll soon understand, take a little trip back in history with me to the eve of Halloween, 1938, when Orson Welles and the Mercury Theatre dramatized his adaptation of H.G. Wells’ 1898 sci-fi-meets-dystopia-meets-imperialism novel, The War of the Worlds, on the radio. As Martians “invaded” New Jersey (it had been London in the novel) with mayhem in mind, panic evidently ensued among some radio listeners who thought they were hearing perfectly real reports about an alien invasion of Planet Earth. Later accounts suggest that the media blew that reaction out of proportion (“fake news,” 1938-style?), yet people who tuned in late and missed the set-up about the fictitious nature of the program did indeed panic.

And it’s not hard to understand why they might have done so at that moment.  There had already been surprises galore. The world, after all, had barely recovered from the aftermath of the 1929 stock market crash and the Great Depression that followed. It was also still reeling from the fiery Hindenburg disaster of 1937 in which a German airship blew up in New Jersey, as well as from the escalation of tensions and hostilities in both Asia and Europe that would lead to World War II.  Perhaps people already equated or conflated the Martian invasion on the radio with fantasies about a potential German invasion of this country. In some papers, after all, reports on the reaction to Welles’s performance were set right next to news of war clouds brewing in Europe and Asia. With or without Welles, people were on edge.

Whatever the case, fear has been both a great motivator and an anxiety provoker when it comes to the media, whether in 1938 or today. At the moment, the focus is on economic and health-related fears in all-too-ample supply. It is also on the disconnect that exists between the real economic world that most of us live in and turbo-boosted stock markets. These distorted markets are the result of wealth inequality that once would have been unimaginable in this country. In a way, economically speaking, you might say that today we’re suffering the equivalent of an invasion from Mars.

From the financial crisis to the pandemic It’s not hard these days to imagine the chaos people would feel if their lives or livelihoods were threatened by an external, uncontrollable force like those Martians. After all, we’re in a pandemic age in which the gaps between the rich, the poor, and the middle class are being reinforced in endlessly stunning ways, a world in which some people have the means to remain remarkably safe, secure, and alive, while others have no means at all.

Covid-19 is not, of course, from Mars or sent by aliens, but in terms of its impact, it’s as if it were. And the pandemic is, in the end, only exacerbating, sometimes in radical ways, problems that already were bad enough, particularly economic inequality.

Remember that, long before Covid-19 hit, the financial crisis of 2008 was met by a multi-trillion-dollar Wall Street bailout. At the same time, the Federal Reserve cut interest rates to zero, while purchasing U.S. Treasury and mortgage bonds from the very banks that had sparked the disaster.  Its own assets then rose from $870 billion to $4.5 trillion between August 2007 and August 2015. On the other hand, the U.S. economy never quite reached a growth level of, on average, more than 2% annually in the years after that near collapse, even as the stock market regained all its losses and so much more. The Dow Jones Industrial Average, aided by an ultra-loose monetary policy, steadily rose from a financial-crisis low of 6,926 on March 5, 2009 to 27,090 by March 4, 2020, which was when Covid-19 briefly trashed its rally.

However, within a month of the market dip that followed widespread shutdowns, its climb was refortified by similar but larger maneuvers, as Federal Reserve policy was once again deployed to save the rich under the auspices of saving the economy. Rally 2.0 took the Dow to a new record of 30,606.48 as 2020 closed.

On the other side of reality, I’m sure you won’t be surprised to learn that, according to recent Federal Reserve reports, the U.S. wealth gap continued to widen dramatically as economic inequality increased yet again in 2020 thanks to the coronavirus pandemic. That’s because the health and economic devastation it inflicted affected low-wage service workers, low-income earners, and people of color so much more than the upper-middle class and elite upper class.

Meanwhile, as 2020 ended, the richest 10% of Americans owned more than 88% of the outstanding shares of companies and mutual funds in the U.S. The top 1% also controlled more than 88 times the wealth of the bottom 50% of Americans. Simply put, the less you had, the less you could afford to lose any of it. Indeed, the combined net worth of the top 1% of Americans was $34.2 trillion (about one-third of all U.S. household wealth), while the total for the bottom half was $2.1 trillion (or 1.9% of that wealth).

And yet, American billionaires scored monumentally during the pandemic, due particularly to their lofty position in the stock market. The planet’s 2,200 or so billionaires got wealthier by $1.9 trillion in 2020 alone and were worth about $11.4 trillion in mid-December 2020 (up from $9.5 trillion a year earlier). Twenty-first-century tycoons like Elon Musk and Jeff Bezos raked it in specifically because of all the money pouring into shares of their stock. Even bipartisan congressional stimulus measures meant for necessary relief turned into a chance to elevate fortunes at the highest echelons of society.

If you want to grasp inequality in the pandemic moment, consider this: while the market soared, more than 25.5 million Americans were the recipients of federal unemployment benefits. The S&P 500 stock market index added a total of $14 trillion in market value in 2020. In essentially another universe, the number of people who lost their jobs due to the pandemic and didn’t regain them was about 10 million. And that figure doesn’t even count people who can’t go to work because they have to take care of others, their workplace is restricted, or they’re home-schooling their kids.

The Martians and the inequality gap In The War of the Worlds, H.G. Wells evokes a species — humanity — rendered helpless in the face of a force greater than itself and beyond its control. His depiction of the grim relationship between the Martians and the humans they were suppressing (meant to remind readers of the relationship between British imperialists and those they suppressed in distant lands) cast an eerie light on the power and wealth gap in Great Britain and around the world at the turn of the twentieth century.

The book was written in the Gilded Age, when rapid economic growth, particularly in the United States, bred a new class of “robber barons.” Like the twenty-first-century version of such beings, they, too, made money from their money, while the economic status of workers slipped ever lower. It was an early version of a zero-sum game in which the spoils of the system were increasingly beyond the reach of so many. Those at the top ferociously accumulated wealth, while the majority of the rest of the population barely got by or drowned.

A crisis of inequality had been sparked by the Industrial Revolution itself, which started in England and then crossed the Atlantic.  By the late nineteenth century, America’s “robber barons” were insanely wealthy. As economist Thomas Piketty wrote, there was a steeper increase in wealth inequality during the Gilded Age than ever before in American history. In 1810, the top 1% of Americans held 25% of the country’s total wealth; between 1870 and 1910 that share leapt to 45%.

Today, the top 1% of Americans possess more wealth than the whole of the middle class, a phenomenon first true in 2010 and still the reality of our moment. By 2018, about 75% of the $113 trillion in aggregate U.S. household assets were financial ones; that is, tied up in stocks, ETF’s, 401Ks, IRAs, mutual funds, and similar investments. The majority of nonfinancial assets in that mix was in real estate.

Even before the pandemic, only the richest 20% of American households had recovered fully (or, in the case of the truly wealthy, more than fully) from the financial crisis. That’s mostly because since that crisis, fewer households had participated in the stock market or owned real estate and so had no chance to capitalize on increases in the values of either.

Much of the appreciation in stock market and real-estate values has been directly or indirectly related to the Fed’s actions. By the end of December 2020, its balance sheet had increased by $3.164 trillion, reaching a total of $7.35 trillion, 63% more than its book at the height of the decade following the 2008 disaster.

Its ultra-loose policies made it cheaper to borrow money, but not as attractive to invest it in low-interest-rate, less risky securities like Treasury bonds. As a result, the Fed incentivized those with extra money to grow it through quicker, often riskier investments in the stock market or real estate. By 2020, there were bidding wars for suburban houses by urbanites seeking refuge from coronavirus-stricken cities with all-cash offers, something beyond the reach of most traditional buyers.

Though Congress passed two much-needed Covid-related stimulus packages that extended unemployment benefits, while offering two one-off payments and a Paycheck Protection Program support for smaller businesses, the impact of those acts paled in comparison to the tax breaks and power of investment the stock market provided the well-off and corporate kingpins.

While markets leapt to record highs, poverty in the United States also rose last year from 9.3% in June to 11.7% in November 2020. That added nearly eight million Americans to the ranks of the poor, even as America’s 659 billionaires held double the wealth of the 165 million poorest Americans.

The Martians are here The gap between incoming and outgoing federal funds rose, too. The U.S. deficit increased by $3.3 trillion during 2020. The size of the public debt issued by the Treasury Department reached $27.5 trillion.  Total federal revenue was $3.45 trillion, while the corporate tax part of that was just $221 billion, or a paltry 6.4%. What that means is that in an ever more unequal America, 93.6% of the money flowing into the government’s till comes from individuals, not corporations.

And though many larger and mid-size corporations filed for bankruptcy protection due to coronavirus related shutdowns, the brunt of absolute closures hit smaller local businesses — from restaurants to hair salons to health-and-wellness shops — much harder, only exacerbating economic disparity at the community level.

In other words, the real problem when it comes to inequality isn’t the total amount of taxes received versus money spent in a time of crisis, but the composition of federal revenue that’s wildly out of whack (something the pandemic has only made worse). Take the defense sector, for example. The U.S. government doled out $738 billion to the Pentagon for fiscal year 2020. The contracts to defense-related private companies in the last year for which data was available, fiscal year 2018, totaled roughly 62% of a full defense budget of $579 billion, or $358 billion. Now imagine this: that amount alone dwarfed the total of all corporate taxes flowing into the U.S. Treasury in 2019.

Inequality is about the disparity between people and countries with respect to income, wealth, or power. The more that corporations keep relative to their bottom line when compared with ordinary citizens, the more the stock market rises relative to the real economy. The more that individuals, rather than corporations, shoulder the burden of tax revenues, the greater the inherent inequality in society. The more that financial assets appreciate on money seeking to multiply itself in the quickest way possible (think of it as like a virus), the greater the distortion created.

The Fed can focus on its inflation-versus-full-employment dual-mandate all it wants, while pushing policies that distort the value of the real economy compared to financial assets. But the reality is that the more those Fed-inflated assets grow relative to real ones, the greater the inequality gap. That’s plain math and it’s the ugly essence of the United States of America as 2021 begins.

The market doesn’t care about politics. It’s a creature that acts in accordance with the goals of its largest participants. The real economy, on the other hand, requires far more effort — planning, prioritizing, and executing programs and projects that can produce tangible profits. We’re a long way from a world that puts investment in the real economy ahead of those soaring financial markets. That gap, in fact, might as well be like the distance between Earth and Mars. In the midst of a pandemic, as billionaires only grow richer and the markets soar, can there be any question that we’re experiencing a Martian invasion?

Nick Turse, “Will they ever be over?”

“This is a different kind of war, which we will wage aggressively and methodically to disrupt and destroy terrorist activity,” President George W. Bush announced a little more than two weeks after the 9/11 attacks. “Some victories will be won outside of public view, in tragedies avoided and threats eliminated. Other victories will be clear to all.”

This year will mark the 20th anniversary of the war on terror, including America’s undeclared conflict in Afghanistan. After that war’s original moniker, Operation Infinite Justice, was nixed for offending Muslim sensibilities, the Pentagon rebranded it Operation Enduring Freedom. Despite neither a clear victory, nor the slightest evidence that enduring freedom had ever been imposed on that country, “U.S. combat operations in Afghanistan ended,” according to the Defense Department, in 2014. In reality, that combat simply continued under a new name, Operation Freedom’s Sentinel, and grinds on to this very day.

Like the 2003 invasion of Iraq, known as Operation Iraqi Freedom, Enduring Freedom and Freedom’s Sentinel failed to live up to their names. Nor did any of the monikers slapped on America’s post-9/11 wars ever catch the public imagination; the battlefields spread from Afghanistan and Iraq to Yemen, Somalia, the Philippines, Libya, Syria, Niger, Burkina Faso, and beyond — at a price tag north of $6.4 trillion and a human toll that includes at least 335,000 civilians killed and at least 37 million displaced from their homes. Meanwhile, those long promised clear victories never materialized even as the number of terrorist groups around the world proliferated.

Last month, America’s top general offered an assessment of the Afghan War that was as apt as it was bleak. “We believe that after two decades of consistent effort, we’ve achieved a modicum of success,” said Chairman of the Joint Chiefs of Staff General Mark Milley. “I would also argue over the last five to seven years at a minimum, we have been in a condition of strategic stalemate.” Milley’s soundbites provided appellations far more apt than those the Pentagon dreamt up over the years. Had the Defense Department opened the post-9/11 wars with names like Operation Modicum of Success or Operation Strategic Stalemate, Americans would at least have had a realistic idea of what to expect in the ensuing decades as three presidents waged undeclared wars without achieving victories anywhere across the Greater Middle East or Africa.

What the future will bring in terms of this country’s many armed conflicts is murkier than ever as the Trump administration pursues an array of 11th-hour efforts interpreted as last-minute attempts to make good on pledges to end this country’s “endless wars” or simply as sour-grapes shots at upending, undermining, and sabotaging the “deep state” (the CIA in particular), while handcuffing or kneecapping the incoming Biden administration’s future foreign policy. As it happens, however, President Trump’s flailing final gambits, while by no means ending America’s wars, provide the Biden administration with a unique opportunity to put those conflicts in the history books, should the president-elect choose to take advantage of the inadvertent gift his predecessor provided.

The third president not to end the War on Terror For four years, the Trump administration has waged a multifront war, not only in Afghanistan, Iraq, Somalia, Syria, and elsewhere around the globe, but with the Pentagon as well. Donald Trump entered the White House vowing to stop America’s ceaseless foreign interventions and repeatedly teased ending those “endless wars.” He didn’t. Instead, he and his administration continued to wage America’s many conflicts, surged troops into Afghanistan and Syria, and threatened nuclear strikes against enemies and allies alike.

When the president finally began making halting gestures toward curtailing the country’s endless conflicts and attempted to draw down troops in various war zones, the Pentagon and State Department slow walked, slow rolled, and stymied their commander-in-chief, deceiving him, for example, when it came to something as basic as the actual number of U.S. troops in Syria.  Even after striking a 2020 deal with the Taliban to settle the Afghan War and ordering significant troop withdrawals from that country and others as he became a lame-duck president, he failed to halt a single armed intervention that he had inherited.

Far from ending endless wars, President Trump escalated the most endless of them: the conflicts in Afghanistan and Somalia where America has been intermittently involved since the 1970s and 1990s, respectively. Air strikes in Somalia have, for instance, skyrocketed under the Trump administration. From 2007 to 2017, the U.S. military conducted 42 declared air attacks in that country. Under President Trump, 37 strikes were conducted in 2017, 48 in 2018, and 63 in 2019. Last year, U.S. Africa Command (AFRICOM) acknowledged 53 air strikes in Somalia, more than during the 16 years of the administrations of George W. Bush and Barack Obama.

The reasons for that increase remain shrouded in secrecy. In March 2017, however, President Trump reportedly designated parts of Somalia as “areas of active hostilities,” while removing Obama-era rules requiring that there be near certainty that airstrikes will not injure or kill noncombatants. Although the White House refuses to explicitly confirm or deny that this ever happened, retired Brigadier General Donald Bolduc, who headed Special Operations Command Africa at the time, told the Intercept that the “burden of proof as to who could be targeted and for what reason changed dramatically.” That change, he noted, led AFRICOM to conduct strikes that previously would not have been carried out.

The uptick in airstrikes has been disastrous for civilians. While Africa Command recently acknowledged five deaths of noncombatants in Somalia from all such airstrikes, an investigation by Amnesty International found that, in just nine of them, 21 civilians were killed and 11 others injured. According to the U.K.-based monitoring group Airwars, evidence suggests that as many as 13 Somali civilians have been killed by U.S. strikes in 2020 alone, and Trump’s recent decision to withdraw U.S. forces from there will not end those air attacks, much less America’s war, according to the Pentagon. “While a change in force posture, this action is not a change in U.S. policy,” reads a Defense Department statement that followed Trump’s withdrawal order. “The U.S. will retain the capability to conduct targeted counterterrorism operations in Somalia and collect early warnings and indicators regarding threats to the homeland.”

The war in Afghanistan has followed a similar trajectory under President Trump. Far from deescalating the conflict as it negotiated a peace deal with the Taliban and pursued troop drawdowns, the administration ramped up the war on multiple fronts, initially deploying more troops and increasing its use of U.S. air power. As in Somalia, civilians suffered mightily, according to a recent report by Neta Crawford of Brown University’s Costs of War project.

During its first year in office, the Trump administration relaxed the rules of engagement and escalated the air war in an effort to gain leverage at the bargaining table. “From 2017 through 2019, civilian deaths due to U.S. and allied forces’ air strikes in Afghanistan dramatically increased,” wrote Crawford. “In 2019, airstrikes killed 700 civilians — more civilians than in any other year since the beginning of the war in 2001 and 2002.” After the U.S. and the Taliban reached a tentative peace agreement last February, U.S. air strikes declined, but never completely ceased. As recently as last month, the U.S. reportedly conducted one in Afghanistan that resulted in civilian casualties.

As those civilian deaths from air power were spiking, an elite CIA-trained Afghan paramilitary unit known as 01, in partnership with U.S. Special Operations forces, was involved in what Andrew Quilty, writing at the Intercept, termed “a campaign of terror against civilians,” including a “string of massacres, executions, mutilation, forced disappearances, attacks on medical facilities, and air strikes targeting structures known to house civilians.” In all, the unit killed at least 51 civilians in Afghanistan’s Wardak province between December 2018 and December 2019. As Akhtar Mohammad Tahiri, the head of Wardak’s provincial council, told Quilty, the Americans “step on all the rules of war, human rights, all the things they said they’d bring to Afghanistan.” They are, he said, “conducting themselves as terrorists. They show terror and violence and think they’ll bring control this way.”

President Biden’s choice “We are not a people of perpetual war — it is the antithesis of everything for which we stand and for which our ancestors fought,” Acting Secretary of Defense Christopher Miller wrote as part of a two-page memo to Defense Department employees last November, adding, “All wars must end.” His predecessor, Mark Esper, was reportedly fired, at least in part, for resisting President Trump’s efforts to remove troops from Afghanistan. Yet neither Miller nor Trump turned out to be committed to actually ending America’s wars.

After losing his bid for reelection in November, the president did issue a series of orders drawing down some troops from Afghanistan, Iraq, and Syria. Virtually all military personnel are to be withdrawn from Somalia. There, however, according to the Pentagon, some or all of those forces will simply be “repositioned from Somalia into neighboring countries in order to allow cross-border operations,” not to speak of continuing “targeted counterterrorism operations” in that country. This suggests that the long-running U.S. air war will continue uninterrupted.

The same goes for the other war zones where American troops are slated to remain and no cessation of air strikes has been announced. “You’re still going to have the ability to do the missions that we’ve been doing,” a senior Pentagon official said last month regarding Afghanistan. Miller echoed this during a recent trip to that country when he said: “I especially want to see and hear the plan for our continued air support role.” Ironically enough, Miller’s all-wars-must-end November memo actually championed a forever-war mindset by insisting on the necessity of “finishing the war that al-Qaida brought to our shores in 2001.”

In classic the-U.S.-has-finally-turned-the-corner fashion, Miller asserted that America is “on the verge of defeating al-Qaida and its associates” and “must avoid our past strategic error of failing to see the fight through to the finish.” To anyone who might have thought he was signaling that the war on terror was coming to a close, Miller offered a message that couldn’t have been more succinct: “This war isn’t over.”

At the same time, Miller and several other post-election Trump political appointees, including his chief of staff Kash Patel and Acting Under Secretary of Defense for Intelligence Ezra Cohen-Watnick, have sought to make significant last-minute policy changes at the Pentagon, rankling members of the national security establishment. Last month, for example, Trump administration officials delivered to the Joint Chiefs of Staff a proposal to decouple the leadership of the National Security Agency and U.S. Cyber Command. Miller also sent a letter to CIA Director Gina Haspel informing her that a longstanding arrangement in which the Pentagon offered support to the Agency is in jeopardy.

News reports indicated that the Department of Defense is reviewing its support for the CIA. The reason, former and current administration and military officials told Defense One, was to determine whether Special Operations forces should be diverted from the Agency’s counterterrorism operations to missions “related to competition with Russia and China.” The New York Times suggested, however, that the true purpose could be to “make it difficult” for the CIA to conduct operations in Afghanistan.

The troop drawdowns and eleventh-hour policy changes have been cast by pundits and national security establishment boosters as the spiteful final acts of a lame-duck president. Whatever they may be, they also represent a genuine opportunity for a president-elect who has voiced support for a shift in national security policy. “Biden will end the forever wars in Afghanistan and the Middle East, which have cost us untold blood and treasure” reads the plan for “Leading the Democratic World” at JoeBiden.com. There, too, in the fine print, however, lurk a set of Miller-esque fight-to-the-finish loopholes, as the italicized words in this sentence suggest: “Biden will bring the vast majority of our troops home from Afghanistan and narrowly focus our mission on al-Qaeda and ISIS.”

Under an agreement the Trump administration struck with Taliban negotiators last year, the United States promised to remove all remaining troops from Afghanistan by May 1, 2021, if that group upholds its commitments. Were the Biden team to take advantage of both the Trump administration’s withdrawal pact and its last-ditch effort to handcuff the CIA, a significant part of the American war there would simply expire later this spring. While this would undoubtedly elicit anguished howls from supporters of that failed war, President Biden could defer to Congress’s constitutionally assigned war powers, leaving it to the legislative branch to either declare war in that country after all these years or simply allow the conflict to end.

He could also use the bully pulpit of the presidency to call for sunsetting the 2001 Authorization for Use of Military Force, or AUMF, a 60-word resolution passed by Congress three days after the September 11th attacks, which has been used to justify 20 years of war against groups like the Islamic State that didn’t even exist on 9/11. He could do the same with the 2002 Iraq Authorization for Use of Military Force, which authorized the war against Saddam Hussein’s regime in Iraq, but was nonetheless cited last year in the Trump administration’s justification for the drone assassination of Iranian Major General Qasem Suleimani.

Almost two decades after President George W. Bush launched “a different kind of war”; more than a decade after President Barack Obama entered the White House promising to avoid “stupid wars” (while promising to win the “right war” in Afghanistan); six months after President Trump committed to “ending the era of endless wars,” President-elect Biden enters the White House with an opportunity to begin to make good on his own pledge to “end the forever wars in Afghanistan and the Middle East.”

As President Bush put it in 2001: “Some victories will be won outside of public view, in tragedies avoided and threats eliminated.” America’s twenty-first-century wars have, instead, been tragedies for millions and have led to a proliferation of threats that damaged the United States in fundamental ways. President-elect Biden has recognized this, noting that “staying entrenched in unwinnable conflicts only drains our capacity to lead on other issues that require our attention, and it prevents us from rebuilding the other instruments of American power.”

Failed forever wars are, however, also a Joe Biden legacy. As a senator, he voted for that 2001 AUMF, the 2002 AUMF, and then seconded a president who expanded America’s overseas interventions — and nothing in his personal history suggests that he will take the bold actions necessary to follow through on putting an end to America’s overseas conflicts. “It’s long past time we end the forever wars,” he announced in 2019. As it happens, on entering the Oval Office he will be faced with a monumental choice: to be either the first U.S. president of this century not to double down on doomed overseas conflicts or the fourth to find failure in wars that can never be won.

Tom Engelhardt, “Saying goodbye to the Con-Man-in-Chief”

2021 has indeed begun and god knows what it has in store for us.  But unless, somehow, we’re surprised beyond imagining, The Donald is indeed going to leave the White House soon and, much as I hate to admit it, in some strange fashion we’re going to miss him.  Of course, it will be beyond a great relief to see his… well, let’s just say him in the rearview mirror.  While occupying the White House, he was, in a rather literal sense, hell on earth. Nonetheless, he was also a figure of remarkable fascination for anyone thinking about this country or that strangest of all species, humanity, and what we’re capable of doing to ourselves.

So, here’s my look back at our final Trumpian months (at least for a while). As I review the weeks just past, however, you may be surprised to learn that I’m not planning to start with the president’s former national security adviser (of 23 days — “you’re fired!”) cum-convictee-cum-pardonee urging The Donald to declare martial law; nor will I review the president’s endless tweets and fulminations about the “fraudulent” 2020 election or his increasing lame (duck!) assaults on all those he saw as deserting his visibly sinking Titanic, including Mitch McConnell (“the first one off the ship”); nor do I have the urge to focus on the conspiracy-mongress who captured the president’s heart (or whatever’s in that chest of his) with her claims about how “Venezuelan” votes did him in; nor even his doom-and-gloom “holiday” trip to Mar-a-Lago, including on Christmas Day his 309th presidential visit to a golf course; nor will I waste time on how the still-president of these increasingly dis-United States, while pardoning war criminals and pals (as well as random well-connected criminals), managed to ignore the rest of a country slipping into pandemic hell — cases rising, deaths spiraling, hospitals filling to the brim in a fashion unequaled on the planet — about which he visibly couldn’t have cared less; nor will I focus on how, as Christmas arrived, he landed squarely on Alexandria Ocasio-Cortez’s position of giving $2,000 checks to the American people and so for a few days became an honorary “socialist”; nor will I even spend time on his unique phone call for 11,780 votes in Georgia.

Instead, in this most downbeat of seasons, I’d like to begin with something more future-oriented, a little bit of December news you might have missed amid all the gloom and doom. So, just in case you didn’t notice as 2020 ended in chaos and cacophony, as the president who couldn’t take his eyes off a lost election sunk us ever deeper in his own version of the Washington swamp, there were two significantly more forward-looking figures in his circle. I’m thinking of his daughter Ivanka and her husband Jared Kushner who plunked down $30 million on the most exclusive bit of real estate they could find in Florida, a small island with only 41 residences known among locals as the “billionaire’s bunker.”

They purchased a plot of land there on which they can assumedly build the most modest of multimillion-dollar mansions… but let the Hill describe it:

The secluded spot sits on 1.8 acres and comes with 200 feet of waterfront and “breathtaking sunset views.” A real estate listing dubs it an “amazing parcel of land,” saying, “This sprawling lot provides a rare opportunity to build your waterfront dream estate.” The listing boasts that the Miami island is “one of the most exclusive and private neighborhoods in the world with its private country club and golf course, police force, and 24/7 armed boat patrol.”

And better yet, though just off the coast of Miami, it’s only 60 miles from what they may hope will be the alternate White House for the next four years, Mar-a-Lago.

The future, Trump-style As far as I’m concerned, amid the year-ending chaos of the Trump presidency, nothing could have caught the essential spirit of the last four years better than that largely overlooked news story.  Let’s start at its end, so to speak. Instead of brooding nonstop about a lost election like you-know-who, Ivanka and Jared, both key presidential advisers, are instead going to pour millions of dollars into what might be thought of as a personal investment in the future on that island off the southern coast of Florida.

When it comes to the planet, this catches in a nutshell the essence of what’s passed for long-term thinking in the Trump White House since January 2017.  After all, the most notable thing about the southern coast of Florida, if you’re in an investing (and lifestyle) mood, is this: as the world’s sea levels rise (ever more precipitously, in fact) thanks to climate change, one of the most endangered places in the United States is that very coast.  Flooding in the region has already been on the rise and significant parts of it could be underwater by 2050 with its inhabitants washed out of their homes well before that — and no personal police force or patrol boats will be able to protect Ivanka and Jared from that kind of global assault.  Even Donald Trump, should he run and win again in 2024, won’t be able to pardon them for that decision.

Put another way, the future of those two key Trump family members is a living example of what, in this world of ours, is usually called climate denialism; the “children,” that is, have offered their own $30-million-plus encapsulation of the four-year environmental record of a 74-year-old president who couldn’t imagine anyone’s future except his own.

Though climate denialism is indeed the term normally used for this phenomenon, as a descriptor in the Trump years it fell desperately short of the mark. It’s a far too-limited way of describing what the U.S. government has actually been doing. Withdrawing from the Paris climate accords, promoting oil exploration and drilling galore, and deep-sixing energy-related environmental regulations, Trump and his crew have not just been denying the obvious reality of climate change (as the West Coast burned in a historic fashion and the hurricane season ramped up dramatically in 2020), but criminally aiding and abetting the phenomenon in every way imaginable.  They have, in fact, done their best to torch humanity’s future.  As I’ve written in these years, they rather literally transformed themselves into pyromaniacs even as they imagined unleashing, as the president proudly put it, “American energy dominance.” The promotional phrase they used for their fossil-fuelized policies was “the golden era of American energy is now underway” — that golden glow assumedly being the flames licking at this overheating planet of ours. 

So, a climate-change endangered island? Why even bother to imagine such a future? In fact, the president made this point all too vividly when it came to Tangier Island, a 1.3-square-mile dot in the middle of Chesapeake Bay that global warming and erosion are imperiling and that is, indeed, expected to be gone by 2050. In 2017, the president called the mayor of its town (after CNN put out a story about the increasing problems of that Trump-loving isle). He assured him, as the mayor reported, that “we shouldn’t worry about rising sea levels. He said that ‘your island has been there for hundreds of years, and I believe your island will be there for hundreds more.’”

IED-ing the American system And of course, let’s not forget that, for the president’s daughter and son-in-law, dropping $30 million is just another day at the office. In that, they distinctly follow in the tradition of the bankruptee who has similarly dished out dough to his heart’s content, while repeatedly leaving others holding the bag for his multiple business failures. (Undoubtedly, this is something the American people will experience when he finally jumps ship on January 20th, undoubtedly leaving the rest of us holding that very same bag.)  Pardon me, but that $30 million dollars being plunked down on a snazzy plot of land — someday to be water — should remind us that we’re talking about a crew who are already awash in both money (of every questionable sort) and, at least in the case of the president, staggering hundreds of millions of dollars in debts. It should remind us as well that we’re dealing with families evidently filled with grifters and a now-pardoned criminal, too.

Make no mistake, from the moment Donald Trump walked into the White House, he was already this country’s con-man-in-chief.  Back when he was first running for president, this was no mystery to his ever-loyal “base,” those tens of millions of voters who opted for him then and continue to stick by him no matter what.  As I wrote in that distant 2016 election season,

Americans love a con man.  Historically, we’ve often admired, if not identified with, someone intent on playing and successfully beating the system, whether at a confidence game or through criminal activity. [At] the first presidential debate… Trump essentially admitted that, in some years, he paid no taxes (“that makes me smart”) and that he had played the tax system for everything it was worth… I guarantee you that Trump senses he’s deep in the Mississippi of American politics with such statements and that a surprising number of voters will admire him for it (whether they admit it or not).  After all, he beat the system, even if they didn’t.

And admire him they did and, as it happens, still do. He was elected on those very grounds and, despite his loss in 2020 (with a staggering 74 million voters still opting for him), a couple of weeks from now, he’ll walk away from the White House with a final con that will leave him floating in a sea of money for months (years?) to come.  Here’s how New York Times reporters Shane Goldmacher and Maggie Haberman describe the situation:

Donald J. Trump will exit the White House as a private citizen next month perched atop a pile of campaign cash unheard-of for an outgoing president, and with few legal limits on how he can spend it… Mr. Trump has cushioned the blow by coaxing huge sums of money from his loyal supporters — often under dubious pretenses — raising roughly $250 million since Election Day along with the national party. More than $60 million of that sum has gone to a new political action committee, according to people familiar with the matter, which Mr. Trump will control after he leaves office.

He was, in other words, in character from his first to last moment in office and, in his own way (just as his followers expected), he did beat the system, even if he faces years of potential prosecution to come.

Oh, and one more thing when it comes to The Donald. With a future Biden administration in mind, you might think of him not just as the con-man president but the Taliban president as well. After all, he’s not only torn up but land-mined, or in Taliban terms IED-ed, both the federal government, including that “deep state” he’s always denounced, and the American system of governing itself. (“This Fake Election can no longer stand…”) And those improvised explosive devices, or IEDs, he and his crew have buried in that system, whether in terms of health care, the environment, or you name it are likely to go off at unexpected moments for months, if not years, to come.

So, when you say so long, farewell, aufwiedersehn, adieu to you-know-who, his children, and his pals, the odds are you won’t ever be saying goodbye. Not really. Thanks to that $60 million-plus fund, that base of his, and all those landmines (many of which we don’t even know are there yet), he’ll be with us in one form (of disaster) or another for years to come — he, his children, and that island that, unfortunately, just won’t sink fast enough.

Like it or not, after these last four years, whatever the Biden era may hold for us, Donald Trump proved a media heaven and a living hell. It’s going to be quite a task in a world that needs so much else just to demine the American system after he leaves the White House (especially with Mitch McConnell and crew still in place). Count on one thing: we won’t forget The Donald any time soon. And give him credit where it’s due. There’s no denying that, in just four years, he’s helped usher us into a new American world that already couldn’t be more overheated or underwhelming.

Buying off fascist voters

Josh Hawley is the junior US senator from Missouri. He made news this morning, saying he’d help the president in his attempt to stay in power by objecting to the certification of electors on Jan. 6. That means the US Senate will debate the merits of the allegations, which are nil, before voting to approve the Electoral College vote.

Hawley is expected to be one of the leading GOP candidates in the 2024 election. The conventional wisdom says he’s doing this to get as much attention as he can from Donald Trump’s most loyal supporters. While I’m usually skeptical of the conventional wisdom, I think it’s right this time.

Hawley isn’t going to the wall for Trump. In the end, he’ll vote to approve Joe Biden’s victory. This is sound and fury, but also nothing.

What’s interesting, I think, is Hawley’s opposition to Mitch McConnell — or at least the appearance of opposition. The Senate majority leader does not want to go through this song and dance, but instead get on with the business of sabotaging the new president’s administration.

McConnell knows Hawley’s gambit will fail, and fears failing to stop what the president is calling a stolen election might harm Kelly Loeffler’s and David Perdue’s reelection prospects, which will determine which party controls the Senate.

Hawley opposes, or at least appears to oppose, McConnell in another way. The top congressional Republican does not support giving each American $2,000 per month in covid-related economic relief, because Americans who are suffering are more likely to blame the guy in charge, which is to say Joe Biden, than they are the Republican Party.

McConnell did the same thing to Barack Obama. When the former president asked the Republicans for help rebuilding America in the wake of the 2007-2008 financial panic, McConnell said his first priority was making sure Obama was a one-term president.

Hawley, however, does support the House bill appropriating $2,000 per person. And he’s not alone. Loeffler and Perdue, who are fighting for their lives in next month’s runoffs in Georgia, also support the expenditure. So does Marco Rubio, who’s likely to be competing with Hawley in 2024. So what we have here is evidence of the incentive for Republicans to use the government to help Americans who are suffering.

One in five people, according to one estimate, don’t have enough money to buy enough food. This tack is very different, as I said, from McConnell’s preferred tactic, which is to allow widespread suffering if and when suffering lends itself to achieving Republican goals.

But not just any Americans. Only a fool would believe Hawley and the others care about every one of us. Only a fool would believe they are genuinely concerned about political inequality and its erosion of liberal democracy, freedom and self-government.

No, what we’re seeing is the Republicans, or some Republicans gesturing broadly, who are sloughing off the old plutocratic ways and embracing a kind of conservative socialism, which is say, the exclusive sort akin to the compromises of the New Deal, in which the government took the side of the common man as long as the common man was white.

Appearances, however, can be deceiving. Trump was also good at appearing to side with the (white) common man before doing pretty much everything in his power to help the very obscenely rich become even more very obscenely rich. That said, he did prove something useful to ambitious Republicans like Josh Hawley: money talks. Specifically, direct cash payments talk.

The president hurt farmers with his absurd trade war with China, but offset the pain by funneling billions in subsidies their way. In the past, a Republican might have drawn fire from his party for being so openly profligate. Trump, however, proved fiscal conservatism was a lie. It can be set aside when it’s convenient to. Meanwhile, he gave the GOP whatever it wanted (tax cuts, judges, deregulation, etc.). Hawley and McConnell might not be antipodes after all.

Ironically, I think, it’s Hawley who’s proving something — to the Democrats. The lesson is that fascist GOP voters are, far from being opposed to the federal government’s “intervention” into the economy and their personal lives, increasingly open to the idea.

As I said, one in five people aren’t getting enough to eat, according to one estimate. That’s about 50 million Americans, a number that no doubt includes a whole lot of Trump voters. Fascist voters get hungry, too, perhaps so hungry they’d even tolerate liberal democracy empowering Americans they don’t like as long as they get a cut.

Which is why McConnell seems poised to lose after he wins. He’s winning now. He’s blocking, at the behest of his conference, the House bill appropriating $2,000 per person. But I suspect he’s going to lose later.

Biden has said the last round of economic stimulus was a “down payment.” He expects more relief next year. Forty-four House Republicans favor it. Hawley et al. do, too.

By the time of Biden’s inauguration, the pandemic’s death toll could be 5,000 a day. All things being equal, the momentum could be in his favor. If so, Biden and his Democratic Party will get most of the credit, and in the process, they will have bought off many of Donald Trump’s fascist voters.

All the better for democracy.

We are all responsible for the dead

The Editorial Board spends a lot of time talking about the way we talk about politics, because the way we talk about politics often ends up becoming a made-up reality, one that we have to contend with at the same time we contend with real-world reality.

One of the biggest fictions we must all face, because it has been central to the identity of the Republican Party for 40-odd years, is this one: that government is locked in a reciprocal relationship with freedom. In other words, the more government we have, the less freedom we have. The less government we have, the more freedom we have.

This is not necessarily a conservative view. The framers, after all, designed a system by which power is widely distributed — among federal, state and local governments — so no one person, and no one faction, could accumulate power to rule with impunity.

The framers, however, were not reacting to the advances of mid-20th century rights movements (Black rights, women’s rights, gay rights, etc.). Barry Goldwater, Ronald Reagan, Bill Buckley and other conservatives were.

When they said government was best when it governed least, they meant the federal government should do two things: get off the backs of the very obscenely rich as well as off the backs of white-power southerners outraged by federal demands that they treat Black people as equals. (The conservative movement wasn’t just a backlash against rising Black freedom; it was also a backlash against the international order’s effort to contain Communism’s creep.)

We now live in a time of the covid, so naturally, there’s some effort to rethink this conservative view (though not by people who call themselves conservatives, because their conservatism has, in fact, devolved into fascism).

While the debate is necessary in light of 343,000 Americans having been killed by the covid, it seems stuck in the reciprocal relationship long ago defined by Reagan. We continue to ask ourselves how much government we need to fight the pandemic versus how much freedom we lose in the bargain (with “mask mandates” and such). It’s time to break that cycle. It’s time to see freedom and government not as two, but as one.

It’s time to see government not as something cut off from the people and their sovereignty, but as an expression of both.

Reagan sourced his mantra in Henry David Thoreau. “I heartily accept the motto — ‘that government is best which governs least’—and I should like to see it acted up to more rapidly and systematically,” Thoreau wrote in “Civil Disobedience,” published in 1849:

Carried out, it finally amounts to this, which I also believe — ‘that government is best which governs not at all’ — and when men are prepared for it, that will be the kind of government which they will have. Government is at best but an expedient; but most governments are usually, and all governments are sometimes, inexpedient.

Libertarians say this is not just a call for “limited government,” as the conservatives traditionally argue, but a call to get rid of government altogether. That might make a kind of sense if not for the subject of Thoreau’s civil disobedience.

His principled opposition wasn’t rooted in the size, or the presence or absence, of government. It was rooted in what government constitutionally protected at the time: chattel slavery. By refusing to pay his taxes, he was refusing to support it.

But that’s not all. Thoreau was objecting to being ensnared in a legal conspiracy against freedom. By objecting to be taxed, he was objecting to his “moral involvement in the misdeeds of government.”

The moral involvement of the misdeeds of government was the subject of Edmond Cahn’s “The Predicament of Democratic Man,” published in 1961. A prominent legal philosopher during his short life, Cahn was like Thoreau in refusing to recognize the gap between government and the people, as conservatives and libertarians do.

For Cahn, a democratic government arises from “a democratic temper,” which is to say, “a firm respect for oneself displayed as a sort of briny irreverence toward officials.”

I’m going to close with an extended quote from Cahn, because it seems to me that we are facing the same predicament that he outlines. All of us are responsible for 343,000 dead Americans. All of us have been involved in a misdeed by our government. The question is what we are going to do, because we the people constitute the government.

The democratic temper “asserts that democracy has canceled and obliterated the old line of separation between governments and peoples, that democratic citizens are really operative units and elements within the government, that they are among the number of the governors at the same time that they are among the governed, and that the only acceptable distinction between an official and a general citizen is that the official’s governmental powers, functions and duties are more narrowly defined and specialized. In short, the citizen in a democracy may feel that he too holds an office.”
