Liz Theoharis, “A Jubilee moment in pandemic America”

The word jubilee comes from the Hebrew “yovel,” meaning a “trumpet blast of liberty.” It was said that, on the day of liberation, the sound of a ram’s horn would ring through the land. These days, I hear the sound of that horn while walking with my kids through the streets of New York City, while protests continue here, even amid a pandemic, as they have since soon after May 25th when a police officer put his knee to George Floyd’s neck and robbed him of his life. I hear it when I speak with homeless leaders defending their encampments amid the nightmare of Covid-19. I hear it when I meet people who are tired, angry, and yet, miraculously enough, finding their political voices for the first time. I hear it when I read escaped slave and abolitionist leader Frederick Douglass’s speech on the eve of the Emancipation Proclamation.

I also feel Frederick Douglass’s sharp reminder, from that same speech, of the need for eternal vigilance when I learn of the death of leaders in the movement to transform this world of ours — like Pamela Rush, who lived in the Mississippi Delta with raw sewage in her yard and died from Covid-19 complications, the closest hospital being nearly an hour from her home. (She leaves behind a daughter who needs a continuous positive airway pressure, or CPAP, machine to breathe, and a son.) These are, after all, times of staggering danger, but also enormous possibility, moments that should be met with unbridled imagination, absolute seriousness, and the music of those jubilee horns. Above all, in a world distinctly stacked against us, we must believe that we can succeed.

¡Sí, se puede! Yes, we can!

How to heal America On June 20th, I distinctly heard that sound of the jubilee horn, when nearly three million people tuned in for the Mass Poor People’s Assembly and Moral March on Washington to express the untold stories, demands, and potential solutions of a growing social movement to a host of injustices. Alongside social media, radio, and TV (in English, Spanish, and American Sign Language), toll-free numbers broadcast the program to homeless encampments and other places abandoned by much of this society long before Covid-19 hit, and 300,000 listeners sent the agenda of the Poor People’s Campaign to their governors and Congress.

Meanwhile, that very day in Tulsa, Oklahoma, President Trump was speaking at a rally in which he trafficked, as he always does, in explicit racism and hate even as he denied the ravages of the coronavirus pandemic and the economic crisis it has induced. Only about 6,000 people sat largely maskless and shoulder to shoulder in that auditorium, which could have held 19,000. They nonetheless seem to have helped spark a surge in coronavirus cases in that city about two weeks later.

Also on June 20th, the Poor People’s Campaign (of which I am a co-chair) launched a “Moral Policy Agenda to Heal America: The Poor People’s Jubilee Platform.” It detailed not just a list of demands, but a blueprint for the moral reconstruction of a society that now looks to be failing fast. It’s meant to remind us all that ending poverty and systemic racism, working to mitigate climate change, and halting this country’s ever-growing militarism, at home and abroad, is not only possible, but that we essentially know what it will take to get us there. Among the policies needed are universal single payer healthcare, quality and free education through college, debt relief, a guaranteed income, the right to a living-wage job, true environmental protections, indigenous and immigrant rights, and an adequate standard of living for all, including the poor, in a country with a Congress and president focused mainly on the rich and on funding the Pentagon at ever more staggering levels.

This Jubilee Platform, as we call it, affirms many of the truths discovered by freedom-fighters across the ages — including the well-kept secret in America that there is actually enough for everyone and that all of us are deserving of our nation’s abundance; that when we lift from the bottom up, everyone rises; that our society desperately needs a moral revolution of values for which we’ll have to depend on the leadership of those most impacted by injustice; and that, as Reverend Martin Luther King, Jr., once suggested, we truly “can force the power structure to say yes when they may be desirous of saying no.”

There need be no poor among us Many people have said that this platform is far too ambitious, that such demands are both politically inconceivable and ridiculously too expensive. Don’t believe them. Instead, believe me that the benefits of investing in life, not death, far outweigh the costs, whatever they may be.

After all, child poverty already costs our country, at a minimum, an estimated $700 million annually; voter suppression in just one state, Florida, added up to at least $385 million annually in administrative and court costs; failing to adequately address climate change and create a genuine green economy could, in the end, cost an estimated 15.7% of our gross domestic product a year, wiping out the equivalent of $3.3 trillion from our economy — and, if the effects of climate change arrive more quickly than expected, it could be worse. Meanwhile, endless wars, not to speak of the 800 U.S. military bases scattered across the planet, cost hundreds of billions of taxpayer dollars a year without making our country or the world any safer.

Instead of bankrolling war and the military-industrial complex, Americans could swiftly cut $350 billion from the annual Pentagon budget, use it to enhance genuine security at home (particularly during this pandemic), and still have a larger military budget than China, Russia, and Iran combined. The government could raise the federal minimum wage to a living one and experience a ripple effect as that money circulated back through the economy, both faster and further than the billions Congress has given through tax cuts to the already immensely wealthy and corporations. And the U.S. could gain $886 billion in estimated annual revenue from fair taxes on that 1% of Americans, the most powerful corporations, and Wall Street.

Imagine a society that truly began to invest in public infrastructure, creating ever more and better jobs not related to the military-industrial complex, while accelerating a clean energy transition (and the jobs that went with it). Imagine what that would do for our country and the planet. In the process, the United States could provide health care, housing, and education for everyone. In the richest country in the world, there are, in reality, abundant resources, even if for far too long our public policies have funneled far too much to far too few.

Jubilee and justice The inclusion of jubilee in that policy platform is not meant as just another rhetorical flourish. It is meant as a rallying cry, a word that captures in the best possible way a future economic and social vision of justice, a political roadmap for our moment, and an expression of the moral heart of movements of the oppressed in this country. Indeed, jubilee has often been invoked as a shorthand for the promise of freedom in this country, from the pre-Civil War abolition movement to today.

On December 28, 1862, on the eve of the moment when President Abraham Lincoln issued the Emancipation Proclamation freeing the slaves, Frederick Douglass gave a speech, “The Day of Jubilee Comes” that he began this way: “This is scarcely a day for prose. It is a day for poetry and song, a new song.” He then warned, however, that it was unwise “for the friends of freedom to fold their hands and consider their work at an end. The price of Liberty is eternal vigilance.”

Two and a half years of death and struggle later, on June 19, 1865, the Union Army arrived in Galveston, Texas, and the enslaved people of that city — the last to do so — learned that they had been emancipated. The memory of that day has since held special meaning for many Black communities, as well as others seeking freedoms of various sorts. Some know it as Juneteenth. Others call it Jubilee Day.

In my 25 years of grassroots anti-poverty organizing, from homeless encampments to welfare offices, we’ve declared jubilee countless times, whether from crushing debt and family separation or inadequate housing and healthcare systems. An understanding of what jubilee means, and the hope it represents, has always been grounded in a study of history and theology.

I’m a minister and teach in a theological seminary, so I couldn’t be more aware that “jubilee” appears throughout the Bible, including in the law codes of Deuteronomy, the most cited Old Testament book. Those codes established a covenant with God in which there was to be an unbroken cycle of jubilee years when debts were cancelled, slaves manumitted, wages finally paid, the poor and hungry given provisions, and farm land allowed to lie fallow (an early form of ecological conservation). Together, those codes served as sacred law and the people were told that, if they were followed, “there need be no poor people among you.”

None of those laws were meant to be about charity, but about the responsibilities of a land and a people. They amounted, in fact, to a call for a radical reconstruction of society. It was no accident, in fact, that the first mention of jubilee came two books earlier in Leviticus in a similar set of liberatory codes handed down by God after the Jewish people had been freed from Egypt. They were to provide a clean break with the hellish world those Jews had just escaped and the first building-blocks of a new, more just one.

What does all this have to do with the United States today? For one thing, even before Covid-19 hit, there were 140 million poor and low-income people in the richest country in the world, the richest country, in fact, in history and one in which inequality has risen to levels not seen in a century. Meanwhile, wages for most workers have been stagnating for decades and, in the Covid-19 moment, historic rates of unemployment hit, along with the threat of a massive wave of evictions amid a widening economic crisis. In addition, over the past few decades, poverty has become an increasingly endemic and permanent fixture of American life.

In that context, it should be obvious that the United States is in dire need of a new vision.

The day of Jubilee is coming The problems of 2020 clearly demand a jubilee vision for the nation, something that, in the wake of the Black Lives Matter demonstrations, feels more possible now than it has for generations. Reverend William J. Barber II, my Poor People’s Campaign co-chair, often says that we are on the cusp of a Third Reconstruction (after the post-Civil War one and the Civil Rights Movement). In each of those previous periods, monumental social, political, and economic changes were birthed by movements in the midst of insufferable conditions and in the face of regressive governments.

The last few months offer evidence that growing segments of society — if not the Trump administration and various Republican state governments — are willing to imagine bold solutions to issues like poverty and systemic racism and are prepared to organize what could be a new reconstruction to make them a reality. Six months into the pandemic, tens of thousands of Americans are continuing to go on rent strikes and engage in the struggles of low-wage workers and the unemployed demanding both immediate relief and permanent rights to housing and decent work at a living wage.

Those in a revitalizing labor movement are taking increasingly militant action, including the national Strike for Black Lives on July 20th by low-wage workers. Meanwhile, this summer’s racial justice uprisings have awakened one of the largest protest movements in American history, while transforming the conversation on previously untouchable institutions like the police and the military. An unprecedented debate has now opened up about how society spends its resources and why politicians have invested so much money in social control and violence, while gravely underfunding the cornerstones of a healthy society: education and environmental protection, healthcare, housing, infrastructure, and food and water supplies, among other things.

The nation’s misplaced priorities are not only damaging the social fabric, but moving us toward a fundamentally unstable economy in which only the truly wealthy will truly prosper. Beneath the often-detached waves of the stock market is a roiling ocean of troubles: more than 80 million people uninsured or underinsured, for instance, within the most expensive healthcare system among developed countries. In 2019, 137 million Americans faced financial hardship thanks to high medical costs and rising debt. Meanwhile, the Pentagon awarded Boeing roughly the same amount in annual military contracts as it would cost to expand Medicaid in the 14 states that have yet to do so.

In America, scarcity is a myth and nothing more. The money is there to be found and, during a pandemic, it needs to be. Last summer, the Poor People’s Campaign and the Institute for Policy Studies released a “moral budget” outlining where this country’s abundant resources have been so disastrously funneled and how they could be redirected toward the rest of us.

Where would such moneys go? Toward making a reality of what the Constitution has always promised: establishing real justice (the right to democracy and equal protection under the law), promoting the general welfare (the right to an adequate standard of living), ensuring domestic tranquility (the right to work with dignity), securing the blessings of liberty (the right to health and a healthy environment), and providing for the common defense (reprioritizing our resources to defend life over profit and our real security over that of the national security state).

To do this, the nation would need to enshrine education, healthcare, housing, and welfare as universal rights; raise wages, while creating new labor standards and encouraging the right to unionize and organize; demilitarize the economy and our communities; protect the vote, not the gerrymander, while investing in democracy, not incipient Trump-style autocracy; forgive debts, rather than improving the ability of banks to collect them; declare climate change a national emergency; and invest in infrastructure while building a fully green economy.

Social movements, especially when first gaining ground, are often told to be “practical,” to make their demands few and modest. It’s worth noting, though, that the same is never asked of the super-rich, of the 1%, certainly not in the financial crisis of 2007-2008 when Wall Street was bailed out to the tune of nearly a quarter of a trillion dollars, nor in the current crisis when Congress’s stimulus package to date has largely amounted to an even greater giveaway program. A jubilee platform is not a proposal to tinker around the edges. It is a plan for reconstruction that hopes to address the pain and hope of millions fighting every day simply for the right to live. The project of reconstructing society around the needs of the poor and dispossessed requires a movement led by those most impacted by the economic and racial disasters of our time.

When we lift from the bottom, everyone rises I have been engaged in a movement to reconstruct society led by the poor and dispossessed for more than a quarter of a century. In that time, many have come forward to claim that ending poverty is impossible, that this is as good as it gets, that the costs of addressing inequality are simply too great. Especially in my role as a member of the ordained clergy and a biblical scholar, rarely has a week passed that I haven’t heard someone quote a line from Jesus in the Bible — “the poor will be with you always” — to make the point that humanity has always known poverty to be eternal and that its mitigation is best reserved for charity or philanthropy. Indeed, that biblical passage has become yet another tool wielded by supporters of the wealthy to deflect attention from systemic failures in our country and help them further consolidate their power — to reinforce that social uplift is far too costly to imagine and change of that sort inconceivable.

In a blistering new report on the growing crisis of global poverty, Phillip Alston, the former U.N. Special Rapporteur on Extreme Poverty and Human Rights, explained the consequences well: “The overwhelming success of the ideological campaign that supports neoliberal policies is that it has succeeded in convincing people that those in poverty have no one to blame but themselves, while supporting the notion that trickle-down policies will address it.”

We may live in a time that essentializes poverty, but the irony of that line from the Bible on the poor is that Jesus was actually critiquing it (and the rich) by cleverly referencing the law codes of Deuteronomy. In his time, the Roman Empire had created a society rife with suffering and death, as well as its own predatory regime of wealth accumulation. Jesus references perhaps the most powerful prescription for justice in the Old Testament with the message that “there need be no poor people among us” and instructs nations to forgive debts, pay people what they deserve, abolish slavery, and organize society around the needs of the poor. That jubilee passage of his was never actually saying that poverty was inevitable, but that the “poor will be always with us” as long as we cater to the rich rather than build a society that cares for everyone. That’s no less true today.

May we choose another way.

Michael T. Klare, “The Pentagon confronts the pandemic”

On March 26th, the coronavirus accomplished what no foreign adversary has been able to do since the end of World War II: it forced an American aircraft carrier, the USS Theodore Roosevelt, to suspend patrol operations and shelter in port. By the time that ship reached dock in Guam, hundreds of sailors had been infected with the disease and nearly the entire crew had to be evacuated. As news of the crisis aboard the TR (as the vessel is known) became public, word came out that at least 40 other U.S. warships, including the carrier USS Ronald Reagan and the guided-missile destroyer USS Kidd, were suffering from Covid-19 outbreaks. None of these approached the scale of the TR and, by June, the Navy was again able to deploy most of those ships on delayed schedules and/or with reduced crews. By then, however, it had become abundantly clear that the long-established U.S. strategy of relying on large, heavily armed warships to project power and defeat foreign adversaries was no longer fully sustainable in a pandemic-stricken world.

Just as the Navy was learning that its preference for big ships with large crews — typically packed into small spaces for extended periods of time — was quite literally proving a dead-end strategy (one of the infected sailors on the TR died of complications from Covid-19), the Army and Marine Corps were making a comparable discovery. Their favored strategy of partnering with local forces in far-flung parts of the world like Iraq, Japan, Kuwait, and South Korea, where local safeguards against infectious disease couldn’t always be relied on (or, as in Okinawa recently, Washington’s allies couldn’t count on the virus-free status of American forces), was similarly flawed. With U.S. and allied troops increasingly forced to remain in isolation from each other, it is proving difficult to conduct the usual joint training-and-combat exercises and operations.

In the short term, American defense officials have responded to such setbacks with various stopgap measures, including sending nuclear-capable B-1, B-2, and B-52 bombers on long-range “show-of-force” missions over contested areas like the Baltic Sea (think: Russia) or the South China Sea (think: China, of course). “We have the capability and capacity to provide long-range fires anywhere, anytime, and can bring overwhelming firepower — even during the pandemic,” insisted General Timothy Ray, commander of the Air Force Global Strike Command, after several such operations.

In another sign of tactical desperation, however, the Navy ordered the shattered crew of the TR out of lockdown in May so that the ship could participate in long-scheduled, China-threatening multi-carrier exercises in the western Pacific. A third of its crew, however, had to be left in hospitals or in quarantine on Guam. “We’re executing according to plan to return to sea and fighting through the virus is part of that,” said the ship’s new captain, Carlos Sardiello, as the TR prepared to depart that Pacific island. (He had been named captain on April 3rd after a letter the carrier’s previous skipper, Brett Crozier, wrote to superiors complaining of deteriorating shipboard health conditions was leaked to the media and the senior Navy leadership fired him.)

Such stopgap measures, and others like them now being undertaken by the Department of Defense, continue to provide the military with a sense of ongoing readiness, even aggressiveness, in a time of Covid-related restrictions. Were the current pandemic to fade away in the not-too-distant future and life return to what once passed for normal, they might prove adequate. Scientists are warning, however, that the coronavirus is likely to persist for a long time and that a vaccine — even if successfully developed — may not prove effective forever. Moreover, many virologists believe that further pandemics, potentially even more lethal than Covid-19, could be lurking on the horizon, meaning that there might never be a return to a pre-pandemic “normal.”

That being the case, Pentagon officials have been forced to acknowledge that the military foundations of Washington’s global strategy — particularly, the forward deployment of combat forces in close cooperation with allied forces — may have become invalid. In recognition of this harsh new reality, U.S. strategists are beginning to devise an entirely new blueprint for future war, American-style: one that would end, or at least greatly reduce, a dependence on hundreds of overseas garrisons and large manned warships, relying instead on killer robots, a myriad of unmanned vessels, and offshore bases.

Ships without sailors In fact, the Navy’s plans to replace large manned vessels with small, unmanned ones was only accelerated by the outbreak of the pandemic. Several factors had already contributed to the trend: modern warships like nuclear-powered aircraft carriers and missile-armed cruisers had been growing ever more expensive to build. The latest, the USS Gerald R. Ford, has cost a whopping $13.2 billion and still doesn’t work to specifications. So even a profligately funded Pentagon can only afford to be constructing a few at a time. They are also proving increasingly vulnerable to the sorts of anti-ship missiles and torpedoes being developed by powers like China, while, as events on the TR suggest, they’re natural breeding grounds for infectious diseases.

Until the disaster aboard the Theodore Roosevelt, most worrisome were those Chinese land-based, anti-ship weapons capable of striking American carriers and cruisers in distant parts of the Pacific Ocean. This development had already forced naval planners to consider the possibility of keeping their most prized assets far from China’s shores in any potential shooting war, lest they be instantly lost to enemy fire. Rather than accept such a version of defeat before a battle even began, Navy officials had begun adopting a new strategy, sometimes called “distributed maritime operations,” in which smaller manned warships would, in the future, be accompanied into battle by large numbers of tiny, unmanned, missile-armed vessels, or maritime “killer robots.”

In a reflection of the Navy’s new thinking, the service’s surface warfare director, Rear Admiral Ronald Boxall, explained in 2019 that the future fleet, as designed, was to include “104 large surface combatants [and] 52 small surface combatants,” adding, “That’s a little upside down. Should I push out here and have more small platforms? I think the future fleet architecture study has intimated ‘yes,’ and our war gaming shows there is value in that… And when I look at the force, I think: Where can we use unmanned so that I can push it to a smaller platform?”

Think of this as an early public sign of the rise of naval robotic warfare, which is finally leaving dystopian futuristic fantasies for actual future battlefields. In the Navy’s version of this altered landscape, large numbers of unmanned vessels (both surface ships and submarines) will roam the world’s oceans, reporting periodically via electronic means to human operators ashore or on designated command ships. They may, however, operate for long periods on their own or in robotic “wolf packs.”

Such a vision has now been embraced by the senior Pentagon leadership, which sees the rapid procurement and deployment of such robotic vessels as the surest way of achieving the Navy’s (and President Trump’s) goal of a fleet of 355 ships at a time of potentially static defense budgets, recurring pandemics, and mounting foreign threats. “I think one of the ways you get [to the 355-ship level] quickly is moving toward lightly manned [vessels], which over time can be unmanned,” Secretary of Defense Mark Esper typically said in February. “We can go with lightly manned ships… You can build them so they’re optionally manned and then, depending on the scenario or the technology, at some point in time they can go unmanned… That would allow us to get our numbers up quickly, and I believe that we can get to 355, if not higher, by 2030.”

To begin to implement such an audacious plan, that very month the Pentagon requested $938 million for the next two fiscal years to procure three prototype large unmanned surface vessels (LUSVs) and another $56 million for the initial development of a medium-sized unmanned surface vessel (MUSV). If such efforts prove successful, the Navy wants another $2.1 billion from 2023 through 2025 to procure seven deployable LUSVs and one prototype MUSV.

Naval officials have, however, revealed little about the design or ultimate functioning of such robot warships. All that service’s 2021 budget request says is that “the unmanned surface vessel (USV) is a reconfigurable, multi-mission vessel designed to provide low cost, high endurance, reconfigurable ships able to accommodate various payloads for unmanned missions and augment the Navy’s manned surface force.”

Based on isolated reports in the military trade press, the most that can be known about such future (and futuristic) ships, is that they will resemble miniature destroyers, perhaps 200 feet long, with no crew quarters but a large array of guided missiles and anti-submarine weapons. Such vessels will also be equipped with sophisticated computer systems enabling them to operate autonomously for long periods of time and — under circumstances yet to be clarified — take offensive action on their own or in coordination with other unmanned vessels.

The future deployment of robot warships on the high seas raises troubling questions. To what degree, for instance, will they be able to choose targets on their own for attack and annihilation? The Navy has yet to provide an adequate answer to this question, provoking disquiet among arms control and human rights advocates who fear that such ships could “go rogue” and start or escalate a conflict on their own. And that’s obviously a potential problem in a world of recurring pandemics where killer robots could prove the only types of ships the Navy dares deploy in large numbers.

Fighting from afar When it comes to the prospect of recurring pandemics, the ground combat forces of the Army and Marine Corps face a comparable dilemma.

Ever since the end of World War II, American military strategy has called for U.S. forces to “fight forward” — that is, on or near enemy territory rather than anywhere near the United States. This, in turn, has meant maintaining military alliances with numerous countries around the world so that American forces can be based on their soil, resulting in hundreds of U.S. military bases globally. In wartime, moreover, U.S. strategy assumes that many of these countries will provide troops for joint operations against a common enemy. To fight the Soviets in Europe, the U.S. created NATO and acquired garrisons throughout Western Europe; to fight communism in Asia, it established military ties with Japan, South Korea, South Vietnam, the Philippines, and other local powers, acquiring scores of bases there as well. When Afghanistan, Iran, Iraq, and Islamic terrorism became major targets of its military operations, the Pentagon forged ties with and acquired bases in Afghanistan, Bahrain, Djibouti, Iraq, Kuwait, Oman, Saudi Arabia, and the United Arab Emirates, among other places.

In a pandemic-free world, such a strategy offers numerous advantages for an imperial power. In time of war, for example, there’s no need to transport American troops (with all their heavy equipment) into the combat zone from bases thousands of miles away. However, in a world of recurring pandemics, such a vision is fast becoming a potentially unsustainable nightmare.

To begin with, it’s almost impossible to isolate thousands of U.S. soldiers and their families (who often accompany them on long-term deployments) from surrounding populations (or those populations from them). As a result, any viral outbreak outside base gates is likely to find its way inside and any outbreak on the base is likely to head in the opposite direction. This, in fact, occurred at numerous overseas facilities this spring. Camp Humphreys in South Korea, for example, was locked down after four military dependents, four American contractors, and four South Korean employees became infected with Covid-19. It was the same on several bases in Japan and on the island of Okinawa when Japanese employees tested positive for the virus (and, more recently, when U.S. military personnel at five bases there were found to have Covid-19). Add in Camp Lemonnier in Djibouti and Ahmed al-Jaber Air Base in Kuwait, not to speak of the fact that, in Europe, some 2,600 American soldiers have been placed in quarantine after suspected exposure to Covid-19. (And if the U.S. military is anxious about all this in other countries, think about how America’s allies feel at a moment when Donald Trump’s America has become the epicenter of the global coronavirus pandemic.)

A world of recurring pandemics will make it nearly impossible for U.S. forces to work side-by-side with their foreign counterparts, especially in poorer nations that lack adequate health and sanitation facilities. This is already true in Iraq and Afghanistan, where the coronavirus is thought to have spread widely among friendly local forces and American soldiers have been ordered to suspend joint training missions with them.

A return to the pre-Covid world appears increasingly unlikely, so the search is now on big time for a new guiding strategy for Army and Marine combat operations in the years to come. As with the Navy, this search actually began before the outbreak of the coronavirus, but has gained fresh urgency in its wake.

To insulate ground operations from the dangers of a pandemic-stricken planet, the two services are exploring a similar operating model: instead of deploying large, heavily-armed troop contingents close to enemy borders, they hope to station small, highly mobile forces on U.S.-controlled islands or at other reasonably remote locations, where they can fire long-range ballistic missiles at vital enemy assets with relative impunity. To further reduce the risk of illness or casualties, such forces will, over time, be augmented on the front lines by ever more “unmanned” creations, including armed machines — again those “killer robots” — designed to perform the duties of ordinary soldiers.

The Marine Corps’ version of this future combat model was first spelled out in Force Design 2030, a document released by Corps commandant General David Berger in the pandemic month of March 2020. Asserting that the Marines’ existing structure was unsuited to the world of tomorrow, he called for a radical restructuring of the force to eliminate heavy, human-operated weapons like tanks and instead increase mobility and long-range firepower with a variety of missiles and what he assumes will be a proliferation of unmanned systems. “Operating under the assumption that we will not receive additional resources,” he wrote, “we must divest certain existing capabilities and capacities to free resources for essential new capabilities.” Among those “new capabilities” that he considers crucial: additional unmanned aerial systems, or drones, that “can operate from ship, from shore, and [be] able to employ both [intelligence-]collection and lethal payloads.”

In its own long-range planning, the Army is placing an even greater reliance on creating a force of robots, or at least “optionally manned” systems. Anticipating a future of heavily-armed adversaries engaging U.S. forces in high-intensity warfare, it’s seeking to reduce troop exposure to enemy fire by designing all future combat-assault systems, including tanks, troop-carriers, and helicopters, to be either human-occupied or robotically self-directed as circumstances dictate. The Army’s next-generation infantry assault weapon, for instance, has been dubbed an optionally manned fighting vehicle (OMFV). As its name suggests, it is intended to operate with or without onboard human operators. The Army is also procuring a robotic utility vehicle, the squad multipurpose equipment transport (SMET), intended to carry 1,000 pounds of supplies and ammunition. Looking further into the future, that service has also begun development of a robotic combat vehicle (RCV), or a self-driving tank.

The Army is also speeding the development of long-range artillery and missile systems that will make attacks on enemy positions from well behind the front lines ever more central to any future battle with a major enemy. These include the extended range cannon artillery, an upgraded Paladin-armored howitzer with an extra-long barrel and supercharged propellant that should be able to hit targets 40 miles away, and the even more advanced precision strike missile (PrSM), a surface-to-surface ballistic missile with a range of at least 310 miles.

Many analysts, in fact, believe that the PrSM will be able to strike at far greater distances than that, putting critical enemy targets — air bases, radar sites, command centers — at risk from launch sites far to the rear of American forces. In case of war with China, this could mean firing missiles from friendly partner-nations like Japan or U.S.-controlled Pacific islands like Guam. Indeed, this possibility has alarmed Air Force supporters who fear that the Army is usurping the sorts of long-range strike missions traditionally assigned to combat aircraft.

A genuine strategic redesign All these plans and programs are being promoted to enable the U.S. military to continue performing its traditional missions of power projection and warfighting in a radically altered world. Seen from that perspective, measures like removing sailors from crowded warships, downsizing U.S. garrisons in distant lands, and replacing human combatants with robotic ones might seem sensible. But looked at from what might be called the vantage point of comprehensive security — or the advancement of all aspects of American safety and wellbeing — they appear staggeringly myopic.

If the scientists are right and the coronavirus will linger for a long period and, in the decades to come, be followed by other pandemics of equal or greater magnitude, the true future threats to American security could be microbiological (and economic), not military. After all, the current pandemic has already killed more Americans than died in the Korean and Vietnam wars combined, while triggering the worst economic downturn since the Great Depression. Imagine, then, what a more lethal pandemic might do. The country’s armed forces may still have an important role to play in such an environment — providing, for example, emergency medical assistance and protecting vital infrastructure — but fighting never-ending wars in distant lands and projecting power globally should not rank high when it comes to where taxpayer dollars go for “security” in such challenging times.

One thing is inescapable: as the disaster aboard the Theodore Roosevelt indicates, the U.S. military must reconsider how it arms and structures its forces and give serious thought to alternative models of organization. But focusing enormous resources on the replacement of pre-Covid ships and tanks with post-Covid killer robots for endless rounds of foreign wars is hardly in America’s ultimate security interest. There is, sadly, something highly robotic about such military thinking when it comes to this changing world of ours.

Tom Engelhardt, “Donald Trump, Osama bin Laden’s revenge”

It’s July 2020 and I’m about to turn 76, which, as far as I’m concerned, officially makes me an old man. So put up with my aging, wandering brain here, since (I swear) I wasn’t going to start this piece with Donald J. Trump, no matter his latest wild claims or bizarre statements, increasingly white nationalist and pro-Confederate positions (right down to the saving of the rebel stars and bars), not to speak of the Covid-19 slaughter of Americans he’s helped facilitate. But then I read about his demand for a “National Garden of American Heroes,” described as “a vast outdoor park that will feature the statues of the greatest Americans to ever live” and, honestly, though this piece is officially about something else, I just can’t help myself. I had to start there.

Yes, everyone undoubtedly understands why General George Patton (a Trump obsession) is to be in that garden, not to speak — given the president’s reelection politics — of evangelist Billy Graham, Supreme Court Justice Antonin Scalia, and former president Ronald Reagan. Still, my guess is that most of you won’t have the faintest idea why Davy Crockett is included. I’m talking about the frontiersman and Indian killer who died at the Alamo. Given my age, though, I get Donald Trump on this one and it gave me a rare laugh in a distinctly grim moment. That’s why I can’t resist explaining it, even though I guarantee you that the real subject of this piece is Osama bin Laden’s revenge.

After all, The Donald and I grew up in the 1950s in different parts of the same bustling city, New York. We both had TVs, just then flooding into homes nationwide, and I guarantee you that we both were riveted by the same hit show, TV’s first mini-series, Walt Disney’s Davy Crockett, King of the Wild Frontier, starring the actor Fess Parker. It’s pop theme song swept the country. (“Born on a mountain top in Tennessee, greenest state in the land of the free… Kilt him a b’ar when he was only three… Davy, Davy Crockett, king of the wild frontier.”) The show also launched a kids’ craze for coonskin caps. (Who among us didn’t have, or at least yearn, for one?) So how could a statue of Fess Parker not be in the Garden of American Heroes?

And since Donald Trump is himself the essence of a bad novel (though he’s also become our reality), I just wonder: What about the Lone Ranger and Tonto, especially since there are no plans for Native Americans in his garden-to-be? They were a crew obviously put on Earth to be wiped out by white colonists, cowboys, and the cavalry in the kinds of Westerns both of us trooped to local movie theaters to see back then.

Or how about Hopalong Cassidy (Hoppy!), that other TV cowboy hero of our childhood? Doesn’t he deserve to ride in that garden next to another Trump military fixation, General Douglas MacArthur? After all, I know that Hoppy was real and this is how: When I was seven or eight, my father had a friend who worked for Pathé News and I rode in front of the tripod of his camera on the roof of that company’s station wagon in a Macy’s Day Parade in my hometown. (I still have the photos.) Somewhere along the route, Hoppy himself — I kid you not! — rode by on his white horse Topper and, since I was atop that station wagon and we were at about the same height, he shook my hand!

And here’s what makes Cassidy especially appropriate for The Donald’s garden landscape: in the 1950s, he was the only cowboy hero who dressed all in black right up to his hat (normally, a sign of the bad guy) and, in the process, created a kid’s craze for black shirts (his version of a coonskin cap), breaking its past association with either Italian fascism or mourning and bringing it back into the culture big time. Tell me honestly, then, don’t you think a garden of “heroes” in the age of Trump should have a few black shirts and an increasingly Mussolini-ish look to it?

An American Garden of Blood So Donald Trump and I both lived through the same TV world in our childhoods and youth. We also lived through 9/11, still in the same city, although unlike him, I wasn’t practically a “first responder” at the site of those two downed towers, nor did I see all the Muslims celebrating across the river in Jersey City (as he claimed he did). Still, of one thing I’m convinced: Donald Trump is Osama bin Laden’s revenge.

Of course, that was all so long ago. The new century had barely begun. I was only 57 and The Donald 55 when those two hijacked planes suddenly slammed into the twin towers of the World Trade Center in our hometown, a third one plunged into the Pentagon in Washington, and a fourth (probably heading for the White House or the Capitol) crashed into a field in Pennsylvania after its passengers fought back. Ever since, all you have to do is write “9/11” and everyone knows (or thinks they know) what it stands for. But on 9/11, there was, of course, no 9/11.

It was a breathtakingly unexpected event (although, to be fair, the CIA had previously briefed President George W. Bush on Osama bin Laden’s desire to hijack commercial planes for possible terror operations… oh, and there was that FBI agent in Phoenix who urged headquarters “to investigate Middle Eastern men enrolled in American flight schools”). Still, the downing of those towers and part of the headquarters of the singularly victorious military of the ultimate superpower of the Cold War, the one already being called “indispensable” and “exceptional” in 2001, was beyond shocking.

Admittedly, there’s history to be remembered here. After all, it wasn’t actually that military or that Pentagon that downed the Soviet Union. In fact, when the American military fought the Soviets in major proxy wars on a planet where nuclear catastrophe was always just around the corner, it found itself remarkably stalemated in Korea and dismally on the losing side in Vietnam.

No, if you want to give credit where it’s due, offer it to the CIA and Washington’s Saudi allies, who invested staggering effort from 1979 to 1989 in funding, supporting, and training the Taliban’s predecessors, groups of Afghan Islamic extremists, to take down the Red Army in their country. Supporting them as well (though, as far as is known, probably not actually funded by the U.S.) was a rich young Saudi militant named, believe it or not, Osama bin Laden who, before that war even ended, had founded a group called “the Base” or al-Qaeda, and would, in 1996, declare “war” on the United States. Oh yes, and though it’s seldom mentioned now, when charges are flying fast and furious about the possible recent Russian funding of Taliban militants to kill at most a few Americans in Afghanistan, in those years the U.S. poured billions of dollars into… well, not to put it too subtly, empowering Islamic extremists to kill the soldiers of that other superpower by the thousands in… yes, Afghanistan. How’s that for shocking?

In 1989, the defeated Red Army finally limped home from what the Soviet Union’s leader, Mikhail Gorbachev, had taken to calling “the bleeding wound.” Only two years later, his country imploded and the U.S. was left alone, officially victorious, on Planet Earth (despite future fantasies of a horrific “axis of evil” to be faced), the first country in endless centuries of imperial rivalry to find itself so.

And what exactly did that triumphantly indispensable, exceptional superpower do but, a decade later, get dive-bombed by 19 — just 19! — largely Saudi hijackers in the service of tiny al-Qaeda and that wizard of terror Osama bin Laden, whose urge was then to provoke Washington into a genuine war in the Muslim world and so create yet more Islamic extremists. And did he succeed? You bet — and in a fashion even he undoubtedly hadn’t conceived of in his wildest dreams. Think of 9/11, in fact, as the greatest example of “shock and awe” in this century.

Here’s a feeling I still remember from the weeks after the 9/11 attacks when I saw where the administration of President George W. Bush was heading toward the invasion of Afghanistan and then, god save us, Iraq; when I watched our mainstream media narrow its focus to this country as the most victimized yet dominating and exceptional place on Earth and Osama bin Laden as the ultimate evil on this planet; when I watched the never-ending memorial ceremonies begin and what soon came to be called “the war on terror” be launched with up to 60 (count ‘em: 60!) countries in its gun sights, even if I didn’t yet know that, on 9/11 in the damaged Pentagon, Secretary of Defense Donald Rumsfeld had turned to an aide and said, “Go Massive. Sweep it all up. Things related and not,” with a future invasion of Saddam Hussein’s Iraq clearly in mind, though the Iraqi autocrat had no relation whatsoever to al-Qaeda (something you wouldn’t have known from the top officials in that administration in those years) — when, in short (though I didn’t yet think of it that way), I watched my own country become a “bleeding wound” that has never stopped flowing and, in Donald Trump’s Covid-19 moment, has turned into an American Garden of Blood.

Back in late September 2001, despite having been deeply involved decades earlier in the nightmare of the Vietnam War (and opposition to it), I could already sense war coming and it occurred to me that this was going to be the worst period I had ever experienced. Now that we’re in Donald Trump’s America, with hundreds of Americans dying daily of a disease that a reasonably responsible president and administration could have brought under control, the 3,000 deaths of 9/11 are beginning to look like a drop in the casualty bucket. (By the beginning of April 2020, Covid-19 deaths in New York City alone had already surpassed those of 9/11 by 1,000.)

And I wasn’t wrong in that hunch about this being the worst period, was I? Mind you, it was just a gut feeling then, no more — even though it would soon enough lead, almost inexorably, to the creation of my website, TomDispatch, and its focus on what turned out to be America’s never-ending wars of this century.

A passport to nowhere Let’s get one thing straight, though. If, at that moment, you had told me that this country was going to launch a series of forever wars across what would turn out to be a significant part of the planet and fight them hopelessly for almost two decades or that, the more success proved absent in those same years, the more one administration after another would pour taxpayer dollars into the U.S. military, the 17 “intelligence” agencies, and the rest of the national security state; that what’s still known, with no accuracy whatsoever, as the “defense budget” would years ago have become larger than those of the next seven best-funded military powers on the planet combined and, by 2020, the next 10, and would still be rising; that domestic investment, from infrastructure to pandemic preparedness, would be starved for money in those same years, and that just about no one would protest any of this in the halls of Congress or the streets of America, I would have thought you a madman — or rather, the world’s best writer of dystopian fiction.

If you had told me that, in those very years, of the two great powers of this century, China and the United States — one rising, the other ever more clearly falling — the latter would lose approximately 7,000 military personnel (and at least another 8,000 military contractors) and many more wounded, not to speak of those who came home with PTSD or, under the pressure of repeated deployments to the sorriest of conflicts, committed suicide, while the former, as the New York Times reported recently in the wake of a bloody (but not weaponized) clash on China’s disputed Himalayan border with India, would have lost next to none, I wouldn’t have believed you. (“In four decades,” as the Times wrote, “the People’s Liberation Army had lost just three soldiers to fighting abroad — troops who were killed in United Nations peacekeeping operations in Mali and South Sudan in 2016.”)

If you had told me that, facing a devastating virus, the leader of one would largely suppress it — admittedly using the most authoritarian of methods — while, in his search for reelection, the leader of the other, officially still the greatest power on the planet, would ignore it, open the economy, churches, schools, and institutions of every sort and watch it run wild without a plan in sight; if you had told me that fewer than 5,000 people would die in the first of those countries and more than 134,000 (and still counting) in the other, leaving the American dead of 9/11 and the bloody wars of this century in the shade, and that it was all only getting worse, I wouldn’t have believed you. Not for a second.

And if, above all, you had told me that, deep into those years of bleeding abroad and increasingly at home, a near majority of Americans would vote to (as I wrote during election campaign 2016) send a suicide bomber into the White House, I would have told you that, though Osama bin Laden had been killed by SEAL Team Six in Pakistan and buried in the briny deep in 2011, Donald Trump was his living revenge, and that bin Laden had won twice — once thanks to those ludicrous, murderous forever wars across much of the Muslim world and the second time thanks to the pandemic from hell and the president from the same place.

Imagine if, in 1991 when the Soviet Union imploded, I had told you that, in 2020, not quite three decades distant, an American passport would be, more or less literally, a document for a trip to nowhere. Talk about a bleeding, or even hemorrhaging, wound! In the years to come, I think it will be ever more obvious that Donald Trump was, in fact, proof of Osama bin Laden’s success, of the fact that 9/11 and those 19 hijackers were all that was needed to produce the world of his dreams and the wounds that went with it.

And if, by the way, you wondered why I wrote this piece with the longest sentences I could possibly create, the answer is simple enough: two decades into the twenty-first century, I think it should be obvious that Americans have been given an exceptionally, perhaps even indispensably long sentence without parole on a planet already heating to the boiling point, 94,000,000 miles from the sun.

No, this truly won’t be “the American century,” but I doubt it will be the Chinese one either. By the time this crew is done, it may be nobody’s century. Thanks a heap, Osama! This is your bleeding wound, too.

Rajan Menon, “How the pandemic hit Americans”

The novel SARS-CoV-2 has roared through the American landscape leaving physical, emotional, and economic devastation in its wake. By early July, known infections in this country exceeded three million, while deaths topped 135,000. Home to just over 4% of the global population, the United States accounts for more than a quarter of all fatalities from Covid-19, the disease produced by the coronavirus. Amid a recent surge of infections, especially across the Sun Belt, which Vice President Mike Pence typically denied was even occurring, the Centers for Disease Control and Prevention (CDC) reported that the daily total of infections had reached a record 60,000. Arizona’s seven-day average alone approached that of the European Union, which has 60 times as many people.

Making matters much worse, the pandemic erupted during the presidency of Donald J. Trump, whose stratospheric self-absorption, ineptitude, denial of science, and callousness have reached heights even his most ferocious critics couldn’t have imagined. His nostrums, including disinfectant, sunlight, and hydroxychloroquine, could be dismissed as comical if they weren’t downright dangerous, encouraging possibly fatal experimentation, while breeding false hopes.

Public health safeguards that should have been initiated early on were neglected, above all testing and contact tracing. At the end of April, when President Trump first crowed that “we are the best in the world in testing,” the U.S. ranked 22nd in tests per 1,000 people in the 36-member Organization for Economic Cooperation and Development, the club of the globe’s wealthy states. Although testing nationwide had increased from 250,000 a day in early May to a current 571,574, that’s still less than half the number needed to begin to lock down the virus.

By portraying mask-wearing as effete and elitist, even as those who come near him are tested, disparaging social distancing (recall his reckless rally in Tulsa, Oklahoma, and unmasked Fourth of July celebration at South Dakota’s Mount Rushmore), and downplaying the danger of a second wave of infections, President Trump has been the problem, not the solution. It would be hard to imagine a less suitable helmsman to steer this country out of a public health catastrophe. His eternal spin, tweets, and fulminations about “fake news” can’t obscure the obvious: his administration’s management of the pandemic has been shambolic.

The variability of vulnerability It’s common to hear that we’re all caught in the Covid-19 crisis, that we’re all its victims. Having spread across the country, afflicting people of all backgrounds, it certainly qualifies as a national security crisis, a concept that, militarized for so long now, seems odd when applied to the pandemic. The coronavirus, of course, has neither tanks, nor missiles, nor roadside bombs, and that may help explain the government’s abject failure to plan for and contain it.

Still, take a deeper look at Covid-19’s destructive path and you’ll see that it’s been highly selective in the suffering it’s caused and the lives it’s taken. Adjusted for age, fatalities per 100,000 have been significantly higher for African Americans, Hispanic-Latinx, and Native Americans than for whites across all age groups, as detailed studies demonstrate: for Blacks, 3.6 times higher and for Hispanic-Latinx, 2.5 times. The disparity becomes even greater when the comparison is made by age groups. Ditto hospitalization rates: 40.1/100,000 for whites, 160.7 for Hispanic-Latinx, 178.1 for African Americans, and a whopping 221.2 for Native Americans.

In addition, places with the highest income inequality have had the highest death rates. New York State, which surpasses its counterparts in income disparity, has had a Covid-19 death rate 125 times that of Utah, which has the least inequality. In big metropolitan areas like Los Angeles, New York, and Chicago, where the number of infections has been particularly high, the death rate has unsurprisingly been steepest in low-income communities. People living in such neighborhoods, most of them minorities, are significantly less likely to have health insurance or access to good healthcare services and far more likely to have underlying respiratory ailments including asthma, in part because the air in their communities tends to be more polluted. Poor people also have less chance of surviving Covid-19 because the quality of care in hospitals closely matches the wealth of the neighborhoods they’re in.

National economic statistics help highlight Covid-19’s uneven effects. Thirty-nine percent of those who have lost their jobs since March made less than $40,000 a year compared to 19% of those earning $100,000 or more. In addition, social distancing works for those whose jobs can be done from home, but bus drivers, cabbies, janitors, meatpackers, caregivers, hairdressers, farm workers, home health aides, and the like can’t use Zoom to sever themselves from their workplaces. If you don’t have to work on-site (and can afford grocery deliveries to your doorstep), you’re undoubtedly on the upper rungs of the income ladder. Nearly 62% of those in the 75th income percentile managed to work from home compared to 9.2% of those in the 25th percentile. There are race-based differences as well: 37% of Asian Americans and 30% of whites can work from home versus 19.7% of African Americans and 16.2% of Hispanic-Latinx.

Then there’s age. The CDC reports that 80% of those who died from Covid-19 in the United States were 65 or older. The disease has particularly ravaged the elderly in nursing homes (as well as the personnel staffing them), accounting for about 43% of countrywide deaths attributable to the virus.

The upshot: If you’re old, poor, and African American or Hispanic-Latinx, your chances of infection are especially high and your odds of survival significantly lower. So, no, we aren’t really all in this together, especially since not everybody can easily take elementary safety precautions, certainly not the two million Americans who don’t even have running water at home and so can’t regularly wash their hands, let alone the Navajo, 30% of whom must drive an hour or more to fetch water. Covid-19, anything but blind to color and class, has visibly hit the most vulnerable segments of American society most fiercely.

Devastating the homeless Among those especially hard-pressed to avoid infection and death are people who sleep in shelters, on the street, in deserted buildings, in subway cars, or — and they are perhaps the “lucky” ones — in their own cars. The homeless don’t get all that much Covid-19-related media coverage, in part because they are a sliver of the population (0.2%) and so lack a significant political voice: you won’t find pricey lobbyists working for them in Washington. They can’t even take that most basic precaution advised by medical experts, sheltering in place. To do that, you need dependable shelter, which the homeless, by definition, lack.

If you live in a big city, you can hardly miss the homeless, and you’re undoubtedly familiar with the rituals of passersby. Some simply walk on, perhaps at a slightly quickened pace; others glance at the homeless but ignore, or pretend not to hear, their pleas for help. Some do give them money or food from time to time, knowing that the gesture amounts to slapping a band aid on a serious wound. Even those who see the homeless daily generally know very little about them — who they are, how they ended up on the street, how they manage to survive — and even less about the homeless who, having found a place in a shelter, are out of sight.

While statistics can’t substitute for this lack of knowledge, they can help us grasp the magnitude and nature of homelessness. According to the Department for Housing and Urban Development (HUD), on any given night in January 2019, 560,715 people were homeless. Nearly two-thirds of them lived in shelters. The rest slept wherever they could, often on sidewalks, relying, if in places with cold winters, on steam grates to stay warm. About a quarter of them were deemed “chronically homeless,” which, by the definition HUD adopted in 2015, meant that they had been “living in a place not meant for human habitation, a safe haven, or in an emergency shelter” for 12 months running or for that total over a three-year stretch. Since 2007, when the compilation of data began, homelessness decreased by 12% until 2018-2019 when it rose by 3%, chiefly because of a 16% jump in California. The economic damage done by Covid-19 will, however, ensure yet more future increases.

Four states alone — California, Florida, New York, and Texas — contain nearly half of the homeless. Add Massachusetts, Oregon, Pennsylvania, and Washington, and you’ll hit two-thirds. The vast majority of them live in large urban areas, with five — New York County, Los Angeles County, Seattle/King County, San Jose/Santa Clara County, and San Diego County — accounting for 29% of the homeless nationwide. A clutch of cities (in descending order, Washington, D.C., Boston, and New York) have a homelessness rate six times the national figure of 17 per 10,000, with San Francisco barely escaping this list of ill-fame.

So, though homelessness exists in every state, as well as in suburbs and rural areas, spatially it’s highly concentrated — and that concentration is racial, not just spatial. Whites comprise 76% of the American population but only 49% of its homeless. For African Americans, the corresponding figures are 13% and 40%, for Hispanic-Latinx Americans 18% and 21%. Native Americans and Native Alaskans, a mere 1.2% of the population, make up nearly 9% of all homeless people. The homelessness rate is similarly skewed: 66.7 per 10,000 for Native Americans and Native Alaskans, 55 for African Americans, 21.7 for Hispanic/Latinx, 11.5 for whites, and 4 for Asian Americans.

Covid-19 and the homeless From the start, the homeless were among the groups most threatened by the coronavirus. Compared to other adults, a far higher proportion of them have respiratory or cardiovascular illnesses, which increase the risk of being infected and reduce chances of survival. Because of the physical wear and tear produced by exposure to the elements, poor nutrition and hygiene, and the stress of living on the streets or in shelters (while fearing being robbed or assaulted), the state of their health resembles that of people who are two decades older. Moreover, an estimated 38% of the homeless are addicted to alcohol and 26% of them to drugs. Substance abuse can, of course, weaken the body’s immune system, putting the homeless at an added disadvantage in warding off the virus.

Some experts claim that infections and deaths among the homeless have belied the direst predictions. Still, by mid-May, the Covid-19 death rate for New York City had reached 187/100,00. In the city’s homeless shelters, however, it was 291/100,000, or 56% higher. A CDC study covering March and April found that in Boston, San Francisco, and Seattle, 25% of the residents and 11% of the staff in homeless shelters tested positive for the virus.

None of this should be surprising. After all, regular handwashing, hard enough for the homeless who don’t live in shelters, became especially so once bathrooms in places like libraries, restaurants, and bus stations were ever less available as the pandemic revved up. Hand sanitizer can, of course, substitute for water, but not if you don’t have enough money to eat regularly, much less buy such products. Psychological disorders create an added barrier to self-protection as about 25% of the homeless — some studies report even higher numbers — suffer from severe mental illness and fewer than half receive any treatment.

Testing and contact tracing have reduced the virus’s spread substantially in a number of countries, but considering how far behind the U.S. has been in both realms, you can bet that the homeless weren’t anywhere near the head of the line for either. In addition, many of the organizations that care for them lack the money, kits, disinfectants, protective gear, and trained personnel (relying as they often do on volunteers) needed for an effective test-and-trace regimen. Fever and coughing were used as markers for testing early in the pandemic, so those in shelters who exhibited neither symptom but were infected transmitted the virus to others unnoticed. A single individual in a San Francisco shelter, for instance, infected 90 fellow residents and 10 employees before he tested positive.

Not surprisingly, the homeless sleeping rough didn’t rush to such shelters in these months, deterred by news that the coronavirus had hit places particularly hard where people were packed together and slept in close quarters, often in bunk beds. The chances of dodging Covid-19 seemed better on the outside.

Moreover, once infections soared, many shelters went into emergency mode. To implement social-distancing mandates and create space to isolate the infected, they froze new admissions or substantially reduced the number of residents they held. Some even shut down. People seeking beds faced long waiting lists. Meanwhile, cities, already under financial strain from the economic effects of the virus, scrambled to house their homeless in hotels, convention centers, or even in RVs, as the shelters disgorged people, leaving them to fend for themselves. In places like San Francisco’s Tenderloin district (already teeming with the homeless), they sleep on the streets or in makeshift tents, which increased nearly threefold citywide. Before long, cities were overwhelmed by costs, logistics, and lack of space. It was one thing for mayors to insist that the unsheltered homeless would be protected, quite another to foot the bill for hotel rooms and basic amenities in places designated for their housing, not to speak of supervisory staff and security.

Could it get any worse? Covid-19’s staggering economic effects will make it ever harder to manage homelessness, especially if its numbers increase due to an upswing in unemployment. Job losses in this country have already been estimated at up to 40 million and, despite the fall in the June unemployment rate, the virus’s recent surge across significant parts of the country will make matters worse. Another 10 million workers have seen their work hours or wages cut. Put it all together — the unemployed, those whose earnings have been slashed, and those who have simply stopped looking for work — and the real unemployment rate for May reached something like 21%. Unsurprisingly under such circumstances, in June, 20% of renters and 18% of home owners couldn’t make their rent or mortgage payments, while an additional 10% in each category could only pay part of what they owed. Those earning $24,000 or less had the hardest time with 20% of them unable to pay and 18% paying only in part.

Rent strikes have proliferated and many localities have banned the eviction of those who fall behind on their rent due to pandemic-related circumstances. Yet while such moratoriums can be extended, there’s nothing permanent about them. In fact, they have already expired in all or parts of more than a dozen states. Nationally, as many as 23 million renters could face eviction as the fall gets underway and those with low incomes run the greatest risk. Congress included financial assistance (plus a 120-day stay on evictions) for tenants and owners in its March Coronavirus Aid, Relief, and Security bill, but that legislation will expire this summer and Senate Republicans are anything but keen to support a follow-up bill.

The Federal Housing Finance Agency (FHFA) and the Federal Housing Administration (FHA) have banned home foreclosures until August 31st on mortgages backed by them. More than 30 states have also prohibited the filing of home-foreclosure proceedings against, and the eviction of, owners who haven’t paid their mortgages for Covid-19-related reasons, though the provisions vary greatly with lots of fine print, and not all will last until the end of the pandemic emergency. Once such moratoriums lapse, renters and owners will be on the hook for missed payments.

Together, prolonged unemployment, reduced earnings for those who retain their jobs, and a decline in savings for workers in the bottom 40% — a trend anyway over the past three decades — are likely to increase homelessness, especially if an eviction spiral begins. Columbia University economist Brendan O’Flaherty, who shared his data with me, estimates that the economic downturn caused by the virus could drive the number of homeless to 800,000, an increase of 40% to 45% from 2019.

Homelessness could increase for non-economic reasons as well in the Covid-19 era. Take recent moves to reduce the number of people in American prisons, one of the five top hotspots for the spread of the virus. Three-quarters of the inmates at Ohio’s Marion Correctional Institution, for instance, tested positive for the disease. At the Cummins prison in Arkansas, 891 inmates and 65 employees tested positive. From mid-May to mid-June alone, infections at U.S. prisons doubled to reach a total of 68,000, while deaths rose by 73% to 616 and had reached 651 by July.

In a rush to diminish population density, prisons and jails started releasing certain categories of inmates, though of this country’s 2.1 million prisoners, only about 20,000 have been freed so far, the vast majority from local jails. Keep in mind that people leaving prison have difficulty finding jobs in the best of times, so some of those released to manage the pandemic will undoubtedly find themselves both poverty-stricken and homeless. Even in the pre-pandemic moment, former prisoners were 10 times more likely to become homeless than other Americans and, according to a 2019 study by the Texas Criminal Justice Coalition, striking numbers of them end up in homeless shelters soon after their incarceration ends.

In short, as the coronavirus continues to rage, this country is ill-prepared to handle a surge in homelessness, let alone help those already homeless. The pandemic massively increased the federal deficit. The Congressional Budget Office projects that it could reach $3.7 trillion in this fiscal year, while other estimates go as high as $4.3 trillion. Meanwhile, without exception, states face steep drops in revenue.

Sadly, even if the plight of the homeless worsens and their number rises dramatically, it will barely register in the corridors of power. The homeless are a miniscule fraction of the population and have zero political clout. Politicians can safely ignore them, particularly because they know that most voters do and that the media covers homelessness sporadically at best. The homeless, society’s all but invisible castaways, can hope for little at a time when they will need more help than ever.

Nan Levinson, “Veterans go to Washington”

If you still follow the mainstream media, you’re probably part of the 38% of registered voters who knew something about the op-ed Senator Tom Cotton (R-AR) published in the New York Times early in June, exhorting the president to use the Insurrection Act to “restore order to our streets.” This was in response to what he called “anarchy” but others saw as peaceful Black Lives Matter protests. And yet that op-ed was actually less incendiary than an earlier tweet of Cotton’s demanding “no quarter for insurrectionists, anarchists, rioters, and looters” or his Fox News call to send the 101st Airborne onto the streets of America.

Well!

Anger at the decision to run that op-ed exploded at the Times. While there are certainly grounds for umbrage over giving Cotton’s screed such blue-chip journalistic real estate, the take-away for me was that a senator and military veteran who had sworn to uphold the Constitution in both capacities was demanding that soldiers patrol American streets in that protest moment. I shouldn’t have been surprised, I suppose. Cotton doesn’t seem to have met a fight he doesn’t relish. Still, it got me thinking about what difference, if any, veterans make in Congress when it comes to whether (and how) the U.S. military is sent into battle.

The answer matters now, as many veterans will be on the ballot in November, including the challenger to Senate Majority Leader Mitch McConnell. And veterans, we were told, are just what the doctor ordered. Back in 2018, in a Baltimore Sun op-ed promoting the idea of veterans running for Congress, retired four-star Army General Wesley Clark wrote that, because veterans “know the same sense of duty, commitment to results, and the integrity and discipline they have been trained to live by,” they are “uniquely well-positioned to fix” a broken Washington.

High on the list of brokens is American war-making, so I’d like to think that veteran-legislators, when in a position to do something about it, would use those qualities Clark extols to push Congress — and the White House — toward a less belligerent foreign policy. Veterans bring with them the authority of having been there. They know what it means to live with the consequences of congressional actions. They know the costs of war, especially the senseless wars of this century. And, increasingly, they’re fed up. Yet Congress, including its veteran-members, has allowed the U.S. military to stay mired in those conflicts, which continue largely off-stage as if propelled by some mysterious force everyone is powerless to stop.

What, then, has been the actual influence of the veterans now in Congress on this country’s war policy? For the twenty-first century, remarkably enough, the simple answer is: not much. It hasn’t always been this way, though, and could change again. Predicting history in the making is a fool’s errand.

The veteran effect For much of our history, a stint in the military, preferably as an officer, was a useful, even necessary, starting point for a political career. Mitch McConnell, for instance, has acknowledged that he joined the Army Reserve early in his career because “it was smart politically.” (He lasted five weeks before being discharged for an eye condition and possibly thanks to political pull.)

In the military, young men, and more recently young women, practiced leadership skills, engaged in public service, made common cause with people of different backgrounds, and burnished their patriotic résumés, all of which was assumed to prepare them well for political life. That’s changed in recent years as the number of veterans in Congress has fallen significantly, but a change back may be coming as increasing numbers of Americans who fought the wars in Iraq and Afghanistan run for office, while the opinions of veterans more generally have taken a distinctly negative turn on America’s forever wars.

While voters don’t elect veterans just because they’re veterans, polls consistently find that the public has more confidence in the military than in any other American institution. Not everyone who’s been in that military thinks the same way, of course, and veteran status is but one determinant in a politician’s point of view. But a military usually has a powerful influence on its members, shaping their political, social, and decision-making attitudes and their ideas about the use of force as a means of achieving foreign-policy goals. Or so argue political scientists Peter Feaver and Christopher Gelpi who, in their influential book Choosing Your Battles, examined the impact of military experience on this country’s use of force abroad between 1816 and 1992, finding that it made a difference, sometimes a profound one. They concluded that the greater the proportion of veterans in the federal legislative and executive branches — what they termed “the policymaking elite” — the less likely the United States was to initiate wars of aggression. This “veteran effect,” however, was anything but straightforward. While civilian elites were more likely to go to war for ideological, imperial, or moral imperatives, military elites leaned more toward pragmatism and a clearer examination of the situation on the ground as reasons for sending the military into battle.

Both groups, however, were convinced that force works and that the United States goes to war only when provoked (never by being provocative). Moreover, the authors found that, once a war started, the more veterans in leadership roles, the bloodier and longer the use of force, while civilian elites were more willing to place constraints on how the military was used. No surprise there: no military likes civilians telling it how to fight “its” wars, a tension that has appeared in the conflicts launched or supported by every recent administration.

Bear with me now because the research only gets more intriguing. An international study demonstrated that, as the number of women in a national legislature increases, countries are more likely to intervene militarily for humanitarian reasons, but not for other ones. Research also has confirmed that American presidents raised in the South have been twice as likely as other presidents to use force in international conflicts, were less likely to back down militarily, and were more likely to win.

These days, the American public apparently doesn’t care much about veterans in the White House. Not counting George W. Bush’s questionable turn in the Texas National Guard, the last executive who did active military service was Vice President Al Gore. The last two presidential candidates who were veterans — John Kerry and John McCain — lost to civilians and, of the four veterans who ran for the Democratic presidential nomination this year, only Pete Buttigieg got any traction through referring to his military experience (often). For the record, Joe Biden, whose two sons enlisted, avoided the draft via student deferments and asthma, while Donald Trump, who appointed more recent active-duty military officers to senior policy positions than at any time since World War II — before he fired most of them — side-stepped military service with the world’s most famous bone spurs.

Authorizing war While the president as commander-in-chief is empowered to determine how wars are conducted, the Constitution gives the power to declare war to Congress, which has made a formal declaration in only five wars throughout American history. At the end of the (never formally declared) Vietnam War, heated debate over the president’s role in deploying troops led to the passage of the War Powers Act of 1973. Theoretically, it restricts a president from launching a military excursion abroad without informing Congress and getting congressional consent within 60 days. In this century, however, presidents have easily skirted such limitations. (Examples: Barack Obama in his Libyan intervention, Donald Trump in his bombing of Syria.) Meanwhile, Congress itself has funded any number of congressionally undeclared wars since 1973.

In this century, with that all-important power to fund wars, Congress has acted lavishly indeed. The current Pentagon budget, at almost $730 billion, is about 13 times the State Department’s, an indication of what’s truly central (and not) to U.S. foreign policy. Such budgets are authorized by the Armed Services Committees of both houses of Congress. At the moment, veterans make more than half of the Senate’s committee and more than one-third of the House’s.

Still, it’s tricky to judge the role and effect of the post-9/11 crop of veteran-legislators when it comes to influencing American war-making policies, since there are so relatively few of them. Their number has been in decline since the early 1970s, when nearly three-quarters of congressional representatives had been in the military, usually in combat. Now, that number is 17%: 17 veterans in the Senate (excluding five-week McConnell) and 75 in the House (including the nonvoting delegate from the Northern Mariana Islands). They come from 39 states, about two-thirds of them are Republicans, nearly all are white, most were officers, seven are women, and fewer than half were in combat. Small as their percentage may be, it’s still about twice that of veterans in the general population.

In a phone interview last month, Dan Caldwell, former executive director of Concerned Veterans for America, a Koch-affiliated advocacy group, maintained that, while military service informs politicians’ views of war, it’s not a good indicator of their stance on foreign policy. I’ve thought that a better test might be voting patterns on authorizing war — if only such votes existed in recent years. Unfortunately, they’ve been rare indeed.

On September 18, 2001, Congress overwhelmingly approved an authorization for the use of military force, or AUMF, against those the president might determine responsible for the 9/11 attacks, which turned out to mean an invasion of, and never-ending war in, Afghanistan. (Never mind that most of the hijackers who carried out the attacks that day were Saudis.) Everyone in Congress voted for that AUMF except the prescient Representative Barbara Lee (D-CA), who had never served in the military and was concerned that the resolution would offer a blank check for limitless war, just as it proved to do.

The vote in October 2002 for a second AUMF, this one functionally preparing the way for George W. Bush’s invasion of Iraq the following spring, was at least modestly more controversial, passing the Senate by a vote of 77 to 23. Of the 38 then-senators who were veterans, 31 supported it. According to the Congressional Research Service, those two authorizations have been invoked ever since to cover at least 41 military actions across significant parts of the Greater Middle East, Africa, and elsewhere. The United States military has not won a sustained peace, nor achieved any of its long-term goals, through a single one of those conflicts.

Tracking congressional action on AUMFs, troop levels, arms sales, and escalating tensions in Afghanistan, Iraq, Iran, Libya, Niger, Pakistan, Somalia, Syria, Yemen, and other countries in Africa and elsewhere requires a finely tuned political GPS, which Congress has hardly had in these years. (Remember when members of the Senate were stunned to discover that this country even had troops in Niger after four of them died in a clash with a terror group there?) In the Trump years, Congress has seemed to grow more active on the subject of America’s global conflicts mainly when annoyed at being openly and insultingly bypassed or slighted. For example, when the administration glossed over the murder of Saudi journalist and Washington Post columnist Jamal Khashoggi in 2018 or when it didn’t alert Congress before the president ordered the assassination of Iranian Major General Qassem Suleimani in a drone strike early this year.

In April 2019, in a rare bipartisan rebuke to President Trump, both houses of Congress invoked the War Powers Act to end U.S. support for the Saudi military and involvement in the ongoing war in Yemen. The president, however, vetoed the resolution and a Republican-controlled Senate failed to override him. As it turned out, none of that really mattered since Secretary of State Mike Pompeo used an emergency provision in the Arms Export Control Act to allow American companies to sell $8.1 billion in arms primarily to Saudi Arabia for use in Yemen. According to the New York Times, Congress has never successfully blocked an arms sale, but that didn’t keep it from trying again that July, sometimes with veteran-members like Ted Lieu (D-CA) in the lead. That resolution was vetoed, too. Steve Linick, until May the Inspector General at the State Department, was said to be investigating that huge arms sale when Trump fired him, reportedly at Pompeo’s urging.

Strange bedfellows On these and other issues of war, nearly all the veterans in Congress simply voted with their party. Yet, in the future, questions of how long to continue this country’s never-ending wars have the potential to forge unexpected alliances among them. That could be true even if they arrive at the same position for different reasons, as I discovered in conversations with some independent-minded veterans.

For instance, Warren Davidson, a West Point graduate, former Army Ranger, and the congressman from a solidly Republican district in Ohio, is one of the few veterans who, contrary to his party, voted consistently in 2019 to end U.S. association with the war in Yemen. He also took a stand this year against a future war with Iran. To understand his reasoning, you need to look at his personal history. He retired from the Army in 2000, in part, he told me, because the lack of a coherent strategy in Kosovo, along with Congress’s refusal to vote on U.S. involvement there, seemed all wrong to him. He cited costly and, to his mind, unnecessary projects, while the troops sent to fight that incursion went in ill-prepared. “I was like, can’t we just focus on what the military exists for? Which is fighting wars.”

Almost two decades later, a war he’s definitely done supporting is the one that started with the invasion of Afghanistan in 2001 and continues without, as far as he’s concerned, either resolution or a strategy to end it. “I don’t know if we’re going to eventually vote on Afghani statehood,” he jokes to me, before turning serious and adding, “If we’re not going to leave, what are we still doing there?”

I talked as well to Will Goodwin, director of government relations at VoteVets, a political action committee for progressive veteran-candidates who believes that “there’s near universal agreement that the executive branch has far exceeded the intent of the 2002 AUMF.” Yet, to our shared frustration, nothing changes. Last year, VoteVets and Concerned Veterans for America joined in a startling alliance across the right-left divide in veteran politics to push for a rethinking of Washington’s foreign and military policies, beginning with the removal of all U.S. troops from Afghanistan and Syria. Echoing the findings of scholars Feaver and Gelpi, Concerned Vets argues on its website for a new realism and restraint in deploying American military power globally and concludes: “As the greatest nation in the world, America shouldn’t fight endless wars.”

Goodwin and Caldwell each cite a recent Concerned Vets national poll that found 57% of veterans believe this country should be less militarily engaged in conflicts around the world. For a while now, majorities of them have felt that neither the Afghan nor Iraq wars were worth fighting. Among such vets, “interventionist” and “restrained” may be replacing “hawk” and “dove” as the terms du jour, but Caldwell agrees when I suggest that Congress — including many of its veteran-members — is now generally out-hawking the U.S. military. Think of it as the veteran conundrum.

While a voting record tells us something, it can be a reductive way of assessing a politician’s thinking. It doesn’t allow for the long (or, in the case of America’s wars, even longer) game. Much of the reluctance of veteran-politicians to buck their parties on war-making arises from the increasingly divisive partisan politics of this country. Republican politicians, in particular, may fear that an antiwar vote could come back to haunt them and representatives in both parties have loyalties to military contractors who support their campaigns or do business in their districts.

For all that, it’s hard not to add lack of courage to the mix — not exactly the greatest compliment you can pay a military veteran. Coming to terms with the role of war in foreign policy requires serious and sustained attention to a subject many politicians and voters have shown themselves eager to ignore for years now. The reasons for the current state of perpetual war are complex, but they’re not inexplicable. If veteran-legislators were to use their capacity for leadership, Congress could take on its true constitutional responsibility as the custodian of war — and peace — and life in this country could change accordingly.

Danny Sjursen, “Trump, Tulsa, and the rise of military dissent”

It was June 20th and we antiwar vets had traveled all the way to Tulsa, Oklahoma, in the midst of a pandemic to protest President Trump’s latest folly, an election 2020 rally where he was to parade his goods and pretend all was well with this country.

We never planned to go inside the cavernous arena where that rally was to be held. I was part of our impromptu reconnaissance team that called an audible at the last moment. We suddenly decided to infiltrate not just the perimeter of that Tulsa rally, but the BOK Center itself. That meant I got a long, close look at the MAGA crowd there in what turned out to be a more than half-empty arena.

Our boots-on-the-ground coalition of two national antiwar veteran organizations — About Face and Veterans for Peace (VFP) — had thrown together a rather risky direct action event in coordination with the local activists who invited us.

We planned to climb the three main flagpoles around that center and replace an Old Glory, an Oklahoma state flag, and a Tulsa one with Black Lives-themed banners. Only on arrival, we found ourselves stymied by an eleventh-hour change in the security picture: new gates and unexpected police deployments. Hopping metal barriers and penetrating a sizable line of cops and National Guardsmen seemed to ensure a fruitless trip to jail, so into the under-attended indoor rally we went, to — successfully it turned out — find a backdoor route to those flagpoles.

Once inside, we had time to kill. While others in the group infiltrated and the flagpole climbers donned their gear, five of us — three white male ex-foot soldiers in America’s forever wars and two Native American women (one a vet herself) — took a breather in the largely empty upper deck of the rally. Nervous joking then ensued about the absurdity of wearing the Trump “camouflage” that had eased our entrance. My favorite disguise: a Hispanic ex-Marine buddy’s red-white-and-blue “BBQ, Beer, Freedom” tank top.

The music irked me instantly. Much to the concern of the rest of the team, I’d brought a notebook along and was already furtively scribbling. At one point, we listened sequentially to Michael Jackson’s “Billie Jean,” The Beatles’ “Let It Be,” and Queen’s “We Are The Champions” over the arena’s loudspeakers. I couldn’t help but wonder how that black man of, let’s say, complicated sexual orientation, four outspoken British hippies, and a gay AIDs victim (Freddie Mercury) would feel about the way the Trump campaign had their songs. We can guess though, since the late Tom Petty’s family quickly denounced the use of his rock song “I Won’t Back Down” at the rally.

I watched an older white woman in a “Joe Biden Sucks, Nancy Pelosi Swallows” T-shirt gleefully dancing to Michael Jackson’s falsetto (“But the kid is not my son!”). Given that “Billie Jean” blatantly describes an out-of-wedlock paternity battle and that odds were this woman was a pro-life proponent of “family values,” there was something obscene about her carefree shimmy.

A contrast in patriotism And then, of course, there was the version of patriotism on display in the arena. I’ve never seen so many representations of the Stars and Stripes in my life, classic flags everywhere and flag designs plastered on all manner of attire. Remember, I went to West Point. No one showed the slightest concern that many of the red-white-and-blue adaptations worn or waved strictly violated the statutes colloquially known as the U.S. Flag Code (United States Code, Title 4, Chapter 1).

That said, going undercover in Trumplandia means entering a universe in which it’s exceedingly clear that one political faction holds the flag hostage. They see it as theirs — and only theirs. They define its meaning, its symbolism, and its proper use, not to speak of whom it represents. The crowd, after all, was vanilla. (There were more people of color serving beers than cheering the president.)

By a rough estimate, half of the attendees had some version of the flag on their clothing, Trump banners, or other accessories, signaling more than mere national pride. Frequently sharing space with Old Glory were images of (often military-grade) weaponry, skulls (one wearing an orange toupee), and anti-liberal slogans. Notable shirts included: the old Texas War of Independence challenge “Come And Take It!” above the sort of AK-47 assault rifle long favored by America’s enemies; a riff on a classic Nixonian line, “The Silent Majority Is Coming”; and the slanderous “Go To Your Safe Space, Snowflake!”; not to mention a sprinkling of the purely conspiratorial like “Alex Jones Did Nothing Wrong” (with a small flag design on it, too).

The banners were even more aggressive. “Trump 2020: Fuck Your Feelings” was a fan favorite. Another popular one photo-shopped The Donald’s puffy face onto Sylvester Stallone’s muscle-bound physique, a machine gun at his hip. That image, of course, had been lifted from the Reagan-era, pro-Vietnam War film Rambo: First Blood Part II, a fitting accompaniment to Trump’s classically plagiarized Reaganesque rallying cry “Make America Great Again.” Finally, a black banner with pink lettering read “L G B T.” Above the letters, also in pink, were logos depicting, respectively, the Statue of Liberty, a Gun (an M16 assault rifle), a Beer mug, and a profile bust of Donald Trump. Get it?

For our small group of multi-war/multi-tour combat veterans, it was hard not to wonder whether many of these flag-and-weaponry enthusiasts had ever seen a shot fired in anger or sported Old Glory on a right-shoulder uniform sleeve. Though we were all wearing standard black veteran ball-caps and overtly Trump-friendly shirts, several of us interlopers feared the crowd might somehow guess what we actually were. Yet tellingly, the closest we came to outing ourselves — before later pulling off our disguises to expose black “About Face: Veterans Against The War” shirts — was during the national anthem.

Nothing better exemplified the contrast between what I’ve come to think of as the “pageantry patriotism” of the crowd and the more complex “participatory patriotism” of the dissenting vets than that moment. At its first notes — we were still waiting in the arena’s encircling lobby — our whole team reflexively stood at attention, removed our hats, faced the nearest draped flags, and placed our hands upon our hearts. We were the only ones who did so — until, at mid-anthem, a few embarrassed passersby followed our example. Most of the folks, however, just continued to scamper along, often chomping on soft pretzels, and sometimes casting quizzical glances at us. Trumpian patriotism only goes so far.

Our crew was, in fact, rather diverse, but mostly such vets groups remain disproportionately white and male. In fact, one reason local black and native communities undoubtedly requested our attendance was a vague (and not unreasonable) assumption that maleness, whiteness, and veteran’s status might offer their protests some semblance of protection. Nevertheless, my old boss on West Point’s faculty, retired Colonel Gregory Daddis, summed up the limits of such protection in this phrase: “Patriotic” Veterans Only, Please. And just how accurate that was became violently apparent the moment we “unmasked” at the base of those flagpoles.

Approximately three-dozen combat tours braved between us surely didn’t save our nonviolent team from the instant, distinctly physical rancor of the police — or four members of our group from arrest as the climbers shimmied those flagpoles. Nor did deliberately visible veteran’s gear offer any salvation from the instantly jeering crowd, as the rest of us were being escorted to the nearest exit and tossed out. “Antifa!” one man yelled directly into a Marine vet’s face. Truthfully, America’s “thanks for your service” hyper-adulation culture has never been more than the thinnest of veneers. However much we veterans reputedly fought for “our freedom,” that freedom and the respect for the First Amendment rights of antiwar, anti-Trump vets that should go with it evaporates with remarkable speed in such situations.

Three strands of veteran or military dissent Still, the intensity of the MAGA crowd’s vitriol — as suggested by the recent hate mail both About Face and I have received — is partly driven by a suspicion that Team Trump is losing the military’s loyalty. In fact, there’s evidence that something is indeed astir in both the soldier and veteran communities the likes of which this country hasn’t seen since the tail end of the Vietnam War, almost half a century ago. Today’s rising doubt and opposition has three main components: retired senior officers, younger combat veterans, and — most disturbingly for national-security elites — rank-and-file serving soldiers and National Guardsmen.

The first crew, those senior officers, have received just about the only media attention, even though they may, in the end, prove the least important of the three. Many of the 89 former defense officials who expressed “alarm” in a Washington Post op-ed over the president’s response to the nationwide George Floyd protests, as well as other retired senior military officers who decried President Trump’s martial threats at the time, had widespread name recognition. They included former Secretary of Defense and retired Marine Corps General Jim (“Mad Dog”) Mattis and that perennial latecomer, former Secretary of State and Joint Chiefs Chairman Colin Powell. And yes, it’s remarkable that such a who’s-who of former military leaders has spoken as if with one voice against Trump’s abhorrent and inflammatory recent behavior.

Still, a little caution is in order before canonizing a crew that, lest we forget, has neither won nor opposed a generation’s worth of unethical wars that shouldn’t have been fought. Recall, for example, that Saint Mattis resigned his post not over his department’s complicity in the borderline genocide underway in Yemen or pointlessly escalatory drone strikes in Somalia, but in response to a mere presidential suggestion of pulling U.S. troops out of the quicksand of the Syrian conflict.

In fact, for all their chatter about the Constitution, oaths betrayed, and citizen rights violated, anti-Trumpism ultimately glues this star-studded crew together. If Joe Biden ever takes the helm, expect these former flag officers to go mute on this country’s forever wars waged in Baghdad and Baltimore alike.

More significant and unique is the recent wave of defiance from normally conservative low- to mid-level combat veterans, most, though not all, a generation junior to the attention-grabbing ex-Pentagon brass and suits. There were early signs of a shift among those post-9/11 boots-on-the-ground types. In the last year, credible polls showed that two-thirds of veterans believed the wars in Afghanistan, Iraq, and Syria “were not worth fighting,” and 73% supported full withdrawal from the Afghan War in particular. Notably, such rates of antiwar sentiment exceed those of civilians, something for which there may be no precedent.

Furthermore, just before the president’s controversial West Point graduation speech, more than 1,000 military academy alumni signed an open letter addressed to the matriculating class and blatantly critical of Trump’s urge to militarily crack down on the Black Lives Matter protests. Mainly ex-captains and colonels who spanned graduating classes from 1948 to 2019, they briefly grabbed mainstream headlines with their missive. Robin Wright of the New Yorker even interviewed and quoted a few outspoken signatories (myself included). Then there was the powerful visual statement of Marine Corps veteran Todd Winn, twice wounded in Iraq, who stood for hours outside the Utah state capitol in the sweltering heat in full dress uniform with the message “I Can’t Breathe” taped over his mouth.

At the left end of the veterans’ community, the traditional heart of antiwar military dissent, the ranks of the organizations I belong to and with whom I “deployed” to Tulsa have also swelled. Both in that joint operation and in the recent joint Veterans for Peace (largely Vietnam alumni) and About Face decision to launch a “Stand Down for Black Lives” campaign — encouraging and supporting serving soldiers and guardsmen to refuse mobilization orders — the two groups have taken real steps toward encouraging multi-generational opposition to systemic militarism. In fact, more than 700 vets publicly signed their names (as I did) to About Face’s provocative open letter urging just such a refusal. There were even ex-service members among the far greater mass of unaffiliated veterans who joined protesters in the streets of this country’s cities and towns in significant numbers during that month or more of demonstrations.

Which brings us to the final (most fear-inducing) strand of such dissent: those in the serving military itself. Their numbers are, of course, impossible to measure, since such resistance can range from the passive to the overt and the Pentagon is loathe to publicize the slightest hint of its existence. However, About Face quickly received scores of calls from concerned soldiers and Guardsmen, while VFP reported the first mobilization refusals almost immediately. At a minimum, 10 service members are known to have taken “concrete steps” to avoid deployment to the protests and, according to a New York magazine investigation, some troops were “reconsidering their service,” or “ready to quit.”

Finally, there’s my own correspondence. Over the years, I’ve received notes from distraught service members with some regularity. However, in the month-plus since George Floyd’s death, I’ve gotten nearly 100 such messages from serving strangers — as well as from several former West Point students turned lieutenants — more, that is, than in the preceding four years. Last month, one of those former cadets of mine became the first West Point graduate in the last 15 years to be granted conscientious objector status. He will complete his service obligation as a noncombatant in the Medical Service Corps. Within 36 hours of that news spreading, a handful of other former students expressed interest in his case and wondered if I could put them in touch with him.

Intersectional vets In a moment of crankiness this January, using a bullhorn pointed at the University of Kansas campus, I decried the pathetic student turnout at a post-Qasem Soleimani assassination rally against a possible war with Iran. And it still remains an open question whether the array of activist groups that About Face and Veterans for Peace have so recently stood in solidarity with will show up for our future antiwar endeavors.

Still, the growth across generations of today’s antiwar veterans’ movement has, I suspect, value in itself — and part of that value lies in our recognition that the problem of American militarism isn’t restricted to the combat zones of this country’s forever wars. By standing up for Black lives, pitching tents at Standing Rock Reservation to fight a community-threatening pipeline, and similar solidarity actions, this generation of antiwar veterans is beginning to set itself apart in its opposition to America’s wars abroad and at home.

As both the Covid-19 crisis and the militarization of the police in the streets of American cities have made clear, the imperial power that we veterans fought for abroad is the same one some of us are now struggling against at home and the two couldn’t be more intimately linked. Our struggle is, at least in part, over who gets to define patriotism.

Should the sudden wave of military and veteran dissent keep rising, it will invariably crash against the pageantry patriots of Chickenhawk America who attended that Tulsa rally and we’ll all face a new and critical theater in this nation’s culture wars. I don’t pretend to know whether such protests will last or military dissent will augur real change of any sort. What I do know is what my favorite rock star, Bruce Springsteen, used to repeat before live renditions of his song “Born to Run”: Remember, in the end nobody wins, unless everybody wins.

William D. Hartung, “Police, prisons, and the Pentagon”

Think of it as a war system that’s been coming home for years. The murder of George Floyd has finally shone a spotlight on the need to defund local police departments and find alternatives that provide more genuine safety and security. The same sort of spotlight needs soon to be shone on the American military machine and the wildly well-funded damage it’s been doing for almost 19 years across the Greater Middle East and Africa.

Distorted funding priorities aren’t the only driving force behind police violence against communities of color, but shifting such resources away from policing and to areas like jobs, education, housing, and restorative justice could be an important part of the solution. And any effort to boost spending on social programs should include massive cuts to the Pentagon’s bloated budget. In short, it’s time to defund our wars, both at home and abroad.

The high cost of police and prisons In most states and localities, spending on police and prisons outweighs what the Reverend Martin Luther King, Jr., once described as “programs of social uplift.” The numbers are staggering. In some jurisdictions, police alone can account for up to 40% of local budgets, leaving little room for other priorities. In New York City, for instance, funding the police department’s operations and compensation costs more than $10 billion yearly — more, that is, than the federal government spends on the Centers for Disease Control and Prevention. Nationwide, more than $100 billion annually goes into policing.

Now, add to that another figure: what it costs to hold roughly two million (yes 2,000,000!) Americans in prisons and jails — roughly $120 billion a year. Like policing, in other words, incarceration is big business in this country in 2020. After all, prison populations have grown by nearly 700% since 1972, driven in significant part by the “war on drugs,” a so-called war that has disproportionately targeted people of color.

The elephant in the room: Pentagon spending In addition to the police and prisons, the other major source of American militarized spending is, of course, the Pentagon. That department, along with related activities like nuclear weapons funding at the Department of Energy, now gobbles up at least $750 billion per year. That’s more than the military budgets of the next 10 countries combined.

Just as prisons and policing consume a startling proportion of state and local budgets, the Pentagon accounts for more than half of the federal government’s discretionary budget and that includes most government functions other than Social Security, Medicare, and Medicaid. As Ashik Siddique of the National Priorities Project has noted, the Trump administration’s latest budget proposal “prioritizes brute force and militarization over diplomatic and humanitarian solutions to pressing societal crises” in a particularly striking way. “Just about every non-militarized department funded by the discretionary budget,” he adds, “is on the chopping block, including all those that focus on reducing poverty and meeting human needs like education, housing, labor, health, energy, and transportation.”

Spending on the militarization of the U.S.-Mexico border and the deportation of immigrants through agencies like ICE (Immigration and Customs Enforcement) and Customs and Border Protection totals another $24 billion annually. That puts U.S. spending on police, prisons, and the Pentagon at nearly $1 trillion per year and that doesn’t even include the soaring budgets of other parts of the American national security state like the Department of Homeland Security ($92 billion) and the Veterans Administration ($243 billion — a cost of past wars). Back in May 2019, Mandy Smithberger of the Project on Government Oversight and I had already estimated that the full national security budget, including the Pentagon, was approximately $1.25 trillion a year and that estimate, of course, didn’t even include the police and the prison system!

Another way of looking at the problem is to focus on just how much of the federal budget goes to the Pentagon and other militarized activities, including federal prisons, immigration enforcement, and veterans benefits. An analysis by the National Priorities Project at the Institute for Policy Studies puts this figure at $887 billion, or more than 64% of the federal discretionary budget including public health, education, environmental protection, job training, energy development, housing, transportation, scientific research, and more.

Making the connection: The 1033 Program Ever since images of the police deploying armored vehicles against peaceful demonstrators in Ferguson, Missouri, hit the national airwaves in 2014, the Pentagon’s program for supplying “surplus” military equipment to local police departments has been a news item. It’s also gotten intermittent attention in Congress and the Executive Branch.

Since 1997, the Pentagon’s 1033 Program, as it’s called, has channeled to 8,000 separate law enforcement agencies more than $7.4 billion in surplus equipment, including Mine-Resistant Ambush Protected (MRAP) vehicles of the kind used on the battlefields of Iraq and Afghanistan, along with rifles, ammunition, grenade launchers, and night-vision devices. As Brian Barrett has pointed out at Wired, “Local law enforcement responding to even nonviolent protests has often looked more like the U.S. Armed Forces.” Political scientist Ryan Welch co-authored a 2017 study suggesting, when it came to police departments equipped in such a fashion, “that officers with military hardware and mindsets will resort to violence more often and more quickly.”

Under the circumstances and given who’s providing the equipment, you won’t be surprised to learn that the 1033 program also suffers from lax oversight. In 2017, the Government Accountability Office (GAO) created a fake law enforcement agency and was able to acquire $1.2 million worth of equipment through the program, including night-vision goggles and simulated M-16A2 rifles. The request was approved within a week of the GAO’s application.

The Obama administration finally implemented some reforms in the wake of Ferguson, banning the transfer of tracked vehicles, grenade launchers, and weaponized aircraft, among other things, while requiring police departments to supply more detailed rationales describing their need for specific equipment. But such modest efforts — and they proved modest indeed — were promptly chucked out when Donald Trump took office. And the Trump administration changes quickly had a discernible effect. In 2019, the 1033 program had one of its biggest years ever, with about 15,750 military items transferred to law enforcement, a figure exceeded only in 2012, in the Obama years, when 17,000 such items were distributed.

As noted, the mere possession of military equipment has been shown to stoke the ever stronger “warrior culture” that now characterizes so many police departments, as evidenced by the use of Special Weapons and Tactics (SWAT) teams armed with military weaponry for routine drug enforcement activities. It’s hardly just SWAT teams, though. The weaponry and related items provided under the 1033 program are widely employed by ordinary police forces. NBC News, for instance, reported that armored vehicles were used at least 29 times in response to Black Lives Matter protests organized since the murder of George Floyd, including in major urban areas like Philadelphia and Cincinnati. NBC has also determined that more than 1,100 Mine-Resistant Ambush Protected vehicles have been distributed to local law enforcement agencies under the MRAP program, going to communities large and small, including Sanford, Maine, population 20,000, and Moundsville, West Virginia, population 8,400.

A report from the American Civil Liberties Union (ACLU) has similarly documented the use of Pentagon-supplied equipment in no-knock home invasions, including driving up to people’s houses in just such armored vehicles to launch the raids. The ACLU concluded that “the militarization of American policing is evident in the training that police officers receive, which encourages them to adopt a ‘warrior’ mentality and think of the people they are supposed to serve as enemies, as well as in the equipment they use, such as battering rams, flashbang grenades, and APCs [Armored Personnel Carriers].”

Who benefits? Companies in the military-industrial complex earn billions of dollars selling weapons, as well as building and operating prisons and detention facilities, and supplying the police, while theoretically dealing with problems with deep social and economic roots. Generally speaking, by the time they’re done, those problems have only become deeper and more rooted. Take, for example, giant weapons contractors like Lockheed Martin, Boeing, and Raytheon that profit so splendidly from the sales of weapons systems to Saudi Arabia, weaponry that, in turn, has been used to kill tens of thousands of civilians in Yemen, destroy civilian infrastructure there, and block the provision of desperately needed humanitarian assistance. The result: more than 100,000 deaths in that country and millions more on the brink of famine and disease, including Covid-19.

Such major weapons firms have also been at the front of the line when it comes to benefiting from America’s endless post-9/11 wars. The Costs of War Project at Brown University estimates that the United States has spent over $6.4 trillion on just some of those overseas conflicts since 2001. Hundreds of billions of those dollars ended up in the pockets of defense contractors, while problems in the U.S., left far less well funded, only grew.

And by the way, the Pentagon’s regular budget, combined with direct spending on wars, also manages to provide huge benefits to such weapons makers. Almost half of the department’s $750 billion budget goes to them. According to the Federal Procurement Data System’s latest report on the top recipients of government contracts, the five largest U.S. arms makers alone — Lockheed Martin, Boeing, Raytheon, Northrop Grumman, and General Dynamics — split well over $100 billion in Pentagon awards among them in 2019. Meanwhile, those same five firms pay their CEOs a total of approximately $100 million per year, with hundreds of millions more going to other top executives and board members.

Meanwhile, in the Trump years, the militarization of the border has become a particularly lucrative business opportunity, with General Atomics, for instance, supplying ever more surveillance drones and General Dynamics supplying an ever more intricate and expensive remote sensor surveillance system. There are also millions to be made running privatized prisons and immigrant detention centers, filling the coffers of firms like CoreCivic and the GEO Group, which have secured record profits in recent years while garnering about half their revenues from those two sources.

Last but not least is the market for even more police equipment. Local forces benefit from grants from the Department of Homeland Security to purchase a wide range of items to supplement the Pentagon’s 1033 program.

The true bottom line Much has been written about America’s failed post-9/11 wars, which have cost trillions of dollars in taxpayer treasure, hundreds of thousands of lives (American and otherwise), and physical and psychological injuries to hundreds of thousands more. They have also propped up sectarian and corrupt regimes that have actually made it easier for terrorist groups like al-Qaeda and ISIS to form and spread. Think of it as the ultimate boomerang effect, in which violence begets more violence, while allowing overseas terrorist organizations to thrive. As journalist Nick Turse has noted with respect to the militarization of U.S. Africa policy, the growth in American military operations on that continent has proceeded rather strikingly in conjunction with a proliferation of new terrorist groups. Put the best light on them and U.S. counterterror operations there have been ineffective. More likely, they have simply helped spawn further increases in terrorist activities in the region.

All of this has, in turn, been an ongoing disaster for underfunded domestic programs that would actually help ordinary Americans rather than squander their tax dollars on what passes for, but obviously isn’t, “national defense.” In the era of Covid-19, climate change, and an increased focus on longstanding structural racism and anti-black violence, a new approach to “security” is desperately needed, one that privileges not yet more bombs, guns, militarized police forces, and aircraft carriers but public health, environmental protection, and much-needed programs for quality jobs and education in underserved communities.

On the domestic front, particularly in communities of color, police are more often seen as an occupying force than a source of protection (and ever since the 1033 program was initiated, they’ve looked ever more like such a force as well). This has led to calls for defunding the police and seeking other means of providing public safety, including, minimally, not sending police to deal with petty drug offenses, domestic disputes, and problems caused by individuals with mental-health issues. Organizations like the Minneapolis-based Reclaim the Block have put forward proposals for crisis response by institutions other than the police and for community-based programs for resolving disputes and promoting restorative justice.

Shifting priorities Sharp reductions in spending on police, prisons, and the Pentagon could free up hundreds of billions of dollars for programs that might begin to fill the gap in spending on public investments in communities of color and elsewhere.

Organizations like the Movement for Black Lives and the Poor People’s Campaign are already demanding these kinds of changes. In its moral budget, a comprehensive proposal for redirecting America’s resources toward addressing poverty and away from war, racism, and ecological destruction, the Poor People’s Campaign calls for a $350 billion annual cut in Pentagon spending — almost half of current levels. Likewise, the platform of the Movement for Black Lives suggested a 50% reduction in Pentagon outlays. And a new youth anti-militarist movement, Dissenters, has called for defunding the armed forces as well as the police.

Ultimately, safety for all Americans will depend on more than just a shift of funding or a reduction in police armaments. After all, George Floyd and Eric Garner — just two of the long list of black Americans to die at the hands of the police — were killed not with high-tech weapons, but with a knee to the throat and a fatal chokehold. Shifting funds from the police to social services, dismantling police forces as they now exist, and creating new institutions to protect communities should be an essential part of any solution in the aftermath of Donald Trump’s presidency. Similarly, investments in diplomacy, economic assistance, and cultural exchange would be needed in order to help rein in the American war machine which, of course, has been attended to in ways nothing else, from health care to schooling to infrastructure, has been in this century. When it comes to both the police and the Pentagon, the sooner change arrives the better off we’ll all be. It’s long past time to defund America’s wars, both abroad and at home.

Lawrence Weschler, “A true American monument to Trumpian times”

The news that President Trump is planning to stage a “massive fireworks display” before a sizeable crowd on Independence Day eve at the Mount Rushmore National Memorial (notwithstanding the prospect of both wildfires in the tinder-dry surroundings and the further spread of Covid-19) has left me mulling over once again the possible creation of another such epic-scale monument. Maybe it could even be incised into a nearby ridge in the same Black Hills area of South Dakota as the original, if the Lakota Sioux could be convinced to allow it, which they certainly didn’t the first time around.

After all, back in the late 1920s, less than three decades and not 70 miles from the site of the ultimate treachery of the Wounded Knee massacre, that original undertaking to carve the faces of presidents George Washington, Thomas Jefferson, Abraham Lincoln, and Teddy Roosevelt into the side of Mount Rushmore barreled heedlessly along, oblivious to Native American concerns. In the process, it desecrated one of the Sioux’s holiest sites (the stark cliff face the Lakota ironically called the Six Grandfathers) in order to celebrate the leaders of the very nation that had stolen their land and then so savagely repressed them.

Incidentally, did you know — I hadn’t — that the sculptor of the original Rushmore monument, Gutzon Borglum, was an avid member of the Ku Klux Klan? In fact, his first stab at such a gargantuan effort, earlier in the 1920s, had been his proposed Stone Mountain Confederate Memorial, featuring the mounted figures of generals Robert E. Lee and Stonewall Jackson, as well as the president of the Confederacy, Jefferson Davis, leading their rebel armies.

That vast bas-relief was to grace the very site, half an hour outside Atlanta, where, on a cold Thanksgiving night in 1915, just a few months after the premiere of D.W. Griffith’s movie Birth of a Nation (and shortly after that, the notorious mob-lynching of the falsely convicted Jewish factory superintendent Leo Frank in nearby Marietta), a select group of sheet-hooded men, led by William J. Simmons, founded the second iteration of the Ku Klux Klan. Their ceremony culminated with the burning of a 16-foot cross atop the dome of the mountain, an act commemorated there every Labor Day for the next 50 years with similarly festive cross burnings.

As it happened, Borglum only made it as far as sculpting Lee’s head before the initial version of the project bogged down in financial difficulties and intra-Klan sectarian strife in 1925. A couple of years later, he moved on to the Mount Rushmore project. Several decades later, however, work on a variation of Borglum’s Stone Mountain would be revived by others, long after Mount Rushmore’s completion. Indeed, with work once again well underway toward what would become the largest bas-relief anywhere in the world, a vast state park at the bottom of the mountain was inaugurated on April 14, 1965, the 100th anniversary of Lincoln’s assassination, and the place would quickly become Georgia’s most visited tourist attraction. But that’s another story, worthy perhaps of an entirely different reckoning.

As for my own fantasized Rushmore 2.0, perhaps the Lakota would be more amenable to this version than they were the first time around, since the project would be aimed at addressing our common future, maybe half a century from now, and represent a graven missive from our own time to our progeny’s, an attempt to account for the botched and blighted world we’ll likely have bequeathed them by then.

Whose heads (and whose hands) in the pillory stockade? Rather than gazing off with visionary zeal toward some divinely sanctioned manifest destiny, as in the original, the foursome on my Mount Rushmore 2.0 would be lined up in a pillory stockade, each with his downcast face bracketed by similarly yoked hands. (The encasing yoke-planks would be meticulously carved into that granite cliff as well.) These would be the four men (and yes, of course, they would all be white men) from our era who, perhaps more than any others, could be deemed responsible for the dire endgame into which the world by that time might well have plunged: Four men who had the resources and intelligence to have known better but instead chose to swap out the long-term fate of their grandchildren (and the rest of the human progeny) in relentless pursuit of short-term profit and power.

The way I envision it, the first slot on that mountain would be reserved for media baron Rupert Murdoch who, by way of his News Corp empire, so single-handedly poisoned the well of public discourse with denial and obfuscation, not only in the United States, but in Britain as well as in his native Australia (where he controls 60% of all daily newspaper sales). For that matter, his damage extends globally, thanks to Fox News, the editorial pages of the Wall Street Journal, the Sun, the News of the World, and their ilk (and recently, he even chose to solidify his malign record by installing his ideologically matched son Lachlan atop the firm’s line of succession in conspicuous stead of his more circumspect and reportedly reform-minded son James).

The next slot over should surely go to Senate Majority Leader Mitch McConnell. After all, across a single crucial decade — and how long can scientists and others keep insisting that we only have 10 or 12 years left to avert planetary ecological calamity before those years run out? — he managed to upend virtually every effort of the Obama administration, no matter how deeply inadequate, to deal with the burning of fossil fuels. Then he abetted every anti-ecological, anti-climate-change initiative of the Trump administration, with immediate short-term benefits to his billionaire (often fossil-fueled) donors. Meanwhile, he succeeded in packing the courts with similarly blinkered reactionaries as a way of forestalling future efforts to reverse any of this.

And no, Donald J. Trump wouldn’t even come close to qualifying for the third spot on that cliffside commemorative relief. The candidates, after all, would have to demonstrate enough intellectual bandwidth to grasp, however faintly, the stakes involved, and Trump demonstrably lacks any grasp whatsoever of the future he’s leaving our children and their children. In any case, his hands are way too small. They’d keep slipping out of the stockade’s granite boreholes and, as for his hair, how could any sculptor, no matter how gifted, be expected to reproduce such a mare’s nest? Moreover, merely excluding him from such dubious company should be enough to provoke a veritable tweet storm of umbrage, which could, at least, provide the rest of us with a tad of dark entertainment across these dismal times, even if the project itself never advanced to the chiseling stage.

So what of slot three? On that one, I’m of at least two minds and, in any case, why should I be the only one who gets to decide? Shouldn’t these choices be a matter for public conversation and deliberation? Still, for my money, one-time Republican House Speaker Newt Gingrich and former Vice President Dick Cheney would definitely be in the running, given their formative roles in fomenting the sort of dyspeptic politics that made the current Trumpian moment possible.

And don’t forget Bill Clinton either. (No reason not to be bipartisan on such a monument.) Too clever by half in his zeal to be loved by those at the top of the financial pyramid, President Clinton didn’t even begin to rebalance the neoliberal excesses of President Ronald Reagan and George H.W. Bush. Given the craven surrender of Gingrich, Cheney, and Clinton to the short-term needs and dictates of financial and technological monopolies at the expense of longer-term environmental initiatives, all three would surely merit consideration.

The fourth slot for the fifth vote? Which brings me to that fourth slot, one that could well be determined in the next six months and, at least to my mind, is Supreme Court Chief Justice John Roberts’s to lose.

Yes, the current administration botched its response to the Covid-19 pandemic and the unprecedented financial collapse that resulted, and yes, Trump and his minions have appallingly racist instincts in their treatment of immigration, police violence, systemic discrimination, and the widening chasms of economic inequality. Still, the single most crucial issue in the upcoming November election should surely be the environmental future of our planet and, let’s face it, in that regard the United States remains the decisive battleground in determining all humanity’s collective fate. (And it’s hard to overstate the terminal devastation four more years of Trumpian governance could wreak in this regard.)

Of course, with each passing week, Trump’s defeat in any sort of fairly conducted election seems ever more assured (though no thanks to the issue of climate change, which is still being widely ignored). Still, whether the coming election will, in fact, be fairly conducted, with widespread access to the ballot guaranteed, is fast becoming the defining question of this electoral season.

From President Trump and Mitch McConnell to local operatives in key swing states, the Republicans have made no secret of their determination to shrink suffrage through voter suppression tactics like mass purges of voting lists; arbitrary registration requirements blatantly tilted against people of color and young people generally; flagrant efforts to prevent mail-in balloting (even in the face of a likely autumn upsurge of the Covid-19 pandemic and even if it takes bankrupting the Postal Service in order to do so); the conspicuously uneven distribution of polling places on Election Day, along with the assignment of more breakdown-prone polling machines to key opposition districts; all of that to be supplemented by massive, secretly funded efforts at voter intimidation — and that’s not even to mention complications that might arise in the subsequent counting of the ballots. Most of these gambits will provoke urgent legal challenges that will undoubtedly quickly wend their way to an already highly politicized Supreme Court. There, Trump and his fellow Republicans can count on at least four stalwart votes (that being in large part why those judges, most recently Neil Gorsuch and Brett Kavanaugh, were put there in the first place).

This, in turn, means that the fate of both the republic and the human future could come down to the jurisprudence of just one man: Chief Justice John Roberts, the fifth vote (and the only one that may matter in the end). In this context, much is made of the chief justice’s supposedly overriding concern for the historical reputation of the institution he presides over, its nonpartisan majesty, and its abiding place in the constitutional firmament. After all, wasn’t he the one who found a way to salvage the Affordable Care Act, secure the employment rights of LGBTQ workers, and forestall both the deportation of the DACA Dreamers and the obliteration of abortion, at least for the time being?

It’s worth noting, however, that the absolute right of states and localities to control access to voting in any way they see fit (without regard to gerrymandering or ongoing racial discrimination) has been a fundamentally unswerving feature of Roberts’s legal philosophy since long before he was on the Supreme Court. After all, from July 1980 through August 1981, he clerked for Justice William Rehnquist, who’d made it his own life’s work to roll back much of the liberal Supreme Court’s jurisprudence of the previous three decades, particularly with regard to voting rights. On leaving that clerkship, Roberts joined the Justice Department’s civil rights division where he served under Kenneth Starr in the newly installed administration of President Ronald Reagan. There, his portfolio was particularly focused on undercutting the 1975 Voting Rights Act, even if to only limited effect, owing to congressional opposition at the time. In 1986, he left government to enter private practice.

But after the November 2000 Florida presidential election debacle (remember those “hanging chads”?), Roberts was one of the first outside lawyers selected by 29-year old Republican campaign adviser Ted Cruz (another onetime Rehnquist clerk) to fashion a legal strategy for a preemptive appeal to the Supreme Court. Thereafter, working behind the scenes on behalf of Florida Governor Jeb Bush, the brother of Republican presidential candidate George W. Bush, Roberts fashioned a gambit designed to force the suspension of any recount in that state. He would thereby award the narrowest possible electoral college victory to the younger Bush over Democratic candidate Al Gore (who had actually won the national popular vote by more than 500,000 votes).

Roberts’s strategy proved entirely successful — in partial appreciation for which, as one of his first acts, the newly installed president nominated Roberts to a seat on the Washington, D.C., Circuit Court of Appeals (a nomination that languished for two years until the Republicans secured control of the Senate). Then, in 2005, Bush nominated him to succeed the recently deceased Rehnquist as chief justice of the Supreme Court in which capacity Roberts promptly resumed his lifelong focus on systematically eviscerating most forms of federal electoral supervision.

In 2010, Roberts was the fifth vote in the notorious Citizens United decision that effectively equated money with speech and opened the floodgates to unprecedented private spending in election campaigns, virtually without regulatory oversight. Three years later, he was the fifth vote in Shelby County v. Holder, a case that gutted major provisions of the Voting Rights Act of 1965, the crown jewel of the Civil Rights Movement, radically undercutting the federal government’s capacity to address clearly documented discriminatory practices at the state and local level.

At the end of the 2019 term, Roberts provided the fifth vote in a case ensuring that federal courts couldn’t review even the most egregiously partisan gerrymanders by state legislatures. On the eve of the recent Wisconsin primary, his was the fifth vote overturning the ability of that state’s governor, acting at the behest of his health commissioner, to suspend or extend primary voting thanks to the rampaging coronavirus. Roberts and crew thereby sentenced tens of thousands of voters to wait in dangerous lines for hours on end at polling places, especially in urban districts like Milwaukee, where a total of only five polling stations were able to open to service the entire city.

In the balance So, we’ll see. In the wake of the November 3rd election, will yet another set of fifth votes, this time in defense of a slew of Trumpian election outrages, net him that fourth slot on Rushmore 2.0, or might some sudden, otherwise unaccountable about-face on his part spare us the need even to erect such a monument?

If, however, Roberts does provide those deciding votes for the Republican side, will democracy as we know it even survive a second Trump term, so that anyone might ever again even be allowed to muse over and plan, let alone erect, a Rushmore 2.0 monument? On the other hand, were Roberts to demur, who knows whether achingly conventional Joe Biden will be able to rise to the historic occasion of his own election or might he, in the fullness of time, yet find himself becoming worthy of insertion into the fourth slot in that stockade?

History will tell: some of us may even live to see it.

Rebecca Gordon, “Can making Black lives matter rescue a failing state?”

You know that feeling when you trip on the street and instantly sense that you’re about to crash hard and there’s no way to prevent it? As gravity has its way with you, all you can do is watch yourself going down. Yeah, that feeling.

I had it the other day on my way to a Black Lives Matter demonstration when I caught my toe on a curb and pitched forward. As time slowed down, I saw not my past, but my future, pass before my eyes — a future that would at worst include months of rehabbing a broken hip and at best a few weeks hobbling around on crutches. I was lucky. Nothing was broken and I’ll probably be off the crutches by the time you read this.

But that feeling of falling and knowing it’s too late to stop it has stayed with me. I suspect it reflects a sensation many people in the United States might be having right now, a sense that time is moving slowly while we watch a flailing country in a slow-motion free fall. It has taken decades of government dereliction to get us to this point and a few years of Trumpian sabotage to show us just where we really are. To have any hope of pulling back from the brink, however, will take the determination of organizations like the Movement for Black Lives.

That national descent, when it came, proved remarkably swift. In less than six months, we’ve seen more than 2.5 million confirmed Covid-19 infections and more than 125,000 deaths. And it’s not slowing down. June 24th, in fact, saw the biggest single-day total in new U.S. infections (more than 38,000) since April and that number may well have been superseded by the time this piece comes out. During this pandemic, we’ve gone from an economy of almost full employment — even if at starvation levels for those earning a minimum wage — to one with the worst unemployment since the Great Depression (even as billionaires have once again made a rather literal killing). The government’s response to these twin catastrophes has been feckless at best and criminal at worst. While this country may not yet be a failed state, it’s certainly in a free fall all its own.

What is a failed state? People use this expression to indicate a political entity whose government has ceased to perform most or all of its basic functions. Such a condition can result from civil war, untrammeled corruption, natural disaster, or some combination of those and more. The Fund for Peace, which has been working on such issues for more than 70 years, lists four criteria to identify such a country: 

Loss of control of its territory, or of the monopoly on the legitimate use of physical force therein

Erosion of legitimate authority to make collective decisions

Inability to provide public services

Inability to interact with other states as a full member of the international community

I’ve always thought of such fallen lands (sometimes given a fatal shove by my own government) as far-away places. Countries like Libya. The Fund for Peace identifies that beleaguered and now fractured nation, where rival armed forces compete for primacy, as the one in which government fragility has increased most over the last decade. The present chaos began when the United States and its NATO allies stepped in militarily, precipitating the overthrow of autocrat Muammar Qaddafi, with no particular plan for the day after.

Then there’s Yemen, where Washington’s support for the intervention of Saudi Arabia and the United Arab Emirates only exacerbated an ongoing civil war, whose civilian victims have been left to confront famine, cholera, and most recently, with a shattered healthcare system, the coronavirus. And before Libya and Yemen, don’t forget the Bush administration’s disastrous 2003 invasion of Iraq, which damaged that country’s physical and political infrastructure in ways it is now, 17 years later, starting to dig out of.

So, yes, I’d known about failed states, but it wasn’t until I read “We Are Living in a Failed State” by George Packer in the June 2020 Atlantic magazine that I began to seriously entertain the idea that my country was bouncing down the same flight of stairs. As that article’s subtitle put it: “The coronavirus didn’t break America. It revealed what was already broken.”

The monopoly of the legitimate use of force In his 1919 lecture “Politics as a Vocation,” German sociologist Max Weber observed that “a state is a human community that (successfully) claims the monopoly of the legitimate use of physical force within a given territory.” In other words, a state is a given territory whose inhabitants recognize that only one institution, the government, has the capacity — and therefore the right — to authorize the use of violence against members of the community.

Weber described three main ways that the use of violence acquires legitimacy: through long tradition, through the charisma of individual leaders, or in the case of many modern states, through the rule of law. In a way, Donald Trump’s administration can be viewed as one long attempt to roll back the legitimacy derived from the rule of law and replace it with the power of one man’s personal charisma. The president’s often-bumbling attempts to rule by fiat have reminded many fans of Star Trek: The Next Generation of a hapless imitation of Captain Jean-Luc Picard repeatedly calling out from the bridge of the Enterprise, “Make it so!”

Recently, however, Trump has used his presidential authority to directly threaten his own citizens with military force. On June 1st, he said at a Rose Garden press conference, “If a city or a state refuses to take the actions that are necessary to defend the life and property of their residents, then I will deploy the United States military and quickly solve the problem for them.” Minutes later, he showed just how it could be done, when protesters in Washington, D.C.’s Lafayette Square were attacked by a combined force of National Guard, federal Park Police, and Secret Service agents. That last group Trump chose to congratulate for the job they did in a celebratory tweet, addressing them as the “S.S.,” an evocation — one hopes unintentional — of the Schutzstaffel (a Nazi paramilitary force of the previous century.) The world saw, as the Washington Post reported, “federal officers shoving protesters with shields and firing pepper balls, chemical grenades, and smoke bombs at retreating crowds” — all so the president could have a photo op with his buddy, the Bible, in front of a church down the street from the White House.

Max Weber was hardly suggesting that, in a functional state, only the government uses force to achieve its ends. Residents would still, for instance, experience criminal violence. When a state begins to fail, however, it either can’t or won’t prevent other forces from threatening or using violence — a growing trend in Donald Trump’s America. He has even, for instance, encouraged attendees at his rallies to “knock the crap out of” hecklers and offered to pay their legal fees afterward. We’ve watched him congratulate a Republican congressman for physically attacking a reporter and noted his approval of some “very fine people” at the 2017 Unite the Right march in Charlottesville, Virginia, where a white nationalist murdered a woman by driving his car into a crowd of counterdemonstrators.

Recently, the president’s support for extralegal violence has taken a far more sinister turn. Now, he’s given his imprimatur not just to his individual supporters, but to armed militias opposing their states’ efforts to prevent the spread of the coronavirus. He’s urged them to “LIBERATE!” places like Michigan and Virginia, approved of armed vigilantes physically menacing legislators deliberating about Michigan’s stay-at-home policies, and had no objection to their parading in front of the office of Democratic Governor Gretchen Whitmer with signs bearing slogans like “Tyrants get the rope!” His encouragement of armed resistance to state authority so alarmed Washington Governor Jay Inslee that he accused the president of “fomenting domestic rebellion.”

What do you call a nation in which armed militias can threaten officials without fear of penalty? Whether it’s Libya or the U.S., I’d call it a state on the way to failing.

Eroding the legitimacy of collective decision making The United States is a republic. Those who can vote elect representatives who make the laws that govern us. That’s how federal and state constitutions, city charters, and town bylaws have set out the major process for collective decision-making in this country. (Of course, sometimes we also participate more directly, as when we speak or write about public affairs, demonstrate our concerns in marches with banners and chants, or organize ourselves as communities, workers, or other groups of people sharing common interests.)

Recognizing that this country is still officially a republic doesn’t mean that everyone legally entitled to vote is actually able to vote. I wish that were so. In many parts of this country, however, the Republicans have been working assiduously to make voting by some of us either illegal or impossible.

In my lifetime, African Americans (and some white allies) died to secure the vote, an effort that culminated in the 1965 Voting Rights Act. In 2013, however, under George W. Bush-appointed Chief Justice John Roberts, the Supreme Court essentially gutted the act. Ever since, we’ve seen an acceleration of efforts to reduce access to the polls for African Americans and other marginalized groups. These include onerous voter identification procedures and restrictions on early voting or access to vote-by-mail options. The Brennan Center for Justice reports that, in the past decade, 25 states have imposed new restrictions on voting.

To the extent that Americans recognize elections as a means of collective decision-making, it’s because a sufficient number of us have confidence in the basic integrity of the system. In less functional societies, the results of elections are frequently, sometimes violently, contested by the losing side. So it’s one thing — and bad enough — for local jurisdictions to make it difficult or impossible for particular groups of people to vote. It’s quite another when a country’s leader acts to undermine public confidence in the entire electoral process.

That, of course, is exactly what Donald Trump has been doing from the moment of his 2016 electoral victory when he began blaming his failure to win the popular vote on millions of ballots supposedly cast illegally by undocumented immigrants. He even set up a presidential commission to investigate such a massive fraud, which later disbanded without finding any evidence to support his contention.

Nonetheless, the president revisited the theme of voter fraud in a 2019 address to young conservatives, this time throwing in a few made-up details for verisimilitude:

…and then those illegals get out and vote, because they vote anyway. Don’t kid yourself. Those numbers in California and numerous other states, they’re rigged. They’ve got people voting that shouldn’t be voting. They vote many times, not just twice, not just three times. It’s like a circle. They come back, they put a new hat on. They come back, they put a new shirt on. And in many cases, they don’t even do that. You know what’s going on. It’s a rigged deal.

In the context of an ongoing pandemic, the most sensible way to hold the November 2020 election is largely by mail. Oregon has held successful all-mail elections for two decades. In fact, mail-in voting turns out both to be efficient and to substantially boost participation. (Oregon’s turnout was a whopping 63% in the 2018 midterm election.) Greater turnout, however, often favors Democratic candidates, which may be why Trump has launched a campaign against mail-in elections, claiming they are fraught with fraud, making his own wild claims in the process. In May, for instance, he tweeted:

There is NO WAY (ZERO!) that Mail-In Ballots will be anything less than substantially fraudulent. Mail boxes will be robbed, ballots will be forged & even illegally printed out & fraudulently signed.

Only recently, he went at it again, all-cap tweeting:

RIGGED 2020 ELECTION: MILLIONS OF MAIL-IN BALLOTS WILL BE PRINTED BY FOREIGN COUNTRIES, AND OTHERS. IT WILL BE THE SCANDAL OF OUR TIMES!

Undermining public confidence in electoral integrity is a vicious strategy. In a country armed to the teeth like this one, when Trump encourages his supporters to believe that only massive fraud will explain his losing the 2020 election, he’s playing a dangerous game indeed. You know that you’re in a new world when opinion writers in the mainstream media find themselves asking if Trump will actually relinquish the White House, should he lose the election. (And if he is losing and vote-by-mail slows the counting process in some states, he’ll use any delay after November 3rd to create further “rigged-election” chaos.)

Inability to provide public services There’s no need to rehearse here the hideous details of the Trump administration’s abject failure to confront the spread of Covid-19 and to acknowledge the people it’s killed. Suffice it to say that a combination of disinterest and incompetence at the federal level has thrown responsibility on individual states and counties, which have found themselves in competition for life-saving equipment and have even been reduced to begging the federal government for support. As thousands were dying, corrupt procurement processes led to absurdities like the purchase of millions of miniature (and unusable) soda bottles instead of the glass tubes needed for virus testing.

As a result, by June 20, 2020, the U.S., with 4.25% of the world’s population, accounted for more than 26% of its 8.9 million verified coronavirus cases and about the same proportion of Covid-19 deaths. However, even if the administration’s response had been well-prepared and brilliantly executed, the pandemic would still have revealed this country’s longstanding inability to provide basic healthcare to large numbers of its citizens, especially in communities of color and among the poor.

As Covid-19 spreads in jails and prisons, a grim new aspect of decades of unnecessary and cruel mass incarceration has been revealed. As it ravages encampments of unhoused people, the virus continues to reveal to anyone who hadn’t already noticed the nation’s decades-long inability to house its citizens. The pandemic has also illuminated the devastation wrought by the most profound level of economic inequality since the Gilded Age — the inevitable result of combining staggering tax cuts for the rich with the systematic dismantling of one public service after another, from public education to infrastructure maintenance to emergency food support.

The country that, until recently, had the world’s greatest economy can’t even guarantee clean drinking water for 63 million Americans. The lead-contaminated water of Flint, Michigan, is only the best-known example of this.

Recently, the Ford Foundation, with other big nonprofit funders, made an extraordinary announcement. In the face of the government’s inability to respond adequately to the present crisis, they plan to make at least a billion dollars in new grants. Foundations giving away money is, of course, nothing new. What’s different is how they plan to fund this operation: by issuing “social bonds” — investment instruments for sale alongside U.S. Treasury bills and municipal bonds.

What does it say about a country when private foundations find themselves driven to borrow money in the bond market to provide public services that ought to come from the government?

Inability to act as a full member of the international community Here, too, the Trump administration has pushed the United States towards failure. Though this country had, in the past, routinely acted less like a member of the international community than its hegemon, with this president there is no longer even a semblance of international cooperation on global issues. He’s withdrawn us from a previously successful treaty to prevent Iran from developing nuclear weapons, as well as from successful Cold War treaties to control them. He’s repeatedly threatened to pull the U.S. out of NATO and placed sanctions on individuals working with the International Criminal Court investigating possible American war crimes in Afghanistan. In the midst of this global pandemic, he’s even pulling out of the World Health Organization.

Perhaps most disastrous of all, he’s reneged on our obligations under the Paris climate accord, thereby undermining humanity’s best hope of staving off an ecological catastrophe.

Under Donald Trump, in other words, the United States has demonstrated that even if it is not unable to take its place among the community of nations, it is certainly unwilling to do so.

Can Black Lives Matter break the fall? My thinking about our nation’s rapid fall into failure began with my personal tumble on the way to a Black Lives Matter demonstration. In a way, that couldn’t be more fitting, because African Americans, particularly through their presence on the streets and in the media, are leading the present effort to pull this country back from the brink and toward legitimacy, more collective decision-making, the genuine provision of people’s needs, and participation in the community of nations.

The platform of the Movement for Black Lives represents an excellent place to start when it comes to preventing this country from becoming a failed state. The document itself is the result of an extended process of collective discussion and decision-making. Its goals include ending police violence and mass incarceration; investing in community needs; supporting the rights of women, LGBTQ communities, and immigrants; creating economic justice; and increasing black political power.

The Black Lives Matter movement began in response to this country’s long history of state-sanctioned violence against African Americans, whether in the form of lynching, cultural erasure, forced labor, or predatory lending. More than a century of violent, indeed murderous, policing of black and other marginalized communities has made this country’s use of state violence profoundly illegitimate. The present wave of resistance has forced the rest of the country, and the world, to look at it squarely.

If the U.S. is to break its headlong rush into failed statehood, it must begin by addressing the legitimate demands of the people this country has failed from its very inception. Through that process we might also begin to restore our nation’s collective decision-making, improve the genuine provision of public services, and make a new and better place for ourselves in the community of nations. Without it, there is no hope of doing so.

We shouldn’t fool ourselves, though. In Donald Trump’s — or even Joe Biden’s — United States, it’s going to be a long, hard haul. But better that than a steep fall.

Mandy Smithberger, “Covid-19 means good times for the Pentagon”

In response to the Covid-19 pandemic, Washington has initiated its largest spending binge in history. In the process, you might assume that the unparalleled spread of the disease would have led to a little rethinking when it came to all the trillions of dollars Congress has given the Pentagon in these years that have in no way made us safer from, or prepared us better to respond to, this predictable threat to American national security. As it happens, though, even if the rest of us remain in danger from the coronavirus, Congress has done a remarkably good job of vaccinating the Department of Defense and the weapons makers that rely on it financially.

There is, of course, a striking history here. Washington’s reflexive prioritizing of the interests of defense contractors has meant paying remarkably little attention to, and significantly underfunding, public health. Now, Americans are paying the price. With these health and economic crises playing out before our eyes and the government’s response to it so visibly incompetent and inadequate, you would expect Congress to begin reconsidering its strategic approach to making Americans safer. No such luck, however. Washington continues to operate just as it always has, filling the coffers of the Pentagon as though “national security” were nothing but a matter of war and more war.

Month by month, the cost of wasting so much money on weaponry and other military expenses grows higher, as defense contractor salaries continue to be fattened at taxpayer expense, while public health resources are robbed of financial support. Meanwhile, in Congress, both parties generally continue to defend excessive Pentagon budgets in the midst of a Covid-19-caused economic disaster of the first order. Such a business-as-usual approach means that the giant weapons makers will continue to take funds from agencies far better prepared to take the lead in addressing this crisis.

There are a number of ways the Pentagon’s budget could be reduced to keep Americans safer and better protected against future pandemics. As the Center for International Policy’s Sustainable Defense Task Force has pointed out, the biggest challenges we now confront, globally speaking — including such pandemics — are not, in fact, military in nature. In truth, hundreds of billions of dollars could be cut with remarkable ease from U.S. military spending and Americans would be far safer.

Recently, some members of Congress have started to focus on this very point. Representative Ro Khanna (D-CA), for instance, proposed diverting money from unnecessary intercontinental ballistic missile “modernization” into coronavirus and vaccine research. Senator Bernie Sanders (I-VT) has gone further, suggesting a 10% reduction in the Pentagon’s budget, while Representative Barbara Lee (D-CA), the only member of Congress to vote against the post-9/11 war resolution that led to the invasion of Afghanistan, has gone further yet, calling for the cutting of $350 billion from that budget.

But count on one thing: they’ll meet a lot of resistance. There’s no way, in fact, to overstate just how powerfully the congressional committees overseeing such spending are indebted to and under the influence of the defense contractors that profit off the Pentagon budget. As Politico reported years ago (and little’s changed), members of the House Armed Services committee are the top recipients of defense industry campaign contributions. Even the chair of the House Foreign Affairs committee, which should be advocating for the strengthening of American diplomacy, has drawn criticism for the significant backing he receives from the defense industry.

Focusing on weaponry that can’t fight a virus Defense contractors have consistently seen such investments pay off. As my colleague at the Project on Government Oversight, Dan Grazier, has pointed out, despite repeated warnings from independent watchdogs and medical professionals, even military healthcare has been significantly underfunded, while both the Pentagon and Congress continue to prioritize buying weapons over taking care of our men and women in uniform. Congress’s watchdog, the Government Accountability Office, warned in February 2018 that the health system of the Department of Defense (DOD) lacked the capacity to handle routine needs, no less the emergencies of wartime. As Pentagon spending has continued to escalate over the past 20 years, military healthcare funding has stayed largely flat.

Under the circumstances, I doubt you’ll be surprised to learn that Congress has also written additional arms contractor giveaways into its coronavirus relief bills. Though its CARES Act authorized trillions of dollars in spending, ProPublica unearthed a provision in it (nearly identical to one proposed by industry groups) that allows defense contractors to bill the government for a range of costs meant to keep them in a “ready” state. The head of acquisition for the Pentagon, Ellen Lord, estimated (modestly indeed) that the provision would cost taxpayers in the low “double-digit billions.” Additional language offered in the House’s next relief bill, likely to survive whatever the Senate finally passes, would increase such profiteering further by including fees that such companies claim are related to the present crisis, including for executive compensation, marketing, and sales.

In such a context, it was hardly surprising that, during a recent hearing at the House Armed Services Committee on how the DOD was responding to the Covid-19 crisis, the focus remained largely on ways that the global epidemic might diminish arms industry profits. Representatives Joe Courtney (D-CT) and Mac Thornberry (R-TX) both argued that the Pentagon would need yet more money to cover the costs of any number of charges that defense contractors claim are related to the pandemic.

Most ludicrous is the idea that an agency slated to receive significantly more than $700 billion in 2020 can’t afford to lose a few billion dollars to the actual health of Americans. Of course, the Pentagon remained strategically mum earlier this year when, in an arguably unconstitutional manner, the White House diverted $7.2 billion from its funds to the building of the president’s “great, great wall” on our southern border. In fact, General Mark Milley, chairman of the Joint Chiefs of Staff, even admitted that it wasn’t exactly a major blow for the government agency with the largest discretionary budget. “It was not a significant, immediate, strategic, negative impact to the overall defense of the United States of America,” he assured Congress. “It’s half of one percent of the overall budget, so I can’t in good conscience say that it’s significant, immediate, or the sky is falling.”

A Chicken Little Congress, however, doesn’t consider taking more funds from the Pentagon budget to shore up the Centers for Disease Control and Prevention (CDC) anywhere near as crucial as, for example, approving the Pacific Deterrence Initiative, a slush fund that will be part of this country’s new Cold War with China — starting with a modest $1.4 billion in seed money, while the homework is done to justify another $5.5 billion next year. Similarly, even in such an economically disastrous moment, who could resist buying yet more of Lockheed Martin’s eternally troubled and staggeringly expensive F-35 Joint Strike Fighters than the Pentagon requested? Comparable support exists, even among senators unwilling to fork over any more dollars to desperate out-of-work Americans, for the president’s Space Force, that new service now in the process of creating a separate set of rules for itself that should allow it free reign over future spending. That, of course, reveals its real mission: making it easier for contractors to profit off the taxpayer.

If anything, the main congressional criticism of the Pentagon is that it’s been too slow to push money out the door. And yet, in an institution that has never been successfully audited, there are red flags galore, as a recent Government Accountability Office assessment of major weapons programs suggests. The costs of such new weapons systems have cumulatively soared by 54%, or $628 billion, from earlier GAO assessments. That, by the way, is almost 90 times this year’s budget request for the CDC.

And that’s just the waste. The same report shows that any number of weapons systems continue to fail in other ways entirely. Of the 42 major programs examined, 35 had inadequate security to prevent cyber attacks. General Dynamics Electric Boat’s $126 billion nuclear submarine program has been plagued by faulty welding for two years. The new Ford class aircraft carrier, built by Huntington Ingalls for $13.2 billion, includes a General Atomics launch system that continues to fail to launch aircraft as designed. In addition, as Bloomberg first reported, the ship’s toilets clog frequently and can only be cleaned with specialized acids that cost about $400,000 a flush. As my colleague Mark Thompson has pointed out, “escalating costs, blown schedules, and weapons unable to perform as advertised” are the norm, not the exception for the Pentagon.

That track record is troubling indeed, given that Congress is now turning to the Pentagon to help lead the way when it comes to this country’s pandemic response. Its record in America’s “forever wars” over the last nearly two decades should make anyone wonder about the very idea of positioning it as a lead agency in solving domestic public health crises or promoting this country’s economic recovery.

Broken oversight As the first wave of the pandemic continues and case numbers spike in a range of states, oversight structures designed to prevent waste, fraud, and abuse when it comes to defense spending are quite literally crumbling before our eyes. Combine weakened oversight, skewed priorities, and a Pentagon budget still rising and you’re potentially creating the perfect storm for squandering the resources needed to respond to our current crisis.

The erosion of oversight of the Pentagon budget has been a slow-building disaster, administration by administration, particularly with the continual weakening of the authority of inspectors general. As independent federal watchdogs, IGs are supposed to oversee the executive branch and report their findings both to it and to Congress.

In the Obama administration, however, their power was undermined when the Office of Legal Counsel, the legal expert for the White House, began to argue that accessing the “all” in “all records, reports, audits, reviews, documents, papers, recommendations, or other material” didn’t actually mean “all” when it came to inspectors general. Under President Donald Trump, the same office typically claimed that then-Intelligence Community Inspector General Michael Atkinson did not have the authority to forward to the House and Senate Intelligence committees a concern that the president had improperly withheld aid to Ukraine.

In fact, in the Trump years, such watchdogs have been purged in significant numbers. Shortly after Department of Defense principal Deputy Inspector General Glenn Fine was named to lead the Pandemic Response Accountability Committee, for instance, the president removed him. Not only did that weaken the authority of the body overseeing trillions of dollars in spending across the federal government, but it jeopardized the independence and clout of the Pentagon’s watchdog when it came to billions already being spent by the DOD.

In a similar fashion, the Trump administration has worked hard to stymie Congress’s ability to exercise its constitutional role in conducting oversight. A few months after the president entered the Oval Office, the White House temporarily ordered executive branch agencies to ignore oversight requests from congressional Democrats. Since then, the stonewalling of Congress has only increased. Mark Meadows, the president’s latest chief of staff, has, for example, reportedly implemented a new rule ensuring that executive branch witnesses cannot appear before Congress without his permission. In recent weeks, it was invoked to stop Secretary of State Mike Pompeo from appearing to justify his latest budget request or to answer questions about why his department’s inspector general was removed. (He was, among other things, reportedly investigating Pompeo himself.) Meanwhile, Secretary of Defense Mark Esper and Chairman of the Joint Chiefs Mark Milley have both resisted calls from Congress to answer questions about the use of military force against peaceful protesters.

Congress has a number of tools at its disposal to demand answers from the Pentagon. Unfortunately, the committees overseeing that agency have seldom demonstrated the will to exercise them. Last year, however, Congressman Ruben Gallego (D-AZ) added an amendment to a defense bill limiting funds for the secretary of defense’s travel until his department produced a report on disciplinary actions taken after U.S. troops were ambushed in Niger in 2018 and four of them died.

That tragic incident was also a reminder that Congress has taken little responsibility for the costs of the endless conflicts the U.S. military has engaged in across significant parts of the planet. Quite the opposite, it continues to leave untouched the 2001 authorization for use of military force, or AUMF, that has been abused by three administrations to justify waging wars ever since. The Congressional Research Service estimates that it has been used in that way at least 41 times in 19 countries. According to Brown University’s Costs of War project, that number should be 80 countries where the U.S. has been engaged in counterterror activities since 2001.

And there are significantly more warning signs in this Covid-19 moment that congressional oversight, long missing in action, is needed more than ever. (Trump’s response, classically enough, was “I’ll be the oversight.”) Typically, among the trillions of dollars Congress put up in responding to the pandemic-induced economic collapse, $10.5 billion was set aside for the Pentagon to take a leading role in addressing the crisis. As the Washington Post reported, among the first places those funds went were golf course staffing, submarine missile tubes, and space launch facilities, which is par for the course for the DOD.

Implementation of the Defense Production Act also betrayed a bizarre sense of priorities in these months. That law, passed in response to the Korean War, was designed to help fill shortfalls in goods in the midst of emergencies. In 2020, that should certainly have meant more masks and respirators. But as Defense One reported, that law was instead used to bail out defense contractors, some of whom weren’t even keeping their employees on staff. General Electric, which had laid off 25% of its workforce, received $20 million to expand its development of “advanced manufacturing techniques,” among things unrelated to the coronavirus. Spirit Aerosystems, which received $80 million to expand its domestic manufacturing, had similarly laid off or furloughed 900 workers.

While Americans are overwhelmed by the pandemic, the Pentagon and its boosters are exploiting the emergency to feather their own nests. Far stronger protections against such behavior are needed and, of course, Congress should take back what rightfully belongs to it under the Constitution, including its ability to stop illegal wars and reclaim its power of the purse. It’s long past time for that body to cancel the blank check it’s given both the Pentagon and the White House. But don’t hold your breath.

In the meantime, as Americans await a future Covid-19 vaccine, the military-industrial complex finds itself well vaccinated against this pandemic moment. Consider it a Pentagon miracle in terrible times.
